Israeli settlers also vandalize Palestinian-owned vehicles in al-Twana, puncturing tires and smashing windshields. Elsewhere, Israeli settlers dig graves outside of a school in al-Ma’rajat. Israeli settlers also kill 2 Palestinian-owned sheep in Kisan. Israeli forces shoot and kill a Palestinian man at the Annab checkpoint near Tulkarm, claiming he had opened fire at the soldiers. Israeli forces shoot and injure 2 Palestinians during raids in Beit Furik and al-Bireh. Elsewhere, Israeli forces assault 2 Palestinians in Ya’bad and seize a vehicle and a forklift. Israeli forces also demolish a home in Lasifar in the Masafer Yatta area and a water well in Ras Atiya. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb al-Mawasi, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Rafah, killing at least 195 people. Israeli forces also shoot and kill several Palestinians with live ammunition in Khan Yunis. A video released by ITV News shows a man being interviewed while holding a white flag shortly before Israeli snipers shoot and kill him. Meanwhile, Israeli forces attack people fleeing from Khan Yunis to Rafah with both live ammunition and tank fire. In Lebanon, Hezbollah forces fire 12 missiles at an Israeli air base on Mount Meron; no damage is reported. In Syria, U.S. forces kill 2 people in an airstrike near the Iraqi border. In Yemen, U.S. and UK forces attack 18 Houthi-linked sites in the Sanaa, Hodeidah, Taiz, and Baida governates. More than 25,490 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 63,345 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 364 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,203 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 185 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. The Israeli military says its forces have encircled Khan Yunis and issued an evacuation order for parts of the city affecting 500,000 people. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Hamas calls on the UN, Red Cross, and the WHO to intervene and stop Israeli attacks on Palestinian hospitals, as both the Nasser and al-Amal hospitals are under attack. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. In a video, Katz says the “withdrawal [of the Israeli settlements in Gaza in 2005] created the Nazi monster.” In response to the killing of 21 Israeli soldiers on 1/22, National Security Minister Itamar Ben-Gvir says Israel “must continue to subdue, crush, and mow down the Nazi enemy in Gaza with all our might.” (AJ 1/23; AJ, HA, HA 1/24)

At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. In the West Bank, Israeli settlers attacked a Palestinian family in their home in the Masafer Yatta area, causing bruises. Israeli settlers also opened fire at Palestinians harvesting olives in Kafr Ni’ma; no injuries were reported. Elsewhere, Israeli settlers opened fire at Palestinian homes in Hebron; no injuries were reported. Israeli settlers, reportedly disguised as soldiers, also attacked Palestinians west of Jericho with stones and clubs, causing injuries and damage. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 3 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring a minor with a baton round. Meanwhile, Israeli forces violently dispersed Palestinian protesters near Far’un, injuring 1 with live ammunition. Israeli forces also shot and injured 3 Palestinians near the separation wall west of Attil. Additionally, Israeli forces fired tear gas near a hospital in Dura, causing tear-gas related injuries. A rocket, either launched from Gaza or an Iron Dome interceptor, hit Baqa ash-Sharqiya, killing 1 Palestinian and injuring 6 others. In East Jerusalem, Israeli forces shot and killed 2 Palestinians in Silwan after they allegedly fired fireworks at Israeli forces. Israeli forces also violently dispersed Palestinians in Isawiya and Ras al-Amud. Elsewhere, Israeli forces arrested 13 Palestinians on suspicion of incitement and supporting Hamas. In Gaza, Israeli naval forces fired shells at a port west of Gaza City and Khan Yunis, damaging the port and fishing boats. Israeli airstrikes also killed hundreds of Palestinians and caused damage, especially to the Rimal, al-Karama, and al-Furqan neighbourhoods and Jabaliya. Gaza economy minister Juad Abu Smallah was reportedly assassinated by Israel. It was reported that white phosphorus bombs were dropped on al-Karama. UNRWA said its headquarters in Gaza was hit by Israeli bombs. Hundreds of rockets were fired at Israel from Gaza. Near Gaza, Israel said it had killed 4 militants at a beach north of Gaza and 2 in Kibbutz Re’im. Militants were also reported to have attacked Mefalsim, causing casualties. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. Israeli media reported that as of 9 p.m. more than 1,000 Israelis and foreign nationals had been killed and 2,806 injured since 10/7. The UN said 263,934 Palestinians have been displaced, with 175,486 people sheltering at UN facilities. All but 1 mobile communications tower was destroyed in Israeli strikes. More than 610,000 people in Gaza were disconnected from the water supply due to Israeli actions. The Gaza Power Plant was reported to run out of fuel by noon on 10/11, with electricity currently limited to 3-4 hours per day. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. Defense Minister Yoav Gallant said the Israeli military would release “all constraints” on its attacks on Gaza and is “transitioning to a full-scale offensive.” The Israeli military said it had dropped hundreds of tons of bombs on Gaza and is emphasizing “damage, not precision.” (AJ 10/9; AJ, AJ, HA, HA, REU, REU 10/10)

