Elsewhere, Israeli settlers raid Arab al-Malihat, threatening shepherds with guns. An Israeli airstrike targeting a vehicle kills the 3 Palestinian occupants. PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Dayr al-Balah, Rafah, and al-Bureij, killing at least 104 people, including the head of aid distribution in Gaza Amjad Hathat. More than 31,923 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,096 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 431 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. Elsewhere, Israeli forces arrest 15 Palestinians during late-night raids in and around Dheisheh refugee camp, Tell, Arura, as-Samu, Tulkarm, and Attil, including a Palestinian prisoner exchanged during the ceasefire deal in November 2023; 13 Palestinians released in the prisoner exchange have been rearrested. In East Jerusalem, Israeli forces arrest 20 Palestinians during raids in Isawiya. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Khaled Shawish becomes the ninth Palestinian prisoner to die in an Israeli prison since 10/7/2023. 53-year-old Shawish had been imprisoned by Israeli since 2007. 20 lawyers representing Palestinians at the Ofer military court announce a strike, citing poor treatment of Palestinian prisoners and defense lawyers, including beatings of prisoners on their way to court and searches of lawyers entering Israeli facilities. UK House of Commons speaker Lindsay Hoyle breaks with precedent by allowing the Labour Party to introduce its own amendment to a motion introduced by the Scottish National Party (SNP) calling for a ceasefire. The Labour Party amendment waters down the language of the SNP motion, removes language criticizing Israel, and adds language defending its conduct. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. In Tayibe, Israeli police arrested a 14-year-old Palestinian citizen of Israel for allegedly posting support for Hamas on social media. In Lebanon, Israel attacked several areas, including the home of Amal party official Kabalan Kabalan; no injuries were reported. Israel said Hezbollah launched 25 rockets and 3 drones at Israel, hitting military sites; no injuries were reported. The UN said that since shelters are completely full newly arrived displaced people were sleeping on the streets. 51 aid trucks entered Gaza, including trucks carrying material to build 2 field hospitals run by the UAE and Jordan. 2 trucks carrying 17,000 gallons of fuel entered Gaza. 180 doctors and nurses entered Gaza. 571 foreign nationals and 67 injured Palestinians were evacuated from Gaza via the Rafah crossing. Jordanian crown prince Hussein arrived in Egypt to oversee the establishment of the Jordanian field hospital, which will be set up in Khan Yunis. Israeli forces shot and killed a 66-year-old Palestinian taxi driver while he working in Hebron. Israeli forces also shot and killed 2 Palestinians during a late-night raid in Tulkarm refugee camp. Elsewhere, Israeli forces also shot and injured 4 Palestinians during a raid in Qalqilya. The UN indicated that 12,500 displaced people, 900 patients, and 1,000 health workers fled the hospital over the weekend, saying that around 200,000 Palestinians have fled northern Gaza to the south since 11/5. The Kamal Adwan Hospital shut down operations after running out of fuel. The main power generator at al-Amal Hospital in Khan Yunis shut down due to a lack of fuel, putting 25 patients at imminent risk of death. Hamas official Osama Hamdan said an agreement on a prisoner exchange had come close several times, but that Israel repeatedly changed the terms at the last minute. Hamdan said most recently an agreement came close that would have seen Israel release 200 children and 75 women and allow fuel through the Rafah crossing in exchange for 50 captives. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished the family home in Shu’fat refugee camp of a 13-year-old boy who was arrested after he allegedly stabbed and killed 1 Israeli soldier on 2/13. The father and brother of the Palestinian child were arrested and beaten by Israeli forces ahead of the demolition. The U.S. condemned the demolition. In Gaza, 241 Palestinians were killed, including 43 members of the same family, and around 500 injured in Israeli airstrikes. Israel said it assassinated Hamas member Mahsan Abu-Zina. Israel also said 1 Israeli soldier was killed and 2 seriously wounded in northern Gaza. Rockets were fired at Israel; no injuries were reported. In Syria, Israeli forces conducted airstrikes near Damascus, killing 3 people said to be members of Hezbollah. The WHO said that diarrhea and chickenpox were spreading in Gaza and warned that there was a risk of cholera and other epidemics. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

PA foreign minister Riyad al-Maliki filed a complaint to the International Atomic Energy Agency over Israeli heritage minister Amichai Eliyahu’s comment that Israel could drop a nuclear bomb on Gaza, calling the comment the “prevailing discourse in Israel” and “an official recognition that Israel possesses nuclear weapons and weapons of mass destruction.” PA president Mahmoud Abbas spoke with Dutch prime minister Mark Rutte, who invited Abbas to the Netherlands. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire.
