Elsewhere, Israeli settlers vandalize 3 homes in al-Ghazi and Susiya in the Masafer Yatta area. Israeli forces raid the home of a former prisoner in al-Minya, vandalizing it and seizing his car. Israeli forces arrest 22 Palestinians during late-night raids in and around Hebron, Nablus, Tubas, Bethlehem, and Jenin. In East Jerusalem, Israeli authorities force a Palestinian family to demolish their own home in Silwan. In Gaza, Israeli forces bomb Jabalia refugee camp, Gaza City, Nuseirat refugee camp, Khan Yunis, Beit Lahiya, Rafah, and al-Bureij refugee camp, killing at least 165 people. Israeli forces drop leaflets in Rafah with photos of 69 captives, saying “Want to go home? Provide information if you recognize one of the hostages.” An Israeli soldier is killed in combat. In Lebanon, Israeli forces assassinate 2 Hezbollah members in a drone strike on Bazouriyeh and bomb a 3-story house in Houla. More than 24,927 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 62,388 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 362 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 91 children. More than 4,310 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The Non-Aligned Movement issues a statement calling for a ceasefire in Gaza and the release of the remaining captives and expresses support for the South African case against Israel at the ICJ after a summit held in Kampala, Uganda. In a speech to the Non-Aligned Movement members, UN secretary-general Antonio Guterres says the “wholesale destruction of Gaza and the number of civilian casualties caused by the Israeli army in such a short period are totally unprecedented during my mandate,” calling on Israel to end its attacks. The Intercept reports that the American Israel Public Affairs Committee (AIPAC) donated $95,000 to House of Representative speaker Mike Johnson (R-LA) after he pushed through a $14 billion aid package to Israel. AIPAC donated $104,000 to Johnson in 2023. The aid package is still stuck in the Senate. (AJ 1/20)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Yamun and damaged their vehicle. Israeli settlers also threw stones at Palestinian vehicles in Awarta, causing damage. Elsewhere, Israeli settlers set fire to a school in Zanuta, causing extensive damage. Israeli forces shot and killed a Palestinian during a raid in Balata refugee camp. Israeli forces also shot and injured 6 Palestinians, including a child, during raids in ad-Doha, ‘Asira al-Qibliya, Jenin, and Balata refugee camp. 45 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Jericho, Nablus, Bethlehem, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished a Palestinian-owned home in Isawiya, displacing 6, and a structure in Silwan. In Gaza, the Israeli military said it had encircled Jabalia refugee camp. Israeli soldiers continued their sieges of the Indonesian and al-Shifa hospitals; around 500 patients and staff were evacuated from the Indonesian Hospital to a hospital in Khan Yunis later in the day. At least 120 Palestinians were killed in Israeli airstrikes on Nuseirat refugee camp, Gaza City, Jabalia refugee camp, Beit Lahiya al-Bureij, and Khan Yunis. Israel also attacked al-Awda Hospital, killing 3 doctors and a patient. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. 2 Israeli soldiers were killed. 10 rockets were fired at Israel with 1 hitting Ness Ziona; no injuries were reported. In Lebanon, Israeli forces attacked several areas of South Lebanon, saying anti-tank missiles were fired by Hezbollah at Israel. 4 people, including an elderly woman and 2 journalists working for Al-Mayadeen television network, were killed in Israeli attacks in Kfar Kila and Tair Harfa. 4 Hamas members were killed in a drone strike on Chaatiyeh, reportedly including deputy chief of the Qassem Brigades in Lebanon Khalil Kharraz. The Gaza Ministry of Health was not able to fully update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the casualty numbers at around 13,000 Palestinians killed, including 5,500 children and 3,500 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 209 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 52 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 73 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units had been destroyed and 220,000 had been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 2 trucks carrying 17,000 gallons of fuel and 79 trucks carrying aid entered Gaza via the Rafah crossing. The Ministry of National Economy in the Nablus governorate said Israel had only allowed 45 Palestinian businesses to operate in Huwwara since 10/7, forcing 255 business to close. (AJ 11/21)

Jordan said Israel had ordered the evacuation of its field hospital in Gaza, saying it would not heed the order. (AJ, HA 11/21)

