As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. The IDF launches Operation Hot Winter (also called Operation Warm Winter) targeting Gaza’s “terrorist infrastructure,” making more than 20 air strikes, mostly on n. and c. Gaza, killing 20 Palestinians (including at least 2 unarmed adults and 5 children, including 4 boys ages 8–14 playing soccer in Jabaliya town), wounding more than 50 (including at least 14 children, 5 women). One of the air strikes targets a Hamas-affiliated police post nr. the home of Hamas’s Ismail Haniyeh in Shati’ r.c., killing 2 police officers. Another levels the labor syndicate headquarters in Gaza City. The IDF and Gaza militants also continue to trade heavy fire across the border, with Palestinians firing at least 31 rockets and 15 mortars, injuring 2 Israelis. Israel alleges that the rockets include 8 Grads fired by Hamas, 2 of which hit a house and cemetery in Ashqelon; none causes injuries. In the West Bank, the IDF fires on Palestinians in Salfit holding a nonviolent protest against the IDF attacks on Gaza, wounding 2; conducts arrest raids, house searches nr. Bethlehem, Hebron. IDF troops in the Erez industrial zone fatally shoot 2 armed Palestinians laying a roadside bomb nearby, wound and arrest a 3d; fire a shell at Palestinian resistance mbrs. e. of Jabaliya, killing 1 armed Palestinian, wounding another armed Palestinian, 2 bystanders. Hamas mbrs. fire 3 mortars and a rocket fr. n. Gaza into Israel, causing no damage or injuries; the IDF responds with an air strike on the launch site, killing 1 Hamas mbr., wounding 4. As the Annapolis mtgs. open, at least 15,000 right-wing Israeli demonstrators protest in Jerusalem against any possible concessions by Israeli PM Ehud Olmert to the Palestinians. In Gaza, Hamas and Islamic Jihad host a conference on Palestine, attended by Hamas’s top leaders (including Ismail Haniyeh, Mahmud Zahar), vowing to “not relinquish a centimeter of Palestine” or recognize Israel’s right to exist. Overnight in Gaza, the IDF sends troops and tanks, supported by helicopters, into areas around Khan Yunis and al-Qarara, searching and occupying homes, temporarily detaining 150 Palestinians, bulldozing 66 d. of agricultural land, clashing with and shelling local gunmen, killing 4 armed AMB and Hamas mbrs.; troops withdraw in the afternoon. In central Gaza, 6 Islamic Jihad mbrs. attempt to break through the border fence to attack an IDF post inside Israel but are shot dead by IDF soldiers. In the West Bank, the IDF conducts arrest raids, house searches nr. Tulkarm, in Jenin (firing on residential areas and stone-throwing youths who confront them, wounding 3 children ages 10–13). Some 30,000 Hamas supporters rally in Gaza City in support of ousted PA PM Ismail Haniyeh. ESF officers raid al-Hadath press office in al-Bureij r.c., confiscating documents, computers. Overnight, the IDF sends at least 5 war planes over Turkey and into n. Syria to make an air strike on an industrial building under construction in an open area nr. the Euphrates river, causing no injuries. Syria responds with antiaircraft fire, causing no damage. Syria denounces Israel’s actions and says it is measuring its response, while Israeli PM Ehud Olmert’s office imposes a news blackout. The IDF makes at least 4 air strikes on Gaza targeting Hamas, attempting to assassinate Hamas mbr. Muhammad Shatat as he drives in Gaza City (causing no injuries), hitting 2 suspected weapons caches and 2 money exchanges in Jabaliya r.c. (also destroying a Palestinian home) and Gaza City (wounding 7 Palestinians, including a pregnant woman, 2 children). Palestinians fire at least 3 rockets fr. Gaza into Israel, causing no damage or injuries. In Jabaliya, 2 Abu Rish Brigades mbrs. (affiliated with Fatah) are injured when explosives they are handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem and Nablus, in Qalqilya, and nr. Hebron, Jenin, Ramallah, Salfit, Tulkarm. Meanwhile, Abbas, Hamas-affiliated PA PM Ismail Haniyeh meet in Gaza to discuss ways of calming intra-Palestinian violence. Abbas also meets with reps. of other factions to urge them to halt rocket fire into Israel. Unidentified gunmen fire on the home of a Fatah leader in Gaza City, wounding 1 Palestinian. A Palestinian dies of injuries received in an 5/18 IDF air strike on Gaza City that assassinated 2 Hamas mbrs. (IFM, NYT, PCHR, WP, WT 5/24; OCHA 5/30; PCHR 5/31)

