In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. In East Jerusalem, 2 Waqf guards were arrested at the Haram al-Sharif compound; 1 of them was later barred from entering the compound for 1 week. 2 others were arrested at the Bab al-Rahma area of the Haram al-Sharif compound and in Silwan. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. Secretary Blinken also spoke to the soon-to-be Israeli prime minister Yair Lapid, congratulating him on his appointment (see below). (HA, REU, WAFA 6/30; REU 7/1)

The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly stabs and injures 2 Israeli police officers in the Old City. Separately, Israeli forces arrest 22 Palestinians allegedly involved in a Hamas-affiliated wedding in the Old City. In the West Bank, armed Palestinians open fire on IDF troops setting up a mobile checkpoint outside the Ofra settlement, killing 2 soldiers and critically injuring 2 more. After the shooting, the IDF shuts down all roads leading into Ramallah and conducts extensive raids in the area searching for the assailants; 40 Palestinians are arrested. Meanwhile, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israelis outside al-Bireh, lightly injuring 1. Some Palestinian witnesses say that the initial collision appeared to be an accident. IDF troops later conduct raids in al-Bireh, arresting 5 Palestinians and sparking clashes; 2 Palestinians are injured. They also arrest 28 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Bethlehem, and Nablus; and patrol near Tulkarm, Hebron, Nablus, and Ramallah. Israeli settlers throw stones at Palestinian vehicles driving near Nablus, damaging 7 and sparking minor clashes between their IDF escort and Palestinians in the area; there are no reported injuries. Later, the IDF shuts down several checkpoints south of Nablus to secure the area for a settler protest against recent Palestinian violence. Some of the settler protesters throw stones at Palestinian homes in the area; 2 Palestinians are injured and there is no major damage reported. Israeli settlers also throw stones and otherwise assault Palestinians and their property near al-Bireh, Ramallah, Qalqilya, Nablus, and Hebron; 2 Palestinians are injured, 1 Palestinian home is damaged, and 20 Palestinian vehicles are lightly damaged. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. According to a senior Israeli official, Netanyahu also conveyed a message to Hamas threatening to break the cease-fire in Gaza if violence in the West Bank continues. In the evening, approximately 1,000 right-wing Israeli protesters gather outside Netanyahu’s residence in Jerusalem to call for his resignation, burn pictures of Abbas, and push for the IDF to “crush the terrorist authority,” as one protester puts it. An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. IDF troops assault and injure a Palestinian, arrest 9 other Palestinians, issue 1 arrest summons, and confiscate a Palestinian vehicle during late-night raids near Bethlehem, Hebron, Jenin, Tulkarm, and Qalqilya; and patrol near Nablus, Hebron, and Qalqilya. Israeli settlement security guards assault 2 Palestinians near Nablus. The PLO Central Council convenes in Ramallah for the first of 2 days of meetings on a variety of issues facing the Palestinian people. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. In the West Bank, IDF troops arrest 7 Palestinians and issue 4 arrest summons during late-night raids near Tulkarm, Hebron, Bethlehem, and in Nablus; and patrol near Qalqilya and Hebron. They also arrest 2 Palestinian laborers and issue stop-work orders for a building under construction in Hebron. Israeli settlers assault Palestinian construction crews repairing a home on Shuhada Street in central Hebron, causing no major injuries. In East Jerusalem, Israeli forces assault a number of Palestinian children and eventually arrest 2 in the Old City. They arrest 5 more Palestinians during a raid in Silwan and Abu Dis. Weeks after receiving Israeli PM Netanyahu in India, Indian PM Narendra Modi arrives in Ramallah for a visit to the oPt. His arrival marks the first time a sitting Indian PM has visited the oPt. PA pres. Abbas asks Modi to help mediate Palestinian-Israeli peace talks. (TOI, WAFA 2/10)