Hamas said it had agreed to the terms of the first prisoner exchange and temporary ceasefire. Islamic Jihad said it was coordinating with Hamas on the prisoner exchange deal. The Israeli war, security, and government cabinets convened in separate meetings in the evening to discuss the deal. Prime Minister Benjamin Netanyahu said the deal was likely to happen, despite opposition from National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, and that Israel would continue its war on Gaza after the temporary ceasefire. The meeting of the government cabinet was still ongoing at the end of the day. It was reported by Haaretz that the Israeli public would have 24 hours to appeal to the Israeli High Court of Justice if the government decides to approve the deal. Jordanian prime minister Bisher Khasawneh said “[a]ny displacement [of Palestinians in the West Bank] or creating the conditions that would lead to it, Jordan will consider it a declaration of war and constitute a material breach of the peace treaty.” (AJ, HA, REU 11/21)

Lebanese caretaker prime minister Najib Mikati condemned the Israeli killing of 2 Lebanese journalists, saying Israel’s “goal is to silence the media that exposes its crimes and attacks.” (AJ, AP 11/21)

U.S. national security council spokesperson John Kirby said the U.S. would not support Israeli military action in southern Gaza unless it “clearly articulated [a] plan for how they are going to protect the lives of the hundreds of thousands of people that have now added to the population because they were asked to leave by the Israelis.” Kirby also said that the Biden administration was considering redesignating the Yemeni Houthi government a terrorist organization, citing its attacks on Israel and the seizure of an alleged Israeli-linked vessel on 11/19. Pentagon deputy press secretary Sabrina Singh said the U.S. continued to supply Israel with “155 mm rounds, precision-guided munitions, and air defense systems.” Politico reported that the U.S. had sent Israel the coordinates for humanitarian sites, including hospitals, and gave Israel information about the movement of aid groups to avoid Israeli attacks on protected groups. A survey by the organization Arab World for Research and Development found that 98% of Palestinians in the West Bank and Gaza said they could not “forgive nor forget” Israel’s attacks on Gaza, with 65% saying the attacks were targeting all Palestinians. 75% said they supported Operation Al-Aqsa Flood to some extent. 22% said they expected the PA to return to power in Gaza. The European Commission said its review of its aid to Palestine did not find evidence that funds were used for Hamas. (AJ, HA, REU 11/21)

Representatives from the OIC and Arab League and the foreign ministers of the PA, Saudi Arabia, Indonesia, and Jordan met with Russian foreign minister Sergey Lavrov in Moscow. Egyptian foreign minister Sameh Shoukry said Israel’s goal with bombing southern Gaza was to force Palestinians to flee Gaza. (AJ, HA, WAFA 11/21)

Leaders of the BRICS countries met virtually to discuss the situation in Gaza, demanding a ceasefire and condemning attacks on civilians in Gaza and Israel. Representatives of Saudi Arabia, Argentina, Egypt, Ethiopia, Iran, and the UAE, all countries that will join BRICS in 2024, also attended the meeting. The South African parliament voted 248-91 to close the Israeli embassy and suspend ties with Israel. The motion was non-binding, leaving President Cyril Ramaphosa to implement it. (AJ, AJ, HA, WAFA 11/21)

The Scottish parliament voted 90-28 in favor of a ceasefire. All parties except for the Scottish Conservatives supported the motion. (AJ 11/21)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 and causing damage. Israeli settlers also vandalized citrus and almond trees and other property near Kafr ad-Dik. Israeli forces shot and killed 1 Palestinian man after he shot and killed an Israeli soldier near the Kedumim settlement, west of Jit. Hamas claimed responsibility for the killing of the soldier, citing Israel’s massive attack on Jenin on 7/3 and 7/4. Israeli forces also razed a road and seized a tent and a vehicle near Duma. Elsewhere, Israeli forces opened fire at a Palestinian vehicle traveling near Haris, causing damage. Israeli forces also demolished 2 residential structures in Wadi Abu Hindi, displacing 13 Palestinians. 7 Palestinians were arrested during late-night raids in Ramallah, Kafr Ni’ma, Silat ad-Dhahr, Tura, Yatta, and Qalqilya. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. The Jenin Brigades issued a statement saying “[i]t is heart-breaking that we are being fatally stabbed in the back by our own people, the PA security services, which committed an act on Tuesday that no fighter or defender of this land would accept,” referring to a PA arrest of 2 Palestinians who were wanted by Israel. The UAE said it would donate $15 million to UNRWA and Algeria said it would donate $30 million to the PA to help rebuilt Jenin refugee camp after the 2-day long Israeli invasion of the camp on 7/4 and 7/5, which caused wide-spread damage to Palestinian property. (ALM, AP, HA, WAFA 7/6; HA, NA 7/8)

