Overnight, the IDF makes air strikes destroying the PA FMin. building in Gaza City, wounding 13 bystanders (including 6 children); makes an air strike on Khan Yunis, killing 1 Islamic Jihad mbr., wounding a 2d; sends troops into al-Qarara, firing on residential and agricultural areas. During the day in Gaza, the IDF continues to shell n. Gaza, wounding at least 2 Palestinians; fires on residential areas nr. Sufa crossing, wounding a Palestinian child outside his home. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Salfit; uproots 50 Palestinian trees nr. the separation wall in Bayt Jala for “security reasons.” A Palestinian teenager wounded in a 7/10 IDF air strike on Bayt Hanun dies. Officially launching Operation Just Reward (ca. 7/18 renamed Operation Change of Direction), the IDF makes predawn air strikes on s. Lebanon that kill at least 44 Lebanese civilians, wound around 100. Hizballah responds by firing some 60 Katyusha rockets on n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n. Lebanon, Hizballah’s al-Manar TV station outside Beirut (wounding 6) and a relay tower in Baalbek (killing 1 Lebanese, wounding 4), a major oil depot in Jiyeh, numerous roads and bridges. AfterIsrael warns Lebanese to evacuate Hizballah-dominated areas of s. Beirut, Hizballah threatens to strike Haifa if Beirut is targeted. When the IDF conducts overflights of Beirut shortly afterward, Hizballah fires 2 Katyushas at Haifa, damaging a hotel but causing no injuries. Israeli-Hizballah exchanges continue late into the evening, with Hizballah firing around 90 rockets and mortars into Israel, hitting some 20 northern towns and killing a 2d Israeli, whileIsrael attacks 100s of targets across Lebanon (mostly in the south, but including hitting Beirut airport a 2d time, with artillery reportedly fired at a rate of 1 shell per minute throughout the day), killing at least another 10 Lebanese. Total casualties for the day are estimated at 54 Lebanese (overwhelmingly civilians) killed and 103 wounded, and 2 Israelis killed and 90 injured (1 seriously, two-thirds being treated for shock). Israel also warns UNIFIL that the IDF will target anyone moving nr. the Blue Line, including UNIFIL observers, prompting UNIFIL to confine its 2,500 troops (who are either unarmed or lightly armed for personal defense only) to barracks. Arab World: Officials from Amal, Palestine National Salvation Front meet in Mukhtara, Lebanon to seek resolution of Shi'ite-Palestinian fighting in Beirut [NYT 5/24]. PFLP, DFLP, Chmn. Arafat accuse Shi'ite fighters of massacres against Palestinian civilians in Beirut camps; Arafat also accuses Nabih Berri of making secret agreement with Israel to hinder anti-Israeli resistance in S. Lebanon [WP 5/24, LM 5/25]. Syrian FM Faruq al-Shara accuses Chmn. Arafat of provoking recent Amal-Palestinian fighting in Beirut [MG 5/24].

Arab World: Action in Lebanon: fighting continues between Amal, Lebanese Army's 6th Brigade and Palestinian fighters in Beirut camps; Palestinians launch Katyushas against Shi'ite areas of city; 33 killed, 193 wounded [NYT, MG 5/24]. Amal stages searches for Palestinians throughout Beirut; at least 200 arrested [PI 5/25].

Military Action:

LAF and unidentified gunmen battle near airport, main highway access closed; artillery duels between LAF and PSP forces around Souq al-Gharb; LAF bombards sniper position in Bun al-Barajneh; US officials say snipers appear to be from pro-Iranian Hisballah faction; IDF position in Sidon attacked with RPGs and bazookas; 3 Katyushas fired south of Zahrani river.

Casualties:

2 LAF soldiers, 2 civilians killed near airport; 2 IDF border police killed, 1 wounded in Sidon.

6 killed, at least 21 wounded in Beirut suburbs; IDF kills 1 guerrilla north of Tyre; Israeli press reports IDF is losing control over Ansar, tanks and artillery needed to guard soldiers entering camp for daily head count.

US and Other Countries: State Department denies press reports that Reagan is prepared to sign document drafted by National Security Council, State and Defense Departments to cut off military aid to Israel; Reagan Administration says it is extremely concerned over slow pace of Lebanon negotiations, following Habib's return to US, with 2 stumbling blocks of normalization and surveillance stations; National Executive Committee of the Zionist Organization of America is told by Senator Carl Levin (D-MI) that Reagan Administration is not a mediator in the Middle East but coddles Saudi Arabia and entices King Hussein to peace table with airplanes and missiles, that it was never disclosed publicly that intelligence officials told the State Department that armed PLO members remained in Beirut; ZOA President Ivan Novick says Reagan Administration uses West Bank settlements to divide American Jews, but Jewish settlements are valid based on right to security and self-defense, historical connection, and according to international law Israel holds better title to this land; British press reports that secret documents accidently released recently indicate that Britain dissuaded Jordan, Syria and Iraq from concluding peace agreements with Israel in 1949.
