In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

PA social development minister Ahmed Majdalani said that, “There will be no Palestinian participation in the Manama workshop,” and further stipulated that, “Any Palestinian who would take part would be nothing but a collaborator for the Americans and Israel.” The message came in response to the White House announcement that the economic component of U.S. president Donald Trump’s peace plan would be presented in Bahrain in June. PA prime minister Mohammed Shtayyeh said that, “The [Palestinian] cabinet wasn’t consulted about the reported workshop, neither over the content, nor the outcome nor timing.” (AJ, HA, WAFA 5/20)

Four hundred out of 535 members of the U.S. congress signed a letter to President Donald Trump calling on him to support Israel. The letter read, “With the region in flux, it remains critical that we reiterate to both friend and foe in the region that we continue to support Israel’s right to defend itself.” (HA 5/21)

Trump tweeted that, “If Iran wants to fight, that will be the official end of Iran. Never threaten the United States again!” Iranian foreign minister Javad Zarif called Trump’s tweet a genocidal taunt in a separate tweet. (HA 5/20)

In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. The UNRWA released a statement urging donors to contribute, as UNRWA needs an additional $60 million to continue providing food for 620,000 Palestinians in Gaza. (AJ 5/13)

In the West Bank, IDF troops shoot and injure 3 Palestinians amid clashes sparked by a raid in Tuqu‘ near Bethlehem. They also assault an elderly Palestinian woman and destroy some furniture during a raid in Hebron; shoot and injure a Palestinian minor who allegedly threw a Molotov cocktail at an IDF post near Bethlehem; assault and injure a Palestinian minor outside an abandoned Israeli settlement near Jenin; arrest 2 Palestinians during late-night raids near Tulkarm and Jenin; and patrol near Hebron. Israeli settlers assault a number of Palestinian farmers working near Jericho, forcing them from their fields. In East Jerusalem, Israeli forces demolish a residential building in Silwan, displacing 14 Palestinians. Al-Monitor reports that the Egyptian authorities decided to largely close the Rafah border crossing on 1/5 in part due to the PA’s withdrawal from the Palestinian side of the crossing, as was previously reported, but also in part out of displeasure with the Qatari transfers of money to Gaza. According to a Hamas source, the Egyptians were “furious” about Qatar’s growing influence in Gaza and wanted to punish Hamas. The Egyptian authorities reportedly only opened the crossing on 1/29 after pressure from the Israelis. (ALM 1/31)

Israel’s Public Security Minister Gilad Erdan signs an order extending the ban on several Palestinian institutions in East Jerusalem, including the Palestinian Prisoner’s Club, the Center for Palestinian Studies, and the Orient House, which once housed the PLO’s headquarters in East Jerusalem. “The PA has recently been trying to strengthen its presence in East Jerusalem in sophisticated ways, including the transfer of significant funds for activities,” Erdan says. “I will continue to strengthen Israeli sovereignty throughout Jerusalem, and prevent any Palestinian attempt to create a foothold in the eastern part of the city.” (JP, TOI 1/31)

The EU announces a new €2.37 million (approximately $2.7 million) to support Palestinian farmers and agricultural businesses in the West Bank. The donation is set to benefit 241 farmers and businesses repair critical machinery, acquire new equipment, and improve their infrastructure. (MNA, WAFA 1/31)

Israeli forces set up a mobile checkpoint at the entrance to Turmus ‘Ayya village near Ramallah, sparking clashes with Palestinians preparing for the funeral of the Palestinian killed by Israeli settlers on 1/26; 1 Palestinian minor is injured. Another Palestinian is injured during clashes sparked by an IDF raid near Tulkarm. Separately, IDF troops arrest 20 Palestinians during late-night raids in and around Ramallah, Hebron, Tubas, Bethlehem, and Jenin; and patrol near Hebron. In East Jerusalem, approximately 40 right-wing Jewish activists tour Haram al-Sharif in the morning. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Tulkarm, causing no damage or injuries. UN and Qatari officials sign a memorandum of understanding governing a grant of $20 million from Qatar for UN-administered humanitarian projects in Gaza. The money comes on top of the $9.4 million Qatar transferred to Gaza on 1/26. (JP 1/28)

Approximately 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 1 Palestinian is killed and 146 are injured. This brings the death toll stemming from the Great March of Return to 199. Also along Gaza’s border, IDF troops arrest 2 Palestinians who crossed the border fence into Israel. In the West Bank, IDF troops shoot and kill a Palestinian minor accused of throwing stones at vehicles driving outside Silwad village near Ramallah. They also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in 2 villages near Ramallah (al-Mughayyir and Ras Karkar); 3 Palestinians are injured. Israeli troops shoot and injure 2 more Palestinians during clashes in Tuqu‘ near Bethlehem; and patrol near Tulkarm and Hebron. Late at night, Israeli settlers smash the windows of 3 Palestinian vehicles in Turmus ‘Ayya village near Ramallah. After Hamas refused to allow the next tranche of $15 million from Qatar into Gaza on 1/24, a senior Qatari official says that Doha plans to transfer money to families in urgent need and humanitarian and infrastructure projects in Gaza. “The main goal of the Qatari grant is to ease the suffering of the Palestinian people,” he says. “Some parties have interpreted the humanitarian aid as ‘calm in return for dollars’ and this is not true.” He also criticizes Israel: “There are other parties that are exploiting the humanitarian aid for the internal elections and to score political points.” The official says that Doha is working with the UN to distribute as much as $20 million. The original $15 million was planned to help pay the salaries of the civil servants of the Hamas-run government and to support families in urgent need in Gaza. One day after Israel’s security cabinet agreed to allow the next tranche of $15 million from Qatar into Gaza, senior Hamas official Khalil al-Hayya tells reporters in Gaza that Hamas will not accept the money. “Gaza will not be subject to extortion by Israeli election theater,” he adds. After the press conference, the IDF deploys additional troops to the Gaza border area in preparation for planned protests on 1/25. (HA, TOI, TOI, YA 1/24)

Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. They reportedly believe that they have a limited window between the Israeli elections and the start of President Trump’s re-election campaign. “It is hard for us to imagine a set of circumstances where the plan is never released.” One official says. “We have every intention of releasing it.” (JP, JP 1/24)

The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. They have opened the crossing for passage only in one direction since 1/7, when the PA withdrew its staff from the Palestinian side of the crossing. (MNA 1/24)

Three days after violent raids sparked a hunger strike at Ofer Prison, lawyers representing Palestinians imprisoned at Ofer decide to stop appearing at the prison in protest of increasing restrictions imposed on their work by the Israeli authorities. (WAFA 1/24)