With the cease-fire at Nahr al-Barid r.c. holding, the Lebanese army reinforces troops around the camp. Palestinian refugees continue to flee the r.c. during the day, most heading to nearby Biddawi r.c.; at most, half of the 40,000 residents remain. The UN warns the camp is still without water, electricity; food supplies are low. The PLO says it would not object to the Lebanese army entering the r.c. if necessary; raises the possibility of sending in fighters fr. Palestinian factions who know the layout of the r.c. to roust the FI mbrs. Palestinian leaders in the camp and local Islamist figures in Tripoli attempt to negotiate a FI surrender. As part of an ongoing crackdown on Hamas in Gaza, the Israel Defense Forces (IDF) makes an air strike on a Rafah building controlled by the Executive Support Force (ESF)—a branch of the Palestinian Authority (PA) Interior Min. loyal to Hamasaffiliated PM Ismail Haniyeh—killing 3 ESF mbrs. and wounding at least 21 ESF mbrs., 3 mbrs. of the Fatah-affiliated PA Preventive Security Force (PSF) in a PSF office nearby, 3 bystanders (including 2 journalists). Hamas mbrs. fire 12 rockets fr. Gaza into Israel, hitting a home in Sederot, moderately injuring 1 Israeli, and hitting a transformer, cutting electricity to 24,000 residents. The IDF responds with an air strike on a house nr. Jabaliya refugee camp (r.c.), killing 2 Hamas mbrs., wounding 3. Israeli PM Ehud Olmert convenes his security cabinet which authorizes the IDF to carry out “severe and harsh” attacks on Gaza, including assassinations of resistance leaders, to prevent further rocket fire, effectively ending the 11/26/06 Gaza cease-fire, frequently violated by both sides. Meanwhile in Gaza, factional fighting btwn. Fatah, Hamas (ongoing since PA Pres. Mahmud Abbas [Fatah] deployed 1,000s of PA security forces under his control without coordinating with either independent Interior M Hani al-Qawasmi, who resigned in protest, or ESF cmdrs. on the ground) escalates sharply, particularly in Gaza City, leaving at least 20 Palestinians dead, 10s wounded, and a number of Fatah and Hamas mbrs. kidnapped. Among the incidents: an Egyptian official is fatally shot by Fatah mbrs. while walking the streets of Rafah with Fatah and Change and Reform legislators to test the intra-Palestinian cease-fire declared on 5/15; Hamas mbrs. ambush a PSF vehicle not knowing that it is transporting Hamas detainees, killing 5 Hamas mbrs., 2 PSF mbrs.; Fatah makes a retaliatory strike on an ESF post outside the Interior Min.’s offices in Gaza City, firing rocket-propelled grenades (RPGs), killing 4 ESF mbrs.; some 200 Hamas mbrs. attack and occupy the home of PA internal security head Rashid Abu Shibak (who is not home at the time), killing at least 4 bodyguards; Hamas mbrs. fire mortars at Abbas’s Gaza residence, causing no injuries; Hamas mbrs. fire antitank rockets at the PA General Intelligence base nr. Shati‘ r.c. (After Fatah’s attacks today, the ESF, which has largely remained in its barracks, deploys “to respond with all our power” to further attacks.) Among the wounded are 8 Palestinian civilians among 200 who turned out in Gaza City to protest the interfactional violence and who placed themselves btwn. Fatah and Hamas gunmen to prevent further clashes. Palestinians in Ramallah observe a 1-day general strike to protest the factional violence. Midday, Hamas announces a unilateral cease-fire to begin at 8:00 P.M. local time, and Abbas calls on Fatah mbrs. to follow suit, but gun battles resume within hrs., leaving 2 Fatah mbrs. dead, 10 Palestinians wounded (included in totals above). Israeli