In the West Bank, Israeli forces shot and killed 2 Palestinians, including a child, in Beit Einun and Husan. Israeli forces shot and injured 2 Palestinians during a raid in al-Yamun. Elsewhere, Israeli forces demolished 2 homes under construction and a warehouse near Ni’lin and 1 residential structure in al-Jiftlik. Israeli forces also seized 10 vehicles in al-Lubban ash-Sharqiya. Meanwhile, Israeli forces delivered notices that they will seize 5 dunams (1.1 acres) of land near Bethlehem to build a settler road. In Gaza, Paltel reported a complete communications blackout in all of Gaza. Israeli forces bombed Jabalia refugee camp, Khan Yunis, Rafah, Dayr al-Balah, and Gaza City; it was unclear how many casualties there were due to the communications blackout. Israeli bombings destroyed 56 buildings in the Shuja’iya neighborhood of Gaza City. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces shelled several sites, killing 2 members of Hezbollah. Israeli snipers also shot and killed a Lebanese civilian driving near Kfar Kila. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 134 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 71 trucks entered Gaza through the Rafah crossing and 120 trucks entered via the Karem Abu Salem (Kerem Shalom) crossing. The UN Office of the High Commissioner for Human Rights released a statement saying it had received reports that Israeli forces had executed 11 unarmed Palestinians in front of their families in the Rimal neighborhood of Gaza City between 8 p.m. and 11 p.m. on 12/19. The Israeli forces also reportedly forced women and children into a room and threw a grenade at them, causing injuries. The Human Rights Office called for an immediate and independent investigation. Malaysian prime minister Anwar Ibrahim said Malaysia has banned all Israeli-flagged cargo ships from docking in its ports, citing the “Israeli massacre and brutality against Palestinians.” (AJ 12/20)

Hamas political leader Ismail Haniyeh arrived in Cairo for talks with Egyptian officials. Hamas official Ghazi Hamad told Al Jazeera that the party had tried to contact Fatah to begin talks about the situation in Gaza now and the future of a unified Palestinian political system, but that PA president Mahmoud Abbas had rejected talks. The Wall Street Journal reported that Hamas’ political bureau was in talks with other Palestinian factions about the situation in Gaza after the Israeli attack. Political bureau member Husam Badran told the Journal that the talks also included former Palestinian prime minister Salam Fayyad and former Fatah member Mohammed Dahlan. The Journal also reported that Hamas turned down a proposal to exchange a weeklong ceasefire for 40 captives held in Gaza. Israel, Cyprus, and the UK agreed to open an aid corridor between Gaza and Cyprus “under Israeli security supervision and control.” It was unclear how and when the corridor would be operational. (AJ, HA, REU 12/20)

Israeli Channel 12 reported that an Israeli tank shelled a house in Kibbutz Be’eri where Palestinian militants were holding Israeli captives, injuring an Israeli. (AJ 12/20)

In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

Israeli defense minister Yoav Gallant visited Israeli soldiers in southern Gaza, saying the Israeli ground invasion would expand to other areas beyond Khan Yunis in the south. UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. Senior Houthi official Mohammed al-Bukhaiti said the Yemeni government would not cease its attacks on Israel-linked ships until Israel stops its attacks on Gaza, even if it means war with the U.S.-led naval coalition. (AJ, HA, REU 12/19; NYT 12/20)

In the West Bank, armed Israeli settlers forced a Palestinian family to leave their home near Tuqu’, stealing furniture, solar panels, and water tanks. Israeli settlers also opened fire at homes in al-Lubban ash-Sharqiya, causing damage. Israeli forces shot, injured, and arrested a Palestinian in Beit Ur al-Tahta. Israeli forces also shot and injured 2 Palestinians during a raid in Fahma. Elsewhere, Israeli forces demolished a Palestinian home in Shuqba. 52 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. Israel also blew up Gaza’s parliament building and hit the last functioning flour mill in Gaza in Deir al-Balah with an airstrike. Israel also dropped leaflets telling residents of al-Qarara, Khuza’a, Bani Suheila, and Abasan in southern Gaza to evacuate immediately. 2 Israeli soldiers were killed. Rockets were fired from Gaza, injuring 2 in Ashkelon. In Lebanon, Israel attacked Odaisseh, Balat, Labouneh, Marwahin, Serda, and Naqoura; no injuries were reported. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 187 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. The first shipment of fuel entered Gaza via the Rafah crossing; it was restricted to use for UN vehicles only. UN vehicles ran out of fuel again on 11/16 due to the low quantity of fuel delivered. The UN said all 10 water wells in Rafah had stopped functioning due to a lack of fuel. Lebanon’s health ministry said 77 people have been killed and 251 injured in Israeli attacks since 10/7. Hamas said the U.S. was “wholly responsible” for the Israeli attack on al-Shifa Hospital because it parroted Israel’s “false claim that the resistance is using al-Shifa medical complex for military ends.” Jordan condemned Israel’s storming of the hospital. Turkish president Recep Tayyip Erdoğan called Israel a “terror state” and called on Israeli prime minister Benjamin Netanyahu to declare whether Israel has nuclear weapons or not. Israeli national security minister Itamar Ben-Gvir said Israel was issuing an average of 1,700 weapons licenses. 236,000 gun license applications have been submitted since 10/7 and 18,000 have been approved so far. (AP, HA 11/15)

The Knesset Ethics Committee suspended MKs Aida Touma-Sliman and Iman Khatib-Yassin from party and committee meetings for 2 months and 1 month respectively, citing statements they made on Israel’s war on Gaza. (HA 11/15)

