Israeli settlers also begin constructing a settlement outpost in al-Muarajat. Israeli forces shoot and kill an 11-year-old child and injure 2 others during a raid in Burin. Israeli forces also shoot and kill a 16-year-old child during a raid in al-Am’ari refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian child in Fawwar refugee camp. Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Meanwhile, Israeli forces raid Tulkarm and Nur Shams refugee camp, uprooting streets. In Lebanon, Hezbollah forces attack Israelis near the Blue Line, killing an Indian national and injuring 7 others near Margaliot. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Israeli settlers raid Taybeh, kidnapping 3 elderly Palestinian farmers who are later released from a military base in Tarqumiyah. Israeli forces seize a bulldozer during a raid in Nabi Salih. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, Gaza City, and al-Bureij refugee camp, killing at least 90 people. In Lebanon, Israeli forces bomb near Baalbek, killing 2 people and injuring 6 others. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the sixth and final day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the Arab League calls the occupation an “affront to international justice” and says Israel perpetrates “racial domination and apartheid” against Palestinians. Turkey, Zambia, Spain, Fiji, the Maldives, the African Union, and the OIC also present arguments. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. UN secretary-general Antonio Guterres says the UN Security Council’s “lack of unity on Russia’s invasion of Ukraine, and on Israel’s military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely—perhaps fatally—undermined its authority,” calling for reform of the council. Israel submits a report on progress it has made since the ICJ issued provisional measures to alleviate the suffering of Palestinians in Gaza as part of the South African genocide case against Israel. Human Rights Watch says Israel has ignored the ICJ provisional measures and “in some ways even intensified its repression, including further blocking lifesaving aid.” Amnesty International also says Israel has failed to comply with the measures. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. Israeli prime minister Benjamin Netanyahu tells CBS News that the Israeli invasion of Rafah will happen regardless of a ceasefire deal, saying a deal would only delay the invasion. The war cabinet discusses the plans for the ground invasion of Rafah and ceasefire negotiations. An Israeli delegation is said to be traveling to Doha for continued talks next week. Israel’s Channel 12 News reports that Netanyahu added a new demand to the recently concluded U.S., Israeli, Egyptian, and Qatari ceasefire talks, stipulating that high-profile prisoners released in the exchange are deported to Qatar. Defense Minister Yoav Gallant says Israel will continue attacking Lebanon even if a ceasefire deal is reached in Gaza. Aaron Bushnell, an active-duty soldier from the U.S. Air Force wearing his uniform self-immolates outside of the Israeli embassy in Washington D.C. In a livestream, Bushnell says that he “no longer will be complicit in genocide” and that he is doing an extreme act of protest which he says is not extreme in comparison to what people are experiencing in Palestine “at the hands of the colonizers.” As he burns, he chants “free Palestine.” Bushnell later dies in hospital. The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

In the West Bank, Israeli settlers set up utility poles on Palestinian land near Tuqu’ to supply a settlement outpost with electricity. Israeli settlers also set up caravans near Qusra. Israeli forces raid Tulkarm refugee camp and Nur Shams refugee camp, firing a missile from a drone at Palestinians in Tulkarm refugee camp, causing injuries, and uproot streets with bulldozers and punitively demolish a home in Nur Shams refugee camp. Israeli forces also raid al-Ram, Yatta, and Qalqilya, injuring 6 with live ammunition, including a child. Elsewhere, Israeli forces install an iron gate blocking the northern entrance to Birzeit. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. Amir-Abdollahian called on the OIC members to sanction Israel and expel Israeli ambassadors. The OIC called for an immediate ceasefire and for Israel to lift the siege of Gaza. The U.S. blocked a UN Security Council resolution calling for humanitarian access to Gaza, protection of civilians, and condemning Hamas’ operation in Israel. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. Elsewhere, Israeli forces assaulted an ambulance driver near al-Arroub refugee camp, causing a fractured arm and bruises. More than 1,230 had been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,229 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. Israeli police commissioner Kobi Shabtai said, “[w]hoever wants to become an Israeli citizen, welcome. Anyone who wants to identify with Gaza is welcome. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Israeli settlers also opened fire at Palestinian homes in Jalbun; no injuries were reported. Israeli forces shot and killed 5 Palestinian protesters in Hebron, Ramallah, Jericho, and Beita. Israeli forces also violently dispersed Palestinian protesters in Aqraba, al-Bireh, Ramallah, Tuqu’, Huwwara, Qalqilya, al-Ram, and al-Arroub refugee camp, injuring 9 with live ammunition and others with tear gas. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, killing 4 and injuring 9. In Gaza, Israeli forces continued bombing civilian targets, in some instances without warning, killing at least 200 people. Palestinian militants fired rockets at Israel and attacked Israelis on the ground near the Gaza fence, resulting in hundreds of casualties and causing damage. Near Gaza, Israeli forces shot and killed an Israeli citizen and shot and injured 4 Israeli soldiers and an Israeli citizen, mistaking them for Palestinians. Israeli forces also killed dozens of Palestinian militants trying to enter Israel by sea. Hamas said it had fighters in the Israeli towns of Ofakim, Sderot, Yad Modechai, Kfar Aza, Kibbutz Be’eri, Yeted, and Kissufim. Prime Minister Shtayyeh also announced that the COVID-19-related lockdown of the West Bank was extended by 2 weeks. The WHO announced that Palestine will start receiving 37,000 doses of the Pfizer/BioNTech vaccine around the middle of February though the COVAX program. A Biden administration official also said the administration is using and supporting the International Holocaust Remembrance Alliance’s (IHRA) working definition of anti-Semitism, which has been widely critiqued for conflating criticism of Israel with anti-Semitism. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state.
