In the West Bank, 1 Palestinian child succumbed to injuries sustained from Israeli forces on 10/30 in Zawata. Israeli settlers set fire to vehicles and buildings in Deir Sharaf, set fire to olive trees in Jit, and threw stones on a road between the 2 towns, causing damage. Israeli settlers also attacked Palestinian homes in Shaab al-Butum in the Masafer Yatta area, causing damage. Elsewhere, Israeli settlers attacked a motorist in the Jordan Valley, destroying his car; the man was able to escape. 1 Israeli settler wearing an Israeli military uniform was shot and killed near Beit Lid. Israeli forces shot and killed 4 Palestinians, including 1 child, during raids in Qalqilya, Jenin, and al-Bireh. Israeli forces also shot and injured 9 Palestinians during raids in Huwwara, Jenin, al-Bireh, and Qalqilya. Elsewhere, Israeli forces assaulted 1 Palestinian man in Salfit. Israeli forces also demolished 6 vending stalls in Jalamah. 65 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli forces raided the Makassed Hospital, arresting patients from Gaza. In Gaza, Israeli military spokesperson Daniel Hagari said Israel forces had surrounded Gaza City completely. At least 256 Palestinians were killed and 671 injured in Israeli airstrikes in Gaza. Israeli airstrikes also killed Palestine TV journalist Mohammed Abu Hatab and 10 members of his family in what Palestine TV called a deliberate assassination of its employee. UNRWA said 4 UNRWA shelters were hit by Israeli airstrikes, killing 23 displaced Palestinians. 2 Palestinians were wounded by machine gun fire from an Israeli tank in al-Quds Hospital in Gaza City. Hamas said it hit 2 Israeli tanks with anti-tank shells in northern Gaza. 2 Israeli soldiers were killed in Gaza. Rockets were fired at Israel. In Lebanon, Hezbollah said it had destroyed 19 Israeli military sites along the Blue Line. Hamas said it fired 12 rockets at Israel from Lebanon, causing damage in Kiryat Shemona. The Ministry of Health in Gaza said at least 9,061 Palestinians had been killed, including around 5,980 women and children, and 22,911 had been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800, including 940 children, have been reported missing. 134 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 37 children. More than 2,274 have been injured. Israel said 20 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.5 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. For the second day in a row, around 400 foreign passport holders and about 60 injured Palestinians were evacuated to Egypt via the Rafah crossing. 102 truckloads of humanitarian aid entered Gaza. Israeli prime minister Benjamin Netanyahu called on Palestinian civilians to move south from northern Gaza, despite Israeli forces having seized control of the 2 main roads leading from north to south. Israeli forces have been reportedly opening fire at civilians traveling on the roads. (AJ 11/2)

The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. Haaretz reported that the Israeli military is setting up a program to train and arm Israeli settlers to guard Israeli settlements. The military said it was willing to overlook criminal records in hiring the settlers to guard the settlements. (HA 11/2)

The Bahraini parliament said the country had recalled its ambassador to Israel and frozen economic ties. Israel’s ambassador to Bahrain left Manama shortly after. The Bahraini government later confirmed it had recalled the ambassador but did not mention the freezing of economic ties. (AJ, AJ, HA, REU 11/2; AP 11/3)

UN secretary general Antonio Guterres said in a report issued by the UN that Israel has used disproportionate force in the West Bank in recent years, saying some killings “appeared to amount to extrajudicial executions.” (AP 11/3)

The UN Refugee Agency said it would cut the number of Palestinian refugee families that receive cash assistance in Lebanon by a third from next year, citing budget restraints. (AP 11/2)

Chilean president Gabriel Boric met with U.S. president Joe Biden at the White House. After the meeting Boric said the Israeli response to Al Aqsa Floods operation on 10/7 had been disproportionate and unacceptable and condemned both Hamas and Israel. Boric, who recalled Chile’s ambassador to Israel on 10/31, said he would not relay what Biden had said to him about the conflict. (HA 11/2; AJ 11/3)

The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. Sweden said it would donate an additional $13.4 million to Gaza on top of its $50 million in aid to Palestinians for 2023. Norway said it will increase its support to Gaza via UNICEF by $2 million. Saudi Arabia said King Salman had donated $8 million and Crown Prince Mohammed bin Salman had donated $5 million to a relief campaign for Palestinians in Gaza. (AP, NYT 11/2)

