Israeli forces shoot and kill 2 Palestinians during a raid in Attil. Israeli forces also raid Nur Shams refugee camp, uprooting streets, causing damage to infrastructure, including roads, water, electricity, sewage, and internet, affecting more than 84,600 people, and demolishing a home. Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. Israeli forces also prevent Palestinians from entering the Haram al-Sharif compound and place barbed wire fencing at the compound near the Lion’s Gate. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Nuseirat refugee camp, Dayr al-Balah, and Gaza City, killing at least 67 people. 2 children die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 27. In Lebanon, Israeli forces attack 2 sites in the Beqaa Valley near Baalbek, killing one person and injuring others, and buildings in Ayta ash Shab and Naqoura. Hezbollah attacks Khirbet Maar and Kafrchouba. In Yemen, U.S. and UK forces bomb several locations, killing 11 people and injuring 14. More than 31,112 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,760 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 419 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,474 injured in Gaza since the ground invasion began on 10/27/2023. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. In the West Bank, Israeli settlers raid a nursery in Deir Sharaf, setting fire to 2 bulldozers, a truck, and a forklift. Israeli settlers also raid Sinjil, vandalizing Palestinian-owned vehicles. Elsewhere, Israeli settlers build a settler road near al-Rakiz in the Masafer Yatta area. Israeli settlers also bring their cattle to graze on Palestinian farmland near Qarawat Bani Hassan, causing damage to crops. Meanwhile, Israeli settlers place a mobile home on Palestinian-owned land near Tuqu’. National Security Council spokesperson John Kirby says the U.S. is prepared to increase humanitarian assistance to Gaza. Kirby also says National Security Council Coordinator for the Middle East and North Africa Brett McGurk has been in Qatar in recent days to negotiate the release of Israeli captives held in Gaza. National Security Advisor Jake Sullivan meets with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Davos, Switzerland, discussing aid to Gaza and negotiations over the release of captives. U.S. senator Bernie Sanders (D-VT) forces a vote on a Senate resolution that would oblige the State Department to provide the Senate with a report on whether U.S.-provided arms to Israel have been used to violate human rights in Gaza within 30 days. Der Spiegel reports that Germany is considering sending tank ammunition to Israel. Israel reportedly requested 10,000 rounds of 120mm ammunition from Germany and departments involved with the arms transfer have reportedly already agreed in principle to the transfer. In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. In the West Bank, a Palestinian teenager succumbed to injuries sustained from Israeli forces last week in Anabta. Israeli settlers assaulted a Palestinian man and threatened to demolish his family’s home in the Masafer Yatta area. Israeli settlers also rammed a Palestinian vehicle in Ras Karkar, opening fire at the driver and passengers, injuring 3, including 2 with live ammunition. Elsewhere, Israeli settlers set fire to a Palestinian home in Talfit and vandalized 10 vehicles in Beit Iksa. Israeli forces shot and injured 3 Palestinians in Ras Karkar. 51 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, and Jenin, including Hamas member Adnan Hamarsheh. In East Jerusalem, Israeli authorities closed the Haram al-Sharif compound for Muslim worshippers, allowing Israeli settlers to tour the compound. Israeli forces also demolished a house in Jabel Mukaber and a commercial structure in Sur Baher. In Gaza, Israeli airstrikes killed 704 Palestinians, including 305 children. Israel said that its military has attacked 400 sites in Gaza and assassinated 3 members of Hamas. Rockets were fired at Israel, causing damage. Israel said it killed 10 militants who had tried to enter Zikim by sea. In Syria, Israeli forces fired artillery at what it said were militants near the Golan Heights. The Gaza Ministry of Health said as of 5.pm. at least 5,791 Palestinians had been killed, including at least 3,600 women and children, and 16,297 had been injured in Israeli airstrikes on Gaza since 10/7. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22. French president Emmanuel Macron visited PA president Mahmoud Abbas in Ramallah, who called for an immediate end to the Israeli aggression. Macron called for the international coalition fighting ISIS to also fight Hamas and said that 30 French nationals were killed by militants during Operation Al-Aqsa Flood.
