In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. In East Jerusalem, Israeli forces shot and injured 19 Palestinians using live ammunition, rubber-coated bullets, and sound bomb canisters during protests in and around Shaykh Jarrah, Bayt Hanina, Silwan, and the Old City. 7 Palestinians were arrested during raids in al-Tur, Silwan, and Sur Bahir. In Gaza, 22 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 114 to 136, including 33 children and 2 pregnant women. The casualties included: 9, including 3 children, and 73 injured, including 20 children, in air strikes on buildings in Bayt Lahiya and Bayt Hanun; 4 in an air strike on Gaza City, including 1 child; 3, including 1 child, in air strikes on Jabaliya; 1, and 16 injured, including 2 children, in air strikes on al-Bureij refugee camp; 1, and 1 wounded in an air strike on Abasan; 1 in an air strike while riding a motorbike in Rafah; 1 Palestinian was found dead in rubble from an air strike in Dayr al-Balah on 5/13; 1 Palestinian child succumbed to wounds sustained in an air strike on Gaza City on 5/12; 1 Palestinian succumbed to wounds sustained in an air strike on 5/12 in Bayt Lahiya. Israel also said it had assassinated 3 Hamas operatives, Shadi Abed Al-Hadi, Osama Shehadeh, and Zakaria Zarendah. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Democrats in the House also debated the attack on Gaza on the floor, with 1 group of 11 speaking in defense of Palestinians and 1 group of 10 defending Israel’s actions. (AJ, HA 5/14)

ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Chief Prosecutor Bensouda also said that the investigation will include the current escalation of the conflict. (HA, REU 5/14)

The Italian trade union of port workers said that its members in Livorno had refused to load a shipment of weapons and explosives to be shipped to Israel, citing Israel’s attack on Gaza. (AA 5/15; WAFA 5/16; IN 5/17)

In the West Bank, a Palestinian man was rushed to a hospital in Ramallah after being beaten by Israeli forces at a checkpoint outside of Ramallah. Israeli forces also arrested 19 Palestinians during late-night raids in and around Hebron, Bethlehem, Nablus, Qalqilya, Tulkarm, Salfit, and Ramallah. Israeli settlers slashed tires and sprayed racist graffiti on walls in Duma village. Israeli forces razed land and demolished 1 house and 2 greenhouses in al-Walaja. In East Jerusalem, Israeli forces arrested 1 Palestinian during a late-night raid in Issawiyya. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Israeli prime minister Benjamin Netanyahu said in an interview with the Israeli Army Radio that he “intends to extend [Israeli] sovereignty on all the settlements and the [settlement] blocs . . . sites that have security importance or are important to Israel’s heritage.” PA prime minister Mohammed Shtayyeh said in response that the “Jordan Valley is part of Palestinian lands and any settlement or annexation is illegal,” further stating that the PA will sue Israel in international courts. Approximately 12,000 Palestinians gather along Gaza’s border to continue the Great March of Return protests. IDF troops violently disperse the protests near Rafah, Jabaliya refugee camp, al-Bureij refugee camp, Gaza City, and Khan Yunis; 3 Palestinians are killed and at least 3 more are injured. This brings the death toll stemming from the Great March of Return to 152. Amid the clashes, the IDF reports that one of its officers was injured by shrapnel from a pipe bomb thrown from across the border fence. Israeli forces subsequently shell 2 Hamas posts, causing damage to a school east of Khan Yunis. Elsewhere along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence near Rafah. They also dismantle an IED that was placed along the border fence near Rafah for the 2d day in a row. On the other side of the border fence, Israeli firefighters put out 2 fires that were allegedly sparked by incendiary kite or balloon attacks emanating from Gaza. In the West Bank, Israeli forces set up roadblocks around Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Israeli troops later violently disperse hundreds of activists gathering to protest the roadblocks; 3 protesters are arrested. Separately, IDF troops violently disperse Palestinians and international solidarity activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Ras Karkar near Ramallah; 1 Palestinian is injured. They also arrest 5 Palestinians during clashes sparked by IDF patrols in Bayt Umar near Hebron; arrest 2 more Palestinians during late-night raids in Nablus; and patrol in and around Hebron, Tulkarm, and Salfit. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains. IDF troops assault and arrest a Palestinian during an overnight raid in Jericho; he succumbs to injuries sustained in the confrontation later in the day. The IDF contends that he suffered fatal seizures after being exposed to large amounts of tear gas during the raid. (An autopsy performed on 2/23 will find that he suffered a fatal gunshot to his abdomen.) Meanwhile, Israeli settlers build a fence around a plot of land near Nablus, reportedly with the intention of building a new illegal settlement outpost. IDF troops arrest 5 Palestinians during late-night raids near Bethlehem and Salfit, and patrol near Hebron, Jenin, Salfit, Qalqilya, and Tulkarm. Along Gaza’s border, IDF troops open fire on Palestinian farmland near Khan Yunis and on a group of Palestinian minors protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital near al-Bureij refugee camp, injuring 1. The Gaza Electricity Distribution Company (GEDCO) announces that it will be forced to shut down Gaza’s sole power plant soon due to a lack of diesel fuel. A GEDCO spokesperson says that “the premature closure of the Rafah border crossing on 5/21 restricted essential fuel shipments.” (HA, TOI 2/22)

Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). In the West Bank, IDF troops arrest 2 Palestinians during early morning raids in Jenin refugee camp, sparking clashes with stone-throwing residents. Amid the clashes, Israeli soldiers shoot and injure a Palestinian garbage truck driver. IDF troops also arrest 11 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Qalqilya, and Jenin, and patrol in and around Hebron, Salfit, and Tulkarm. Israeli settlers open fire on Palestinian farmers harvesting olives south of Hebron, causing no damage or injuries. In East Jerusalem, undercover Israeli forces open fire on 2 Palestinians at the entrance to Qalandia refugee camp, injuring 1 before arresting both. Three Palestinians are injured in the ensuing clashes. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, Shu‘fat, and Hizma, and violently disperse a sit-in and dismantle a protest tent Palestinians set up in al-Bustan in 2009. In the West Bank, Israeli forces uproot 150 olive trees nr. Salfit because they were “damaging the natural view and values of the [nearby] natural resort,” according to an IDF spokesperson. IDF troops also arrest 12 Palestinians during raids nr. Tulkarm, Hebron, Jenin, and Ramallah. During a raid in Jalazun r. c., Palestinian youths throw stones at the Israeli soldiers, sparking minor clashes; 3 Palestinians are arrested. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Shu‘fat r.c. and Qatanna. Human Rights Watch (HRW) releases a report on Israel and the oPt, concluding that the Israeli govt. is systematically limiting human rights workers’ access to the Gaza Strip, which restricts their ability to document rights abuses and violations of international law. HRW says that it has only been able to get permission for 1 delegation of foreign staff to visit Gaza since 2008, in 9/2016. (HA, HRW, JP, TOI 4/3)

In the West Bank, IDF troops confiscate a Palestinian vehicle during a raid in Bayt Umar village nr. Hebron, sparking minor clashes with stonethrowing Palestinians; there are no serious injuries. They also arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron and Ramallah, as well as in Jenin, and patrol nr. Salfit and Hebron during the day. Responding to reports about Russian efforts to host a peace summit on 8/28, PA pres. Abbas’s office releases a statement reaffirming that Abbas is willing to take part in any peace initiative aimed at a “comprehensive and fair solution.” A Russian spokesperson says that there is “nothing concrete” yet. Amid continuing heightened tension across the oPt during Passover, Israeli forces escort hundreds of Israeli settlers to Joseph’s Tomb outside Nablus and to Solomon’s Pools outside Bethlehem in the morning, sparking clashes in Nablus with stone-throwing Palestinian youths; 1 Palestinian is injured. Also, around 200 right-wing Jewish activists tour Haram al-Sharif; 5 are removed from the area when they attempt to perform religious rites. Israeli authorities close the Kerem Shalom crossing with Gaza, indicating that they plan to keep it closed through 4/30. Elsewhere along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian at a checkpoint nr. Israeli PM Netanyahu’s office releases a statement formally rejecting the French peace initiative, including the peace conference planned for 5/30 in Paris. “Israel is ready immediately to begin direct negotiations with the Palestinians without any preconditions,” it reads, adding that “any other diplomatic initiative distances the Palestinians from the table of direct negotiations.” Meanwhile, a U.S. State Dept. spokesperson reiterates that the Obama admin. has not yet taken a position on the French initiative. Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes 4 homes in 2 communities in the n. Jordan Valley; conducts house searches and arrest raids in 1 village nr. Salfit at night. The IDF also patrols in 3 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 nr. Tulkarm in the morning; in Tulkarm and 1 village nr. Qalqilya in the afternoon; and in ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages each nr. Jenin and Qalqilya, and 1 village each nr. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011.