Israeli opposition leader Yair Lapid of Yesh Atid said Prime Minister Netanyahu should be voted out of office in a no confidence vote and another Likud member should be allowed to form a government. (AJ, HA 11/15; AJ, AJ, HA, NYT, REU 11/16)

Reuters reported that Iranian ayatollah Ali Khamenei told Hamas political leader Ismail Haniyeh earlier this month that Iran will not attack Israel on Hamas’ behalf, saying Hamas did not give Iran prior warning of its operation. Khamenei and Haniyeh reportedly met in Tehran around 11/4. (HA 11/15)

South African president Cyril Ramaphosa said South Africa, along with other countries, had filed a referral to the ICC for an investigation into war crimes potentially committed by Israel in Gaza. (AJ, AJ 11/16)

12 UN Security Council members voted for a resolution introduced by Malta calling for urgent, prolonged humanitarian ceasefires and unconditional release of the captives held by Hamas. The U.S., UK, and Russia abstained. A Russian amendment calling for a ceasefire was blocked by the U.S. PA UN envoy Riyad Mansour said the resolution fell short of condemning Israel for its attacks on Palestinian civilians, assaults on hospitals and schools, and the killing of UN staff, journalists, and doctors. U.S. president Joe Biden said at a press conference after a meeting with Chinese president Xi Jinping that it “would be a big mistake [for Israel] to reoccupy Gaza,” and that a “real” Palestinian state must be created to end the overall conflict. Biden also falsely claimed Israel was bringing incubators to al-Shifa Hospital, despite the hospital not needing incubators but rather fuel to power the incubators. Biden also said the Israel’s war on Gaza will not end until Hamas is defeated and claimed that Hamas has a headquarters under al-Shifa Hospital, despite Israel tacitly retracting that claim. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk met with senior U.S. officials in Israel, including Prime Minister Netanyahu. McGurk has been part of the U.S. effort to normalize ties between Israel and Saudi Arabia. (HA 11/15)

24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. Senator Chris Van Hollen (D-MD) called the Israeli refusal to allow fuel to be delivered to water desalination plants and generators at hospitals “inhumane.” Capitol police violently dispersed protesters blocking the entrance to the Democratic Party’s headquarters and calling for a ceasefire (AJ, HA 11/15; AJ 11/16)

In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Several members of the Labour Party resigned from their positions on the opposition frontbench after the vote. (AJ, REU 11/15; AJ, AJ, NYT 11/16)

A motion to expel the Israel ambassador and impose sanctions on Israel failed in the Irish parliament. The motion, which was denied in an 85-55 vote, was proposed by the Social Democrats party. (IN 11/15; HA 11/16)

Spanish prime minister Pedro Sanchez said Israel must end its “indiscriminate killing of Palestinians,” demanding a ceasefire, and said his government will work toward Spain and other European countries recognizing the state of Palestine. (AJ 11/15) 

In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. Rockets were fired at Israel; no new injuries were recorded. In South Lebanon, Israeli forces attacked Ayta al-Shaab. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 104 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,956 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. The Gaza Ministry of Health published the names and ID numbers of more than 7,000 Palestinians killed, including 2,665 children, in Israeli attacks since 10/7. The publication of the names comes 1 day after U.S. president Joe Biden questioned the reliability of the ministry’s data. (AJ, NYT 10/26)

PA minister of public works and housing minister Mohammad Ziyara said 200,000 housing units have been completely or partially destroyed by Israeli airstrikes since 10/7. Israel said that 224 people are being held captive in Gaza.  (AJ, WAFA 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. Hamas political leader Ismail Haniyeh said in a speech that Israeli attacks on Gaza will “destabilize the entire region” and that the resistance in Gaza was “doing well.” (AJ, HA 10/26; AP, HA 10/27)

EU leaders agreed on a final communique after a 7-hour-long meeting on the Israeli attacks on Gaza, calling for “humanitarian corridors” and “pauses.” (AJ 10/26)

Brazilian president Luiz Inacio Lula da Silva said of Israeli attacks on Gaza, “it is not war, it is a genocide that has killed 2,000 children.” (AJ 10/26)

A venue in Israel canceled a Palestinian-Jewish conference after Israeli police warned the venue’s owner of “consequences.” The Higher Arab Monitoring Committee said Israel is “persecuting the Arab public, trying to prevent political meetings and silence them.” (HA 10/25; HA, HA 10/26)

The U.S. Senate unanimously passed a resolution denouncing anti-Semitism on campuses. In related remarks, senators conflated criticism of Israel with anti-Semitism. The Anti-Defamation League sent 200 letters to campuses in the U.S. requesting that they investigate Students for Justice in Palestine for possibly violating a law prohibiting support for a foreign terrorist organization. A Gallup poll found that U.S. president Joe Biden lost 11 percentage points among Democrats since September and that his overall approval rating has dropped from 41 to 37. (AJ, HA 10/26)

Switzerland suspended financial support for 6 Palestinian and 5 Israeli NGOs, including Adalah, Al-Shabaka, Gisha, 7amleh, HaMoked, Jerusalem Legal Aid and Human Rights Centre, MIFTAH: The Palestinian Initiative for the Promotion of Global Dialogue and Democracy, Palestinian Center for Human Rights, Palestinian NGO Network, Physicians for Human Rights, and the Women's Centre for Legal Aid and Counselling. In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. Canadian prime minister Justin Trudeau called for the opening of a humanitarian corridor in Gaza to allow delivery of food, fuel, and water. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing.
