In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. Israeli forces also demolish 6 commercial structures in al-‘Awja and issue a stop-work notice for a home in Deir Balut. Elsewhere, Israeli forces seize a tractor in Qarawat Bani Hassan. Israeli forces also close the entrance to Husan. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, Tulkarm, Aqraba, Hebron, and Bethlehem. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. In Syria, Israeli forces target an Iranian consulate building in Damascus with airstrikes, assassinating Islamic Revolutionary Guard Corp senior commander Mohammad Reza Zahedi and killing 11 others. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 190 trucks carrying aid enter Gaza. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. Refugees International president Jeremy Konyndyk calls the attack “a clear war crime.” Hamas labels the attack terrorism. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. U.S. national security advisor Jake Sullivan and Secretary Blinken hold a virtual meeting with Israeli national security advisor Tzachi Hanegbi and Minister for Strategic Affairs Ron Dermer, discussing Israel’s planned invasion of Rafah. A joint statement says Israel has agreed to take U.S. concerns into account. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli settlers also vandalized Palestinian property, including water tanks, solar panels, and a vehicle in al-Rakiz and al-Mafqara in the Masafer Yatta area. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. At least 2,260 people were buried in rubble, including 1,270 children. 151 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 4 ambulances carrying 17 injured Palestinians entered Egypt through the Rafah crossing. 50 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 175 medical personnel and 34 civil defense workers have been killed by Israel in Gaza since 10/7. The UN said 89 UNRWA staff members have been killed. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The amount Israel earmarked for Gaza was $140 million a month. PA president Mahmoud Abbas spoke with Austrian chancellor Karl Nehammer, calling for an immediate ceasefire. (HA, REU, WAFA, WAFA 11/6)

The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. South Africa recalled its ambassador to Israel, calling Israeli actions in Gaza “genocide.” The deputy speaker of the Bahraini parliament said the parliament wants to cancel the country’s normalization deal with Israel. (AJ, AJ, AP, HA, HA, REU 11/6; HA 11/7; NYT 11/8)

The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. The U.S. insisted the council call for “humanitarian pauses” while other states demanded a call for a “humanitarian ceasefire.” UN secretary-general Antonio Guterres launched a $1.2 billion humanitarian appeal to help 2.7 million Palestinians in Gaza and the West Bank and said Gaza was becoming “a graveyard for children.” (AJ, AP, AX, HA, NYT, UNOCHA, WAFA, WAFA 11/6; AJ, HA 11/7)

U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. U.S. State Department deputy spokesperson Vedant Patal said in response to Netanyahu’s comments that Gaza will remain Palestinian land and that the U.S. does not support reoccupation. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. Haaretz reported that U.S. officials told the newspaper that Secretary Blinken got the impression that Israel does not have a strategy for what to do when its war on Gaza ends. Blinken reportedly broached the question in meetings with Israeli officials on 11/3, receiving the impression that the matter has barely been discussed. (HA 11/6; HA 11/7)

