In Mombassa, Kenya, a previously un-known group called the Government of Universal Palestine in Exile–Army of Palestine, thought to be connected to al-Qa‘ida, stages a dual attack marking the 55th anniversary of the 1947 UN partition res., firing 2 missiles at an Israeli charter jet carry-ing 261 Israeli tourists leaving Mombassa airport, missing the plane; simultaneously, 3 suicide bombers detonate a car bomb outside the lobby of an Israeli-owned hotel, killing 3 Israeli tourists, 10 Kenyans (an 11th dies on 12/18), injuring 80, causing extensive damage. Hrs. later in Beit She’an in n. After 2 days of debate, the UN Security Council (UNSC) passes (14-0, with the U.S. abstaining) Res. 1435 on the siege in Ramallah, which expresses grave concern over the Palestinians' humanitarian plight and reoccupation of Palestinian cities, "demands" Israel's immediate halt attacks on the PA headquarters. In Ramallah, Arafat opens the 1^st full session of the Palestinian Council (PC) since 5/15/02 with an address restating the PA's recognition of Israel, commitment to the peace process, condemnation of suicide bombings, opposition to "all types of terrorism, whether it is state terror or individual terror." (Gazan PC mbrs. attend by video link after Sharon bars 12 fr. traveling to Ramallah for "security reasons," citing their "involvement in terror.") Israel dismisses the statement, saying he did not specifically condemn suicide bombings for harming civilians, did not call for a complete halt to violence. Israeli PM Ariel Sharon cancels plans to make a trip to the U.S. to attend a rally in support of Israel in Tallahassee with Florida gov. Jeb Bush, brother of U.S. Pres. George W. Bush, on 9/9, a day before the Florida Democratic primary; go to LA to attend another rally hosted by a Republican candidate in tight midterm elections there. Democrats had denounced the visit, which was arranged with Pres. Bush's sway, but Sharon says he decided he would have to stay in Israel to prepare for a budget battle which will take place in 10/02. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. In a predawn operation, the IDF enters Halhul, ambushes and assassinates 2 PA intelligence officers wanted for "terrorist activities." Israeli police arrest fmr. head of the outlawed Kach movement Noam Federman, a 2d Kach mbr. in connection with the plot to bomb East Jerusalem's Maqassid Hospital. Israel backs off its attack on Gaza, sends home some reserves called up on 5/9. Police say the 14-yr.-old boy dropped dead of no apparent cause; witnesses say he was beaten, perhaps shot by soldiers. In n. Israel, a car mysteriously explodes killing 2 Palestinians; the IDF claims they were Islamic Jihad mbrs. en route to stage a car bombing. The IDF again fires tear gas, rubber-coated steel bullets at demonstrators nr. Arafat's Ramallah headquarters, injuring 6; conducts arrest raids in Birzeit and in Tamun, where troops detain 7, wound 10 with live ammunition, occupy 12 Palestinian homes as IDF outposts, uproot 150 olive trees. The PA again calls for adherence to Arafat's cease-fire. At a pro-Hamas rally in Jabaliya attended more than 10,000 Palestinians, Hamas spokesman Rantisi vows more suicide attacks against Israel, says that anyone who seeks to stop the intifada "wants to tear us apart." The IDF raids an alleged explosives factory in Nablus, killing most-wanted Izzeddine al-Qassam Brigades West Bank head Yusif Suragji and 3 other Hamas mbrs.; the PA claims they were assassinated. Hamas vows to launch an "all-out war" against Israel. In retaliation, an AMB gunman opens fire in West Jerusalem, wounding 16 Israelis before being fatally shot by Israeli police. Hamas spokesman `Abd al-`Aziz claims that the PA is actively tipping off the IDF to the location of Hamas operatives, granting the IDF entry to PA areas; threatens that Hamas will make sure the "conspirators . . . pay the price."
