Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. In the West Bank, the IDF conducts a house search and raid in Jericho, arresting 2 Palestinians; patrols in Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Jenin. Israeli settlers park a group of mobile homes on Palestinian land nr. Nablus, establishing a new settlement outpost. Elsewhere, Palestinians in a village nr. Ramallah say that the Israeli authorities have informed them that they are planning on opening a major road e. of the city, having kept it closed since 2001 (Israeli forces will open the road on 5/25). Israeli authorities also inform farmers nr. Salfit that they plan to demolish 20 olive trees in the area. In East Jerusalem, Israeli forces and settlers surround and attempt to evacuate a Palestinian-rented home in the Old City, but the tenants’ lawyer secures a stay on a 3/15 eviction order until 5/2015; small clashes break out. Israeli PM Netanyahu says that if he is chosen to serve a 3d consecutive term as PM, there will be no Palestinian state, responding to the confusion on 3/8 when his office refuted a Likud Party statement that said he was disavowing his 2009 Bar Ilan speech, in which he 1st came out in favor of the 2-state solution. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. While it is consistent with existing law protecting the rights of Palestinian refugees that passed under Saddam Hussein, those laws were not thoroughly enforced after his overthrow and around 22,000 Palestinians left Iraq. Tubas, Nablus, and Jenin, arresting 2 Palestinians and sparking clashes nr. Jenin; arrests 5 Palestinians in a village nr. Bethlehem; patrols in 3 villages nr. Hebron, 5 nr. Ramallah, and 2 each nr. Jericho and Qalqilya. A group of Palestinian youth affiliated with Fatah steal a Tnuva milk truck and dump its contents in the middle of al-Manara Square in Ramallah. Tnuva is 1 of the 6 Israeli companies targeted by the boycott initiated by the National Comm. against Israeli Punitive Measures on 2/9. In East Jerusalem, Israeli forces conduct raids in the Old City and al-‘Izzariya, arresting 5 Palestinians and issuing summons to 3. In n. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. In Washington, Israeli PM Netanyahu addresses the AIPAC conference, saying he has a “moral obligation” to warn the U.S. Congress on 3/3 of the dangers of a potential deal with Iran. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. Jericho. Late at night, the IDF conducts 1 house search and arrest raid in a village nr. Hebron. After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

Israeli attacks by land, air, and sea on the Gaza Strip continue, killing 47 Palestinians. A unit of al-Qassam Brigades fighters enters Israeli territory through a cross-border tunnel and kills Israeli soldiers nr. Sufa, e. of Rafah. The Hamas armed wing says that 5 soldiers are killed while the IDF says it is only 2. In fighting in Gaza City, Palestinian fighters wound 3 Israeli soldiers. The armed Palestinian groups fire around 90 rockets into Israel, killing 1 and wounding 3 in a bedouin village in the Negev. The IDF says that its forces have unearthed and destroyed 34 “terror tunnels,” 5 of which crossed the Gaza border fence. The IDF says that Palestinian factions have used up or lost around half of their rocket supplies, with 30–40% destroyed by Israeli attacks, and 10–20% fired into Israel. In the West Bank, IDF troops clash with Palestinian youth in n. Bethlehem, injuring 3 with live ammunition. There are also clashes in Hebron, where IDF troops shoot and injure 1 Palestinian, and in al-‘Arub r.c., where 5 are injured. The IDF conducts house searches and arrest raids in 1 village nr. Meanwhile, French FM Fabius holds talks with Netanyahu about a cease-fire. After the meeting, Fabius tells reporters that“the call for a cease-fire has not been heard, and on the contrary, there’s a risk of more civilian casualties.” Senior Hamas official Usama Hamdan says that Turkey and Qatar are trying to help secure an end to the violence.
