The U.S. told Israel that the FBI will open an investigation into the killing of the Palestinian American journalist Shireen Abu Akleh on 5/11. Israeli defense minister Benny Gantz said that Israel would not cooperate and “will not allow interference in Israel’s internal affairs.” The PA applauded the decision by the U.S. Justice Department. U.S. representative André Carson (D-IN) also introduced the Justice for Shireen Act demanding accountability for the killing of Abu Akleh. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. 20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. Israel’s minister of education Yifat Shasha-Biton revoked the permanent licenses to operate for 6 Palestinian schools in East Jerusalem, saying their textbooks “incite against the State of Israel and the Israeli Army.” The 6 schools were granted temporary licenses allowing them to operate for 1 year and amend the school curricula. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. It was reported that newly appointed Israeli prime minister Yair Lapid would move into a house seized by Israel from a Palestinian family who fled Jerusalem during the Nakba. The house, Villa Hanna Salameh on Balfour Street, will serve as Prime Minister Lapid’s temporary housing until renovations at the prime minister’s official residence has been completed. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. In the West Bank, Israeli settlers assaulted 3 Palestinians in Burqa and threw stones at vehicles and homes in the town. Israeli forces closed the main road between Nablus and Qalqilya, impeding Palestinian movement. Israeli forces also leveled 3 dunams (0.75 acres) of land planted with olive trees near Wadi Rahal. 24 Palestinians were arrested during late-night raids in Silwad, Ramallah, Huwwara, Qalqilya, Ya‘bad, Yatta, Sa‘ir, and Bani Na‘im. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The Iraqi parliament approved a law criminalizing the normalization of Israel, with 275 out of 329 votes in favor. The law applied to all Iraqi citizens, state and independent institutions, and foreigners working in Iraq. Violations of the law can be punishable by death sentences or life imprisonment. 83 Democrats in the U.S. house and senate signed a letter to U.S. secretary of state Antony Blinken urging him to intervene against Israeli plans to forcefully displace more than 1,000 Palestinians living in Masafer Yatta, an area Israel has converted into a firing zone. The U.S. company Meta, which operates Facebook, turned down an Israeli request to block a Facebook page Israel claims is “clearly linked to Hamas.” Meta said that the Israeli claim did not hold any merit. (HA 5/26)

In the West Bank, Israeli forces prevented Palestinian farmers from working their land in al-Diyouk al-Tahta and Khirbet Humsa, confiscating 1 tractor in Khirbet Humsa and demolishing 1 fence and 1 storage room in al-Diyouk al-Tahta. Israeli forces also delivered demolition notices for 3 poultry sheds in Ya‘bad. 16 Palestinians were arrested during late-night raids in Beitunia, al-Bireh, Jenin, Halhul, Tulkarm refugee camp, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces violently dispersed the funeral procession for 1 Palestinian man who, on 5/14, succumbed to injuries sustained by Israeli forces at the Haram al-Sharif compound on 4/22; 1 Palestinian man was resuscitated after being shot by Israeli forces using a baton round, some 70 were injured, including 13 that were taken to hospitals, and 20 were arrested. 11 journalists were prevented from covering the event. Israel said 6 police officers were lightly injured by stone throwing. A bipartisan group of 42 members of the U.S. house of representatives wrote to secretary of state Antony Blinken urging him to lobby against the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021.
