In the West Bank, Israeli settlers threw stones at Palestinians protesting Israel’s decision to make parts of Masafer Yatta a firing zone near Susiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with a baton round and others with tear gas. Elsewhere, an Israeli military vehicle rammed into 1 Palestinian in Kufeirit, causing a fracture and bruises. 1 Palestinian was arrested during a late-night raid in Burqin. In Gaza, Israel launched an operation dubbed Operation Breaking Dawn by assassinating northern Gaza Islamic Jihad commander Taysser al-Jabari and 1 of his bodyguards in an air strike on the Palestine Tower, a 13-story building in Gaza City; 2 stories of the building were severely damaged. Shortly after, another 8 Palestinians were killed in air strikes throughout Gaza: 3 on a street in al-Shuja‘iya, including a 5-year-old; 1 in al-Zaytun; 1 in her home in al-Fukhari; 1 in Beit Lahiya; and 2 in Khan Yunis. 63, including 9 children, were injured in the air strikes, which also caused extensive damage to property. Islamic Jihad responded by firing rockets at Israel; no injuries were reported. Israel had prepared for the operation by closing off areas near Gaza in Israel and calling up thousands of reservists. The PA called for an immediate ceasefire. In the West Bank, PA forces arrested 3 Palestinians in Jenin, leading to gunmen opening fire at a PA office in the city; the 3 Palestinians were released shortly after by the PA. Armed Israeli settlers raided Susiya, chanting racist slogans and throwing stones, injuring 1 Palestinian man. Israeli forces violently dispersed a protest in al-Bireh, injuring 1 journalist with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 12 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2 with rubber-coated bullets and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 4 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinians protesting in Qalqilya, injuring 5 with rubber-coated bullets. Separately, Israeli forces confiscated 1 excavator in Kuseis near Dura. 7 Palestinians were arrested, including 4 during late-night raids in Beita and Aida refugee camp and 3 at a checkpoint near Jenin. In East Jerusalem, 1 Palestinian family demolished parts of their own home in Ras al-Amud. 1 Palestinian was arrested at the Damascus Gate plaza. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Khan Yunis; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of al-Fukhari, Dayr al-Balah, and al-Qarara; no injuries were reported. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. The Waqf said it needs to increase the number of guards due to the increase in Israeli settlers touring the compound. (MEMO 1/8; WAFA 1/10)

Norwegian representative to the UN Mona Juul said that she will use her time as president of the Security Council to prioritize the Palestinian-Israeli conflict by elevating a meeting on the issue on 1/19 to the ministerial level. (WAFA 1/7)

In the West Bank, Israeli settlers attacked Palestinians in Susiya, causing bruises, during a visit by EU representatives to the village. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. In East Jerusalem, Israeli forces injured 1 pro-Palestinian activist and arrested 4 others for waving a Palestinian flag during a protest in Sheikh Jarrah; at least 1 was released from jail on 9/25 after an Israeli judge ruled that flying Palestinian flags was not illegal. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees. In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. Israeli forces also assaulted 1 Palestinian worker seeking to enter Israel near the separation wall in Far‘un, causing him to sustain 2 fractures in 1 leg. 5 Palestinians were arrested during raids in and around Bayt Jala, Qatanna, Ramallah, and Beitunia, including Hamas official Hassan Yousef; Fatah’s central committee member Jibril Rajoub condemned Israel’s arrest of Yousef. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in al-Tur. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Khan Yunis within the allowed fishing area; no injuries were reported. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

In the West Bank, Israeli settlers attacked Palestinian shepherds near Yatta; cut more than 100 olive trees near Susiya; and set up a mobile home on Palestinian-owned land near Beita. Israeli forces delivered demolition notices for 2 buildings northeast of Bethlehem. Israeli forces also violently suppressed a Palestinian protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. In East Jerusalem, Israeli forces clashed with Palestinians in Issawiyya, leading to tear-gas related injuries. Israeli forces also stormed an engagement party near the Old City, assaulting several guests and arresting 3. In Gaza, Israeli forces fired missiles at southern Gaza east of Rafah and Khan Yunis causing damage, after claiming that 1 rocket was fired toward Israel. Israeli forces also opened fire on Palestinian agricultural lands east of Khan Yunis, Bayt Hanun, and al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya. In Israel, thousands of protesters continued their calls for Israeli prime minister Benjamin Netanyahu to step down outside of his official residence. In the West Bank, Israeli settlers attacked 2 Palestinians in 2 separate incidents in Hebron. In the 1st incident, 1 Palestinian man was hospitalized after 4 settlers attacked him while Israeli soldiers chose not to intervene. In the 2d incident, a larger group of settlers attacked 1 Palestinian man; when an Israeli soldier intervened, the settlers attacked him as well. Israeli settlers also vandalized several vehicles in Hebron. South of Hebron, in Susiya, Israeli settlers raided the village and attacked Palestinian-owned homes. Elsewhere, in Kafr Haris, Israeli settlers attacked 1 Islamic shrine and 1 Palestinian-owned home. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 5 Palestinians with rubber-coated bullets, including 3 journalists, and damaged 1 ambulance. Israeli forces also violently dispersed protests in Zubaydat and Ni‘lin, leading to tear-gas related injuries. 3 Palestinians were arrested during late-night raids in and around Burqa and Tulkarm. In East Jerusalem, 1 Palestinian family started demolishing their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. In Lebanon, protesters rallied against the Lebanese government for the 2d day in a row after Lebanese currency lost 60 percent of its value in recent weeks. At least 33 people, including 2 soldiers, were injured in clashes between protesters and Lebanese forces. (REU 6/12; AJ, AJ 6/13)

The EU informed BADIL Resource Center for Palestinian Residency and Refugee Rights that it had canceled its funding for a project called Mobilizing for Justice in East Jerusalem, totaling $1.9 million. BADIL had refused to sign what was called the anti-terrorism clause, which made the EU pull its funding. In a press release, BADIL said that it had proposed different language for the clause and that the EU’s proposed language “criminalizes the Palestinian struggle against oppression . . . the article violates both Palestinian and international law, as well as the declared obligations of the EU itself.” (BADIL 6/16; TOI 6/17)

In the Gaza Strip, IDF troops e. of Jabaliya open fire on a group of Palestinian youth nr. the border fence, injuring 1. Off the s. coast, Egyptian naval forces open fire on a Palestinian fishing boat, injuring 1 fisherman and arresting the other. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), injuring 4 Palestinians with rubber-coated metal bullets and gas canisters in Bil‘in. Israeli soldiers also violently disperse protests outside Ofer detention center and Silwad nr. Ramallah, injuring 4 Palestinians, as well as in Susiya village nr. Hebron, where they assault Mustafa Barghouti, secy.-gen. of the Palestinian National Initiative. The IDF conducts house searches and arrest raids in Ni‘lin; patrols nr. Hebron, Ramallah, Tulkarm, Jenin, and Jericho. An Israeli settler attempts to hit a Palestinian child with his car nr. Tulkarm. Separately, unknown assailants throw stones at Israeli settlers’ cars nr. the Ofra settlement, lightly injuring 2 women. In East Jerusalem, IDF troops clash with Palestinians in Wadi al-Juz, al-Tur, al-‘Izzariya, and Abu Tor, firing tear gas and stun grenades and detaining 5 Palestinian youths. The Israeli police arrest 3 Palestinian women as they exit Haram al-Sharif and ban 4 others from entering the area for 3 days, following their release from detention late on 1/22.