In the West Bank, 1 Israeli settler and Israeli forces shot and killed 2 Palestinians who allegedly shot and killed 4 Israeli settlers and wounded 4 others at a gas station near the Eli settlement east of al-Lubban ash-Sharqiya. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Nablus and Za‘atra. Israeli settlers, including Religious Zionism Party MK Zvi Sukkot, also entered the evacuated Evyatar settlement outpost in an attempt to resettle it. Israeli forces issued demolition notices for 3 homes and an agricultural building in al-Karmel. Israeli forces also closed several checkpoints near Jenin, Salfit, Ramallah, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian house in Silwan. Israeli forces raided the Haram al-Sharif compound, forcing overnight worshippers at al-Aqsa Mosque to leave in order to facilitate settler tours of the compound in the morning. In response to the killing of the 4 settlers, Israel revoked travel permits for all Palestinians sharing the last names of the 2 alleged perpetrators. Israeli national security minister Itamar Ben-Gvir demanded that the Israeli government respond to the killing of the 4 Israeli settlers by assassinations by airstrikes, demolitions, deportations, and death penalty. U.S. ambassador to Israel Tom Nides tweeted that he was “[d]eeply concerned about the civilian deaths and injuries that have occurred in the West Bank these past 48 hours, including that of minors,” referring to both Israeli settler and Palestinian casualties. This led to criticism from Israeli ambassador to the U.S. Michael Herzog, who said that the “balanced” statement was disrespectful to the Israeli settler casualties. In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. Israel said that 2 Israeli soldiers were injured by an explosive device thrown at them near Aida refugee camp, causing light injuries. 16 Palestinians were arrested during late-night raids in Ni’lin, al-Bireh, Dheisheh refugee camp, and Hebron. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. In the West Bank, 2 Israeli settlers were wounded by gunfire near Joseph’s Tomb. Israeli settlers opened fire at Palestinians in Kisan; no injuries were reported. Israeli settlers also threw stones at Palestinian vehicles traveling near the Yitzhar settlement, damaging 3. Israeli forces shot and injured 4 Palestinians with live ammunition, 5 with baton rounds, and 13 with shrapnel, and fired an anti-tank missile at a home during an arrest raid in Rujeib. An Israeli district court in Beersheba sentenced the former director of World Vision in Gaza, Mohammad al-Halabi, with another 6 years in prison, in addition to the 6 years he has already spent in Israeli prison. Human Rights Watch’s Israel and Palestine director Omar Shakir called the sentencing “a profound miscarriage of justice . . . In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. The court also ordered the state to explain why Palestinians have not been allowed to work the land. U.S. president Donald Trump announced that Morocco had decided to normalize relations with Israel in a deal where the U.S. reverses decades of policy to recognize Moroccan sovereignty over the Western Sahara. As part of the deal, Morocco will open a diplomatic office in Tel Aviv and Israel in Rabat, which eventually will be turned into embassies; both will also grant overflight rights to each other. The UN recognizes the legitimate rights of the Sahrawi people to self-determination as it does the Palestinian people. U.S. officials later told Reuters that the U.S. is negotiating with Morocco to sell 4 sophisticated drones to the country. According to the prime minister of Morocco Saad-Eddine El Othmani, the king of Morocco Mohammed VI and PA president Mahmoud Abbas spoke on the phone after the announcement of the normalization deal. Prime Minister El Othmani also said Morocco still rejects the U.S. peace plan and remains “supportive of the Palestinian cause.” Hamas called the normalization deal a betrayal while the PA has been silent. Moroccans protested the normalization in several cities after the announcement. It was reported by the New York Times that the U.S. also promised Morocco to facilitate an investment of $3 billion over 3 years as part of the deal. U.S. special representative for international negotiations Jason Greenblatt said in an interview with PBS that he rejects the term “occupied” to describe the West Bank, saying that, “Judea and Samaria . . . is disputed” rather than occupied. Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says.