Vice PM Shimon Peres says that Israel would respond favorably if Abbas asked for assistance in quelling the violence. Meanwhile, in the West Bank, the IDF conducts arrest raids in al-Til nr. Tulkarm (deliberately setting fire to a Palestinian home, damaging 5 others), neighboring Allar, and in and around Balata r.c. and Nablus. Jewish settlers fire on Palestinian homes in Bayt Furik nr. In Gaza, the IDF pulls out of Bayt Lahiya early in the morning. Later in the day, the IDF calls off air strikes on the Jabaliya r.c. homes of local PRC leader Muhammad Barud, a senior Hamas mbr. when, after warning residents to leave, 100s of Palestinians, including Palestinian Authority (PA) PM Ismail Haniyeh, arrive to act as human shields to protect the homes. Also in Gaza, an IDF drone fires on a car of Hamas mbrs. driving nr. Gaza City, killing a 75-yr.- old Palestinian bystander, wounding 2 Hamas mbrs., 7 civilians (including 4 children) in an apparent assassination attempt. Hamas mbrs. fire 8 rockets fr. Gaza into Israel, seriously wounding 1 Israeli, lightly wounding 2. In the West Bank, IDF undercover units make an arrest raid on Yatta nr. Hebron. In Gaza, the IDF begins allowing limited humanitarian and food supplies through the Kerem Shalom, Sufa crossings (closed since 6/25); sends an undercover unit into Abasan in s. Gaza to capture senior Hamas mbr. Yunis Abu Daka, firing on his home, killing his brother Yusuf Abu Daka, then conducts air strikes on the house causing severe damage (Yunis Abu Daka is not captured). In the West Bank, the IDF sends an undercover unit into Jenin, driving a car with Palestinian license plates, that shoots, seriously wounds Islamic Jihad’s West Bank military cmdr. Hussam Jaradat in an assassination attempt; conducts arrest raids, house searches in and around Hebron and Qalqilya, in Bethlehem and Nablus, nr. Jenin. A previously unknown group called the Holy Jihad Brigade releases a video tape of 2 Fox News journalists kidnapped in Gaza City on 8/14, demanding that the U.S. release all Muslims fr. its jails within 72 hrs., marking the 1st time that a Palestinian militant group has made demands of a foreign country other than Israel, which is not mentioned in the statement; all major Palestinian groups denounce the kidnapping and deny involvement. Without explanation, the IDF shells Shaba‘ village, inside Lebanon, fr. the disputed Shaba‘ Farms region, causing no damage or injuries. In s. Lebanon, 3 Lebanese troops are killed when they accidentally detonate an unexploded IDF missile that they are trying to disarm; an IDF soldier is killed, 3 are wounded when they accidentally trigger one of the 1,000s of Israeli landmines left over fr. Israel’s previous occupation. (NYT, WP 8/24)

The IDF sends troops into Balata r.c. in what it says is the beginning of an operation targeting the al-Aqsa Martyrs Brigade (AMB), Islamic Jihad, Popular Front for the Liberation of Palestine (PFLP) that will continue for several days, firing on stone-throwing youths who confront the troops (killing 2 Palestinians, wounding 16), occupying an UNRWA school and several homes as operational bases, demolishing a Palestinian home. The IDF also launches air strikes on 2 Popular Resistance Comm. (PRC) mbrs. attempting to lay a roadside bomb or fire rocket nr. the n. Gaza border fence, killing both; fires across the Israeli border into Gaza towards Palestinian farmers working their fields nr. Abasan, causing no injuries; erects a gate at the entrance to Kafr Haris nr. Hebron, facing Ariel settlement; conducts arrest raids, house searches nr. Hebron and in Allar nr. Tulkarm, al-Azza r.c., Bethlehem, Qabatya nr. Jenin; patrols in Tulkarm. Palestinians fire 2 rockets into Israel, causing no damage or injuries. The Israeli cabinet approves steps to isolate and destabilize the new Hamasled Palestinian government, including immediately halting transfers of VAT taxes collected on the PA’s behalf, a source of some $50 m./mo. in revenues for the cashstrapped PA.