In the West Bank, an Israeli settler was filmed shooting a Palestinian man point-blank in the stomach, critically injuring him during a settler raid in al-Twana. Israeli settlers also shot and injured 3 Palestinians with live ammunition in Nablus, Elsewhere, Israeli settlers vandalized 2 agricultural structures and uprooted fruit trees in Masafer Yatta, damaged vehicles near Nahalin, and homes in Silat ad-Dhahr. Israeli forces shot and killed 15 Palestinians, including 3 minors, during raids in Tulkarm, Beit Furik, Beit Ula, al-Ram, Atuf, Biddu, Bayt Liqya, and Hebron. Israeli forces also violently dispersed Palestinian protesters in Halhul, Dheisheh refugee camp, Qalandia, Huwwara, Budrus, al-Khader, Bethlehem, al-Twana, Jenin, Hebron, and Qalqilya, injuring 53 with live ammunition and baton rounds. An Israeli soldier was killed in friendly fire in Nablus. 36 Palestinians were arrested during late-night raids in Hebron, Fawwar refugee camp, Qalqilya, Dheisheh refugee camp, Beit Umar, and Halhul. In East Jerusalem, Israeli forces killed 2 Palestinians children in Isawiya. Israel also refused Palestinians under the age of 35 entry to the Haram al-Sharif compound. In Gaza, 70 Palestinians following Israeli evacuation orders were killed and more than 200 wounded in an airstrike on a road. Around 300 others were also killed and more than 1,100 were injured in Israeli airstrikes throughout Gaza. Israeli forces also made incursions into Gaza, retrieving the bodies of several Israelis. Rockets were fired at Israel from Gaza; no deaths were reported. In Lebanon, Israeli forces killed Reuters journalist Issam Abdullah and injured 6 others in a missile strike. The Gaza Ministry of Health said that as of 2 p.m. at least 1,799 Palestinians had been killed and 7,388 had been injured in Israeli airstrikes on Gaza since 10/7. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Hamas said 13 of the captives from Israel, including foreign nationals, have been killed in Israeli airstrikes in the past 24 hours. Israel said it hit 750 targets overnight and destroyed 12 high-rise buildings within a minute. 51 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 11 children. More than 700 have been injured. Israeli officials said 1,300 Israelis and foreign nationals have been killed and 3,436 injured since 10/7. The UN reported that 423,378 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Israeli military told around 1.1 million Palestinians in the northern part of Gaza, including Gaza City, that they should flee south within the next 24 hours. UN spokesperson Stephane Dujarric said that would have “devastating humanitarian consequences” and strongly appealed to Israel to rescind the order. Many countries also called on Israel to reverse its order. The WHO called relocating severely ill people a “death sentence.” UNRWA offered its staff and their families shelter at an UNRWA compound in southern Gaza but said it did not have plans to evacuate Palestinians sheltering in UNRWA schools throughout Gaza as it does not have any capacity in the south and has no means of transporting the many thousands of people. Hamas’ refugee affairs authority called on Palestinians to remain in their homes, calling the Israeli evacuation order “disgusting phycological war.” Egypt moved thousands of troops to its Gaza border to prevent Palestinians fleeing Israeli attacks from breaching the border fence. Adalah, the Public Committee Against Torture in Israel, Physicians for Human Rights Israel, ACRI, and HaMoked sent letters to National Security Minister Itamar Ben-Gvir, Attorney General Gali Baharav Miara, and Israel Prison Service head Katy Perry demanding that water and electricity be restored in the security wings of Israeli prisons that hold Palestinians. Tens of thousands of protesters demonstrated in Baghdad and Tehran against the Israeli attacks in Gaza. Jordanians marched toward the border with the West Bank in protest against the Israeli attacks. After meeting Lebanese caretaker prime minister Najib Mikati and Hezbollah secretary-general Hassan Nasrallah in Beirut, Iranian foreign minister Hossein Amir-Abdollahian warned Israel that if it does not stop its attacks on Gaza the war could spread to other parts of the Middle East. U.S. secretary of defense Lloyd Austin III arrived in Israel to meet with Israeli leaders. Secretary of State Antony Blinken arrived in Jordan for meetings with Jordanian king Abdullah II and PA president Mahmoud Abbas. Abbas told Blinken that Hamas does not represent the Palestinian people and called for the opening of humanitarian corridors and for aid to enter Gaza. Blinken offered condolences for the Palestinian victims of the Israel-Hamas war. Abbas also spoke with Canadian prime minister Justin Trudeau. 55 members of Congress wrote a letter to U.S. president Joe Biden, urging him to pressure Israel to protect civilians in Gaza. The New York Times and NBC News reported that they had obtained documents that allegedly show how Hamas instructed militants to target schools and seize captives during its 10/7 operation. Israeli schools were closed on 10/7 as it was a Saturday. The documents were allegedly found on the bodies of militants killed by Israel and were labeled “top secret” in Arabic. On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. Israel’s defense minister Benny Gantz said that a right-wing march planned for 6/10 in Jerusalem should not be held in a way that would reignite tensions in the city. The Hamas leader in Gaza Yahya Sinwar called on Palestinians in Jerusalem to protect al-Aqsa Mosque against settler incursions during the planned march. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. Israeli forces shoot and kill a Palestinian just east of the Old City of Jerusalem after he allegedly stabs and lightly injures 2 Israeli police. A Palestinian bystander is injured in the crossfire. A video of the incident later broadcast by Al Jazeera shows that the Palestinian did not pose an immediate threat to the Israeli forces that killed him. Later, IDF troops shoot and kill a Palestinian driver outside a village nr. Ramallah after he allegedly attempts to ram them. No Israelis are injured in the incident. Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict.
