Jenin, confiscating an unlicensed tractor; makes a late-night raid on a Palestinian store nr. Jenin, confiscating fireworks; conducts late-night arrest raids, house searches in and around Nur al-Shams r.c. nr. Tulkarm. Jewish settlers fr. Suissa settlement nr. Hebron set fire to 3 Palestinian tents nearby. Israel’s Jerusalem municipal authorities level several rooms of homes, stores, and poultry farms and swaths of agricultural land in al-Tur village in the East Jerusalem environs. Tunisian pres. Zine El Abidine Ben Ali reshuffles his cabinet in response to 11 days of nationwide popular demonstrations against his government. The protests denouncing rising unemployment and the lack of job opportunities for youths began on 12/17, sparked by the attempted suicide of a 26-yr.-old, college-educated street vendor in the southern town of Sidi Bouzid who set himself on fire in despair after police seized produce he was selling without a license. In a major speech to the Saban Center in Washington, U.S. Secretary of State Clinton says the admin. has concluded that talks on extending the Israeli settlement freeze would come to nothing and opted to revive shuttle missions between the Israeli and Palestinian sides, trying to get them to discuss all core issues simultaneously and offering U.S. bridging proposals when appropriate. Gaza border fire warning shots at Palestinians scavenging for construction materials, wounding 3 in 3 separate instances (1 in the demolished Erez industrial zone and 2 in the fmr. Jewish settlement sites). IDF troops on the s. Gaza border fire on agricultural areas nr. Khuza‘a village, wounding a Palestinian teenager 800 m fr. the border. In Gaza City’s Shuja‘iya neighborhood, 2 Palestinian teenagers are killed when they accidentally trigger unexploded IDF UXO. In the West Bank, the IDF conducts early morning arrest raids, house searches nr. Hebron; conducts patrols in al-Naqura village twice during the day (mid-morning and late at night) and in 5 villages nr. Qalqilya (late at night). Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Bayt Umar, and Dayr Nizam/Nabi Salih. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the demolished industrial zone, wounding 1 Palestinian. In the West Bank, the IDF demolishes 2 tin houses and 4 sheep pens (killing 15 sheep) in Jiftlik village nr. Jericho; conducts late-night patrols in Jenin town and r.c.; conducts late-night arrest raids, house searches in Bayt Umar and Safa nr. Hebron targeting organizers of weekly demonstrations against settlement expansion and land confiscation nr. Karme Tzur; conducts other late-night searches in Za‘tar village nr. Hebron, summoning 1 Palestinian for questioning. Jewish settlers move into a vacant building in al-Tur in East Jerusalem that they claimed to have purchased in 2005; the Palestinian family was evicted and building sealed in 2009 until the case could be decided by a court (ruling still pending). Abbas accepts the 8/20 U.S. invitation to open direct talks with Israel in Washington on 9/2 but states that “If Israel resumes settlement activities in the Palestinian territories, including Jerusalem, we cannot continue negotiations.” (NYT, WT 8/24)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tubas. The IDF also forces 3 Palestinian families to demolish their homes in the Jerusalem suburb of Sur Bahir, displacing 21 individuals; Jewish settlers raid a Palestinian home nr. Israel authorizes the transfer of NIS 100 m. ($25.8 m.) paper currency fr. Palestinian banks in the West Bank to their branches in Gaza plus the replacement of 30 m. damaged shekels; the amounts are 42% of what the Palestinian Monetary Authority requested to alleviate the liquidity crisis in Gaza. The IDF makes a brief incursion into n. Gaza nr. the fmr. Jewish settlement sites to level land and clear lines of sight, firing on the surrounding area but causing no reported injuries; makes a 2d brief incursion into s. Gaza e. of al-Shuka village to level land 400 m fr. the border to clear lines of sight. In the West Bank, the IDF demolishes 60 tents and huts in Farasiyya nr. IDF soldiers manning a temporary checkpoint in Wadi al-Juz in East Jerusalem open fire on a Palestinian car they claim refused orders to halt, killing 1 Palestinian man, wounding his 5-yr.-old son, and severely beating a Palestinian who runs to the scene to provide medical aid. Palestinian witnesses claim the driver turned down a side street before the checkpoint to avoid a scene at the checkpoint, where Palestinian children were throwing stones at the troops; troops then chased the car, ordered it to stop, and willfully shot the driver when he halted and stepped out of the car, wounding him with 3 bullets before shooting him twice more at pointblank range, wounding the child in the initial volley. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, Dayr Nizam/al-Nabi Salih, and al-Ma‘sara. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 10s suffering tear gas inhalation and detaining 3 Palestinian cameramen for foreign news agencies, 1 international activist, and 2 Palestinians (including a main organizer of the al-Ma‘sara protest, who is formally arrested after the others are released). Israeli Interior M Eli Yishai grants retroactive approval to a 7-story settleroccupied building in the Palestinian neighborhood of Silwan in East Jerusalem that Israel’s High Court ruled illegal in 7/09. IDF troops on the n. Gaza border nr. Bayt Hanun fire across the border to disperse a peaceful Palestinian demonstration against Israel’s self-declared no-go zone inside the Gaza border (no injuries reported). In the West Bank, IDF troops covered by helicopters escort Israeli tax authorities into Shu‘fat r.c. (sealed on 2/7), raiding 10s of homes and shops and several medical centers, arresting 60 Palestinians, and allowing tax authorities to confiscate furniture. Troops fire rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinians who confront them, injuring 2 Palestinian journalists. The IDF evacuates late at night. The IDF also sets up a checkpoint at the entrance of Khirbat Jabara s. of Tulkarm in the morning, sealing the village and leveling land around the new checkpoint; conducts late-night arrest raids, house searches in and around Jenin town and r.c., and nr. Netanyahu and his cabinet approve plans to build 2 barriers rigged with surveillance equipment along approximately half of Israel’s 150-mi. border with Egypt to prevent illegal border crossings; 1 segment will be nr. the Rafah border with Gaza, the other will be nr. Elat; construction is expected to take several years and cost NIS $1 b. In the afternoon, unidentified Palestinians fire 4 mortars toward Israel, but all land inside Gaza, causing no damage or injuries. In the evening, the IDF carries out an air strike on a group of Islamic Jihad mbrs. nr. the c. Gaza border e. of Dayr al-Balah as they are preparing to fire a rocket into Israel, killing 3 Islamic Jihad mbrs. (including senior field cmdr. Awad Abu Nasir). In the West Bank, the IDF demolishes the only elementary school, 11 Palestinian homes, 10 animal pens, and a greenhouse in Khirbat Tana, displacing at least 120 Palestinians (mostly children) and marking the apparent first stage of Israel’s implementation of a 2/09 court order to raze the village (see 12/10/09); demolishes another Palestinian home in al-Tur nr. East Jerusalem; conducts late-night house searches in several villages around Jenin and nr. Hebron and Tubas, making no arrests; conducts similar late-night searches in the al-Bustan quarter of Silwan in East Jerusalem, beating and detaining 4 Palestinian children (ages 11–13) for 11 hrs. of questioning before releasing them.