In the West Bank, 1 Palestinian man was shot and killed after he rammed 7 people, killing 1 and injuring 6, including 1 Palestinian minor, 2 soldiers, and 2 settlers at a checkpoint near Ni’lin. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli settlers assaulted 1 Palestinian taxi driver with tools and sticks near the Mamilla Cemetery. Israeli settlers toured the Haram al-Sharif compound. Israeli forces issued demolition notices for 9 Palestinian-owned homes in al-Bustan. In Haifa, around 3,000 Palestinian citizens of Israel marched with 164 coffins to protest the Israeli police’s failure to combat gun violence in their communities; the protest was attended by MK Ayman Odeh. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. Adalah said the law, pushed by National Security Minister Itamar Ben-Gvir, “is another step up in the racist, sweeping and arbitrary measures against Palestinian prisoners.” (HA 8/31; WAFA 9/2)

In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Former directors of the Shin Bet Yuval Diskin (2005-2011) and Ami Ayalon (1995-2000) urged U.S. president Joe Biden not to meet with Israeli prime minister Benjamin Netanyahu, citing the Israeli government’s effort to overhaul the judicial branch of government. (HA 8/31)

56 Democrats in the U.S. House of Representatives and 7 Democrats in the Senate led by Representative Andre Carson (D-IN) and Senator Bernie Sanders (D-VA) urged Senator Jim Risch (R-ID) and House Representative Michael McCaul (D-TX) to end their block on the dispersal of $75 million for UNRWA food program assistance in the West Bank and Gaza. Israel summoned the Belgian ambassador for a reprimand after the Belgian minister for international development Caroline Ganz said “entire villages are being wiped off the map by the Israelis,” referring to the Palestinian villages where residents have fled during the summer due to Israeli settler attacks and Israeli military demolitions. The Forward reported that in his forthcoming book The Last Politician: Inside Joe Biden’s White House and the Struggle for America’s Future, Franklin Foer wrote that President Joe Biden had directed his national security advisors to “[s]mother [Prime Minister Benjamin] Netanyahu with love” during Israel’s May 2021 assault on Gaza. According to Foer, Biden refrained from criticizing Israel’s assault to build trust with Netanyahu. (HA 8/31)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Khan Yunis, causing no damage or injuries. Later, they open fire on Palestinian minors approaching the border fence near Gaza City, injuring 1. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces cut down or uproot at least 520 olive trees in a Palestinian grove outside Bardala village near Jericho. They also demolish a recently repaired road outside Hebron and a Palestinian home between Jerusalem and Bethlehem. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Meanwhile, EU foreign ministers issue a statement welcoming Kerry’s announcement that an agreement had been reached (7/19) for establishing a basis for resuming direct negotiations. Palestinian pres. Abbas says that any future peace deal with the Israelis be put to a national referendum, while Israeli PM Netanyahu says that his govt. will pass a law requiring a referendum on any peace treaty. Chairman of the House of Representatives Intelligence Cmte. Mike Rogers says that the U.S. administration can move forward with plans to arm Syrian rebels, after some concerns were eased. Members of the Senate Intelligence Cmte. had previously voiced worries that arms could end up in the hands of radical Islamist groups, but according to a statement issued by Rogers the White House has since offered reassurances about the proposed supplying of rebels. The EU designates the armed wing of Hizballah as a foreign terrorist organization, a decision welcomed by Israel but condemned by both the Lebanese group themselves, as well as Lebanese caretaker FM Adnan Mansour. The resulting sanctions will restrict Hizballah’s ability to use Europe as a financial conduit. (REU 7/22)

Kadima head Shaul Mofaz arrives in Washington for his 1st official visit as Israel’s vice PM in charge of overseeing peace process issues. He meets with U.S. secy. of state Hillary Clinton and U.S. security officials and urges the U.S. to support reviving peace talks with the Palestinians, stating that the greatest threat to Israel is not Iran but a Palestinian demographic majority. He presents his own peace plan (1st unveiled in 2009 and not endorsed by Netanyahu), which calls for the creation of an interim Palestinian state with temporary borders on 60% of the West Bank, land swaps making up for the other 40%, and Israel’s permanent control over most settlement areas. (injuring 5 bystanders in nearby homes). Meanwhile, Palestinians fire more rockets fr. Gaza into Israel, damaging a house but causing no injuries. Since 6/17, Israel has carried out at least 17 air strikes on Gaza, and Palestinians have fired more than 100 rockets and mortars. By late evening, Hamas officials in Gaza say that Gaza’s factions have agreed to an Egyptian-brokered cease-fire with Israel to end 3 days of cross-border violence. Overnight, the YESHA settlers’ council reaches a deal with the Israeli government to peacefully evacuate Ulpana outpost in exchange for a promises that 300 new housing units will be built in neighboring Beit El settlement and that the deal would not be used as a precedent for deciding the fate of other unauthorized settlement outposts. Meanwhile, some 1,000 Israeli police officers undergo special training to prevent violence and injuries during the Ulpana evacuation. (NYT 6/20)
