In the Gaza Strip, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) declares a state of emergency after heavy rains and flooding exacerbate the already dire humanitarian situation. Egyptian authorities open the Rafah crossing for the 2d day in a row, but at limited capacity. Separately, unknown assailants fire shots in the direction of Israeli forces positioned along the border with e. Gaza, and IDF troops respond by firing a tank shell, causing no injuries. In the West Bank, the Judea Military Court finds a Palestinian man guilty of planning to assassinate Israeli FM Avigdor Lieberman during OPE. Nr. Qalqilya, Israeli settlers attempt to kidnap a Palestinian youth, but his family intervenes. Nearby, Israeli settlers attack a Palestinian-owned car shop and injure the owner. IDF troops violently disperse a protest in Dayr ‘Ammar nr. Ramallah and injure 1 Palestinian with rubber-coated metal bullets. The IDF conducts house searches and arrest raids nr. Tulkarm, Hebron, and Nablus; patrols nr. Hebron, Ramallah, and Tulkarm. In East Jerusalem, Israeli soldiers beat and arrest a Palestinian youth nr. the Old City. Israel’s High Court of Justice decides to freeze the 11/20 demolition orders on the homes of the 2 Palestinian men who attacked a West Jerusalem synagogue on 11/18. (MNA 11/27)

Following Hamas official Abu Marzuq’s comments about the UN’s Gaza reconstruction plan on 11/26, another senior Hamas official says that the UN has amended its plan based on consultations with Hamas. (MNA 11/27)

Unidentified assailants fire 2 Grad rockets from the Egyptian Sinai into Israel, striking n. of Elat, causing no damage or injuries. No group takes responsibility. (HA 6/16, 6/17)

The IDF patrols in 2 villages nr. Ramallah and 1 each nr. Jenin and Qalqilya in the morning; in Qalqilya and Tulkarm in the afternoon (stopping to harass PA security officers manning a checkpoint in Qalqilya); and in al-Nabi Salih and 1 village nr. Jenin late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubbercoated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian cameraman is moderately wounded by a rubber-coated steel bullet in al-Nabi Salih, and 3 Palestinians are hit by tear gas canisters in Kafr Qaddum. Nr. Tripoli, Lebanon, Palestinian refugees surround and throw stones at Lebanese soldiers who attempt to block a Palestinian from bringing a motorcycle into Nahr al-Barid r.c. The soldiers open fire on the crowd, killing 1 Palestinian and wounding another. (WP 6/16)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Gaza border fire on open areas e. of Khan Yunis, causing no reported injuries. Late at night, after unidentified Palestinians fire another 2 Qassam rockets into Israel (causing no damage or injuries), Israeli warplanes make 3 air strikes on a group of armed Palestinians operating nr. Gaza City and on a Hamas training base in n. Gaza, causing no reported injuries. In the West Bank, IDF troops nr. Hebron uproot 690 trees and bulldoze 22 dunams (d.; 4 d. = 1 acre) of agricultural land, a well and water tank, and 800 meters (m) of fence surrounding the fields, located in Surif village; and demolish a mosque, a school, and 19 shelters in Khirbat Janba bedouin community; conducts daytime patrols in Qalqilya, Tulkarm, 4 villages nr. Ramallah, and 1 nr. Jenin (accidentally damaging 1 home and a water network when an IDF vehicle gets stuck); conducts afternoon and evening patrols in Qalqilya and 1 nearby village, Tulkarm and 3 nearby villages, and 1 village nr. Salfit; conducts late night patrols nr. PA pres. and Fatah head Abbas holds separate meetings in Cairo with Hamas leader Mishal and Hamas’s acting PM in Gaza Ismail Haniyeh (marking their 1st meeting since 2007). Afterward, Fatah officials stated (Jerusalem Post 2/26) that Abbas has agreed to Mishal’s request to suspend talks on implementation of the 5/2011 Fatah-Hamas unity deal until Hamas resolves its internal disputes. In Gaza, 1 Palestinian is killed when a smuggling tunnel on the Rafah border collapses. The IDF raids ‘Ayn Bayt al-Ma’ r.c. nr. Nablus to arrest Hamas-affiliated PC mbr. Ahmad al-Haj Ali; raids and searches the Hamas-affiliated Change and Reform party offices in Nablus, confiscating a computer and files; raids Anabta’s municipal electricity dept., arresting 1 employee; patrols during the day in 3 villages nr. Qalqilya and 1 nr. Jenin; conducts late-night arrest raids, house searches in Jenin and nr. Tulkarm. Jewish settlers fr. Karme Tzur nr. Hebron set fire to 3 dunams (d.; 4 d. = 1 acre) of nearby Palestinian grape arbors and crops. A small group of Palestinian protesters attempts to approach the Golan border fence as part of the Naksa commemoration (see 6/5) but is halted by a Syrian army contingent. In Syria’s Yarmuk r.c. near Damascus, 10,000s of angry Palestinian mourners at the funerals for some of those killed in the Naksa Day clashes on 6/5 attack the Popular Front for the Liberation of Palestine—General Command (PFLP-GC) headquarters and drive away Hamas leader Khalid Mishal and the PFLP-GC head Ahmad Jibril, who had come to express condolences, denouncing camp leaders for inciting the camp youths and putting them in harm’s way to be used as “cannon fodder” against Israel. Palestinian refugees in Lebanon’s ‘Ayn al-Hilwa r.c. also demonstrate (6/6) against the killing of Naksa Day protesters on the Syrian border on 6/5, but it is unclear to what degree the protests are against Israel, Syria, or the Palestinian leadership. (WP 6/7)

