An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting. Later in the evening, the Israeli security cabinet authorizes the IDF to “adopt a harsher response” to rocket fire fr. Gaza, targeting built-up areas of Gaza as well as launch sites in uninhabited areas. During the day, the IDF also shells uninhabited areas in n. Gaza and in s. Gaza nr. Early in the morning, the IDF fires missiles fr. helicopters at warehouses and an alleged weapons factory in Gaza City and Jabaliya r.c., marking Israel’s 1st military operations against Gaza since disengagement; orders the Rafah crossing shut, saying it will allow humanitarian aid only into Gaza through the Sufa crossing; fires missiles fr. naval vessels at Palestinian fishermen who attempt to go out to sea; drops leaflets on Gaza warning of harsh retaliation against further rocket fire; warns the PA that it is responsible for preventing attacks fr. In the morning, the IDF says that 70% of Gaza settlers have been evacuated, most Gaza residents have not resisted the evacuation, most protests and resistance are by West Bank settler youth (and some American Jewish youth) who have come to Gaza in recent wks. to block the withdrawal. During the day, the evacuations of Gan Or (est. 1983, pop. 350, size 1,692 d., hrs. to evac. 5), Kefar Darom (est. 1989, pop. 490, size 276 d., hrs. to evac. 12), Kefar Yam (est. 1983, pop. 15, hrs. to evac. 3), Netzer Hazani (est. 1973, pop. 460, size 250 d., hrs. to evac. 5), Neve Dekalim (est. 1983, pop. 2,700, size 1,443 d., hrs. to evac. 35), Shirat Hayam (est. 2001, pop. 40, hrs. to evac. 5) settlements are completed. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. The IDF fires on a group of Palestinians who attempt to sneak into Israel nr. Gaza’s Sufa crossing to find work, killing 1 Palestinian, detaining 2; conducts arrest raids, house searches in Nablus. A Jewish settler seriously injures a 12-yr.-old Palestinian, a 13-yr.-old Palestinian in a hit-and-run nr. Qalqilya; an Israeli ambulance refuses to evacuate the children to an Israeli hospital, taking them to Nablus instead. Jewish settlers fr. Karme Tzur nr. Hebron seize 25 d. of neighboring Palestinian land to expand their settlement. Some 20 Jewish settlers fr. After the Palestinian Council (PC) gives its approval (54–12, with 4 abstentions, 14 not attending), PA Pres. Mahmud Abbas swears in PM Ahmad Qurai‘’s new cabinet. Abbas says that the cabinet’s first main goals will be providing security, reform, holding legislative elections.
