Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. Hamas official Basem Naim tells the Times that the allegation will be investigated but that it cannot be done at the moment due to “the current circumstances.” (NYT 3/26)

Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. The Israeli High Court of Justice rejected 2 petitions against the prisoner exchange, saying the court did not have justification to intervene in the ceasefire deal. Israel said Palestinians will not be allowed to return to the north of Gaza during the ceasefire. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. In the West Bank, Israeli settlers with a military escort attacked Palestinians harvesting olives in Burin, stealing crops. Israeli settlers posing as soldiers also attacked 2 Palestinians in Qawawis in the Masafer Yatta area, stealing their property. Israeli forces killed 5 Palestinians in a drone strike on Fatah’s headquarters in Balata refugee camp, injuring 2 others. Israeli forces later raided the camp, demolishing a home and uprooting streets. Israeli forces also shot and killed a Palestinian and injured 3 others during a raid in Tubas. Elsewhere, Israeli forces shot and injured a Palestinian during a raid in Idhna. Israeli forces also assaulted Palestinians harvesting olives in al-Zawiya, Kisan, and Nahalin. 38 Palestinians were arrested during late-night raids in and around Hebron, Jaba’, Tubas, Jericho, Fasayil, and Birzeit. In East Jerusalem, Israeli forces violently dispersed students and staff at a school in Isawiya, physically assaulting them and causing tear-gas related injuries. In Gaza, Israeli airstrikes in Khan Yunis and on an UNRWA school in Jabalia refugee camp killed 116 people. Israeli attacks on Beit Lahiya, Beit Hanun, and Gaza City also killed dozens, including at Tal al-Zaatar, an UNRWA-run school, and the Kamal Adwan Hospital. The WHO said it would help evacuate those remaining at the hospital in the next 2-3 days. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. After President Biden’s meeting with Prime Minister Netanyahu, Netanyahu’s office released a statement saying that Israel will not allow aid from its territory to enter Gaza until the captives are returned. The statement also said Israel demands that the Red Cross be able to visit the captives and that Israel will not “thwart” humanitarian aid from Egypt as long as it only consists of food, water, and medicine. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II said Jordan and Egypt would not take in Palestinian refugees from Gaza, calling it a red line. Abdullah II also met with German chancellor Olaf Scholz in Berlin.