On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Overall, protests are much smaller than the Nakba Day demonstrations on 5/13–15, with no protests reported in Egypt, Jordan, or Lebanon. Meanwhile, the IDF conducts morning patrols in 4 villages nr. Qalqilya, Salfit, and Tulkarm; conducts late-night arrest raids, house searches in ‘Azun and Nur Shams r.c. By this date, the IDF has also arrested Fatah PC mbr. Hussam Khader in a raid on Nablus. In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Meanwhile, Israel’s ministerial comm. on legislation sends a bill to the Knesset for a second reading that would require a national referendum before any territory could be ceded in a peace agreement. (JTA, NYT 10/11)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Jenin town and r.c., Qabatya, Qalqilya. In Ramallah, Fataha-ffiliated students at Birzeit University attack a peaceful sit-in by pro-Hamas students protesting political arrests by the PA targeting Hamas; injuries figures are not reported. The Lebanese army reinforces tanks, armored personnel carriers (APCs), troops around Nahr al-Barid r.c., prompting at least another 400 Palestinian refugees to flee the camp in fear of a major assault against the remaining FI mbrs. (WP 7/12; WP 7/13)

The IDF makes at least 4 air strikes on Gaza targeting Hamas, attempting to assassinate Hamas mbr. Muhammad Shatat as he drives in Gaza City (causing no injuries), hitting 2 suspected weapons caches and 2 money exchanges in Jabaliya r.c. (also destroying a Palestinian home) and Gaza City (wounding 7 Palestinians, including a pregnant woman, 2 children). Palestinians fire at least 3 rockets fr. Gaza into Israel, causing no damage or injuries. In Jabaliya, 2 Abu Rish Brigades mbrs. (affiliated with Fatah) are injured when explosives they are handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem and Nablus, in Qalqilya, and nr. Hebron, Jenin, Ramallah, Salfit, Tulkarm. Meanwhile, Abbas, Hamas-affiliated PA PM Ismail Haniyeh meet in Gaza to discuss ways of calming intra-Palestinian violence. Abbas also meets with reps. of other factions to urge them to halt rocket fire into Israel. Unidentified gunmen fire on the home of a Fatah leader in Gaza City, wounding 1 Palestinian. With the cease-fire at Nahr al-Barid r.c. holding, the Lebanese army reinforces troops around the camp. Palestinian refugees continue to flee the r.c. during the day, most heading to nearby Biddawi r.c.; at most, half of the 40,000 residents remain. The UN warns the camp is still without water, electricity; food supplies are low. The PLO says it would not object to the Lebanese army entering the r.c. if necessary; raises the possibility of sending in fighters fr. Palestinian factions who know the layout of the r.c. to roust the FI mbrs. Palestinian leaders in the camp and local Islamist figures in Tripoli attempt to negotiate a FI surrender.
