More than 15,523 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 41,316 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 246 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. Israeli media reported that as of 9 p.m. more than 1,000 Israelis and foreign nationals had been killed and 2,806 injured since 10/7. The UN said 263,934 Palestinians have been displaced, with 175,486 people sheltering at UN facilities. All but 1 mobile communications tower was destroyed in Israeli strikes. More than 610,000 people in Gaza were disconnected from the water supply due to Israeli actions. The Gaza Power Plant was reported to run out of fuel by noon on 10/11, with electricity currently limited to 3-4 hours per day. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. There are currently no direct flights from Israel to the U.S. Many other countries, including France, Germany, and Canada, said they are planning on offering their citizens flights out of Israel. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. Erdoğan also said he is having talks with regional leaders to negotiate a halt to the war. UK home secretary Suella Braverman sent a letter to English and Welsh police, saying that waiving Palestinian flags may in some instances be illegal in cases where it is “intended to glorify acts of terrorism.” (AJ 10/10)

EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. The lawyer representing the Palestinian families under the eviction threat in Shaykh Jarrah said the families reached an agreement with the Israeli settlers supposed to take over their homes, as was asked of them by an Israeli judge. The lawyer also said he had asked the court to allow more data to be presented on behalf of the Palestinians proving their ownership. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. U.S. president Donald Trump announced that Bahrain had joined the normalization deal between Israel and the UAE and would be part of the signing ceremony in Washington D.C. on 9/15. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. 8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. Two days after Israel’s security cabinet imposed new conditions on Israel’s participation in a new round of peace talks with the Palestinians, U.S. special representative Greenblatt issues the first official U.S. response to the 10/12 Palestinian national reconciliation agreement: “All parties agree that it is essential that the PA be able to assume full, genuine, and unhindered civil and security responsibilities in Gaza and that we work together to improve the humanitarian situation for Palestinians living there,” he says, in a statement. “The U.S. reiterates the importance of adherence to the Quartet principles: any Palestinian government must unambiguously and explicitly commit to nonviolence, recognize the State of Israel, accept previous agreements and obligations between the parties—including to disarm terrorists—and commit to peaceful negotiations. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres.
