In the West Bank, Israeli settlers assaulted 2 Palestinians with pepper spray in Hebron. 1 Israeli settler also shot and injured 1 Palestinian man near the Adora settlement. Elsewhere, Israeli settlers blocked roads near al-Twana. Israeli settlers also threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 Palestinian and causing damage. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

The UN social, humanitarian, and cultural issues committee adopted a draft resolution affirming the right of the Palestinian people to self-determination. 167 counties voted in favor, 5 against, and 7 abstained. (WAFA, WAFA 11/17)

In the West Bank, Israeli settlers raided Silat al-Dahir, vandalizing Palestinian-owned houses and vehicles. Israeli settlers also razed Palestinian-owned land and planted their own crops in ‘Urif. Israeli forces delivered 1 demolition order for 1 agricultural shed in al-Walaja and 1 commercial barrack in Qalqilya, and delivered 1 stop-work order for 1 house under construction in Bayt Awa. Israeli forces also clashed with Palestinians in Bayt Umar, leading to tear-gas related injuries. 3 Palestinians were arrested, including 1 during a late-night raid in Yatta and 2 at checkpoints near Nablus and Bethlehem. PA civil affairs minister Hussein al-Sheikh said, after a meeting with Israeli officials, that Israel has agreed to pay the PA the money it owes in tax revenue, about $890 million. (NYT, WAFA 11/19; HA 11/20)

The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state. The EU told Serbia and Kosovo that if the countries still desire to become member states of the EU, they will have to follow EU policy, including not moving their Israeli embassies to Jerusalem as this would undermine EU policy and international law. A statement released conveying the message referenced the White House meetings held on 9/5-9/7 in which U.S. president Donald Trump announced the embassy moves. (EU Commission 11/19)

At the UN general assembly, 163 countries voted for a resolution recognizing “the right of the Palestinian people to self-determination, including the right to their independent State of Palestine.” 5 countries—Israel, the U.S., Micronesia, Nauru, and the Marshall Islands—voted against. (HA 11/20)

In the West Bank, Israeli settlers injured 2 Palestinians while throwing stones at a Palestinian-owned house in Yatma. Separately, Israeli settlers set fire to Palestinian-owned agricultural lands east of Tulkarm, damaging olive and almond trees. Israeli forces also confiscated 1 residential caravan in Bayt Dajan. 26 Palestinians were arrested during raids in and around Bayt Umar, Dura, Hebron, Bethlehem, Ramallah, Ya‘bad, Jenin, Nablus, and Qalqilya. During a raid near Ramallah, 1 Palestinian was injured by a rubber-coated bullet; 1 other Palestinian was injured by gunfire in Qalqilya, and clashes erupted during a raid in Ya‘bad; no injuries were reported there. In East Jerusalem, 3 Palestinians were injured in 2 separate attacks by unidentified perpetrators; 1 4-year-old girl was hit in the head by a bullet in Issawiyya and 1 man and his child were shot while working in a store in Shu‘fat. 1 Palestinian was arrested in Issawiyya. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. All the COVID-19 material will instead go to Gaza, which witnessed 29 new confirmed COVID-19 cases today. (AJ, HA, HA, REU 5/21)

18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. IDF troops also violently disperse Palestinian and international activists gathering in Abu Dis at the site of the “Gate of Jerusalem” protest tent camp. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem.