PA president Mahmoud Abbas spoke with Norwegian prime minister Jonas Gahr Støre about the Israeli attack on Gaza. PA envoy to the UN Riyad Mansour wrote a letter to the UN Security Council calling Israeli actions, including intentional starvation of Gaza, “genocidal.” (REU, WAFA 10/10)

The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. national security advisor Jake Sullivan said the U.S. was in talks with Egypt and Israel to create a humanitarian corridor for residents of Gaza. (HA, REU 10/10)

U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. There are currently no direct flights from Israel to the U.S. Many other countries, including France, Germany, and Canada, said they are planning on offering their citizens flights out of Israel. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. Erdoğan also said he is having talks with regional leaders to negotiate a halt to the war. Berlin police banned pro-Palestinian demonstrations planned for 10/11, saying expressions of solidarity with Palestine pose a threat to public order. Australian police said a planned pro-Palestinian protest scheduled for 10/15 will be an unauthorized activity. (HA 10/10; REU 10/11)

UK home secretary Suella Braverman sent a letter to English and Welsh police, saying that waiving Palestinian flags may in some instances be illegal in cases where it is “intended to glorify acts of terrorism.” (AJ 10/10)

EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Borell further said that the “overwhelming majority” of EU states are against cutting aid to Palestinians, as suggested by some EU officials. (AJ, HA, REU 10/10)

The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. Turk also said Israeli airstrikes had struck residential and UN buildings as well as UN schools. (AJ, REU 10/10)

The UN Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel said that there was clear evidence that war crimes had been committed in Israel and Gaza. (AJ, UN, WAFA 10/10)

Israeli settlers also set fire to a tent near Kisan; the Palestinian couple who owned the tent were later reported missing. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, killing a Palestinian and injuring 1 other with live ammunition. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, killing 1 person and injuring 5 with live ammunition and others with baton rounds and tear gas. Israeli forces also shot and injured 2 people with live ammunition and injured 12 others with tear gas in ‘Ayn Bus. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalamah checkpoint, injuring 2 with live ammunition. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and 3 with baton rounds. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Beit Furik, causing tear-gas related injuries. 40 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Tulkarm, Nablus, Salfit, Tubas, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting in Isawiya, injuring 1 with live ammunition. In Gaza, Israeli airstrikes killed nearly 200 Palestinians and caused widespread destruction. Near Gaza, Palestinian militants attacked Kibbutz Sa’ad and Kibbutz Be’eri; no injuries were reported. Hamas fired rockets at Jerusalem, hitting targets around the city and in the Gush Etzion settlement bloc, saying it was retaliation for Israeli attacks on civilian targets. Near the Blue Line, mortar shells were fired from Lebanon toward Israel; no injuries were reported. The Gaza Ministry of Health reported that as of 9:30 p.m. at least 687 Palestinians had been killed and 3,800 injured in Gaza, while 17 Palestinians, including 4 children, had been killed and 295 injured in the West Bank and East Jerusalem since 10/7. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Hamas leader Ali Barakeh said only half a dozen members of Hamas planned the attack on Israel on 10/7 and none of its allies were informed but Hezbollah and Iran would join the battle if “Gaza is subject to a war of annihilation.” (AJ, REU, REU, REU 10/9; AJ, AP, HA 10/10)

PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. In a statement, bin Salman’s office said Saudi Arabia “continues to stand with the Palestinian people in their pursuit for their legitimate rights, striving for a dignified life, realizing their hopes and aspirations, and achieving a just and lasting peace.” (AJ, WAFA, WAFA, WAFA 10/9)

Israeli military spokesperson Hagari said Israel had regained control in all communities surrounding Gaza but that Palestinian militants still could be in the area. (HA 10/9)

Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shu’fat, Isawiya, Silwan, and al-Tur, injuring 1 with a baton round and others with tear-gas. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion.