An IDF helicopter destroys an Iranian drone flying from Syria into the Israeli-controlled Golan Heights, according to an IDF spokesperson (Syrian and Iranian officials deny sending a drone into Israel). The IAF then conducts a number of air strikes on a Syrian airbase near Palmyra, where the drone allegedly took off. During the Israeli sortie, Syrian aerial defense systems shoot down an Israeli F-16, injuring 1 pilot seriously (this marks the first time they have downed an Israeli aircraft since the IDF started flying missions into Syria). The IAF then conducts the “biggest and most significant attack . . . against Syrian air defenses” since the 1982 war in Lebanon, according to a senior IAF official. In the West Bank, Israeli forces again close the main entrance to Luban al-Sharqiyya village near Nablus, following recent clashes in the village (they temporarily closed it on 12/22 after the clashes first broke out). For a 7th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. Meanwhile, IDF troops violently detain 2 Palestinian youths inside an ambulance in Halhul; arrest 3 Palestinians during late-night raids in Hebron and near Ramallah; and patrol in and around Hebron, Tulkarm, and Qalqilya. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

A senior U.S. official says that the Trump administration is not expecting any breakthrough in its efforts to restart PalestinianIsraeli peace talks during the UNGA this week in New York, despite Trump’s scheduled meetings with PA pres. Abbas and Israeli PM Netanyahu. “Achieving peace between the Israelis and the Palestinians remains one of the president’s highest priorities, but the UN meetings will primarily focus on other issues and serve as check-in opportunities,” the official adds. Implementing the security cabinet’s 7/24 decision, Israeli forces overnight remove the metal detectors they installed at Haram al-Sharif after the deadly attack on 7/14. The Islamic Waqf then meets in the morning and announces its decision to “reject any changes [to the status quo at Haram al-Sharif], including technological measures,” such as replacements for the metal detectors that the Israeli cabinet approved on 7/24. The Waqf also calls for the sanctuary to be “opened to Muslim worshippers in a completely free manner to ensure freedom of worship.” A Waqf official says that a comm. will enter the sanctuary, review the situation, and issue a report before the Waqf decides whether to call on Muslims to resume prayers at the site or to continue the boycott. Later, PA pres. Abbas reiterates his plan not to resume relations with the Israeli govt., including security coordination, until all the new Israeli security measures at Haram al-Sharif “cease to exist”; he also reaffirms his support for the Waqf. In response to the Israeli security cabinet’s decision to replace the metal detectors with “advanced technology,” he says, “There are new developments, which we must study so that we can say our word and decide where to go from here.” Meanwhile, tensions remain high across East Jerusalem, with clashes erupting outside the sanctuary and in various other locations across the city (1 Palestinian is seriously injured and 5 are arrested). In the West Bank, IDF troops patrol in Nablus, sparking clashes in and around the city; 2 Palestinians are injured. Further raids in Aida r.c. nr. Hebron throughout the day. Approximately 15 Israeli settler families take over a building in c. Hebron in the evening to protest the Israeli govt.’s “zigzagging” on Haram al-Sharif, according to a spokesperson for the group. Tensions stemming from new Israeli security measures at Haram al-Sharif boil over, with mass protests and clashes erupting across the oPt throughout the day; 3 Palestinians are killed (all in East Jerusalem), 235 are injured, and 27 are arrested (at least 2 Israelis are injured as well). The Islamic Waqf calls on all imams in Jerusalem to conduct their sermons outside Haram al-Sharif, and thousands of Muslim worshippers gather at the sanctuary. The Israeli police deploy heavily across Jerusalem and bar Palestinian men under the age of 50 from the Old City. In the evening, they cut off electricity to a large swathe of East Jerusalem and close the sanctuary to all visitors (it will remain closed through 7/23). In light of the crisis at Haram al-Sharif, PA pres. Abbas suspends all PA contacts with Israel, including security coordination. He also calls on Hamas to dismantle its new administrative comm. in Gaza and to turn the collective Palestinian struggle toward Israel. In the evening, a Palestinian enters the Halamish settlement nr. Bethlehem and stabs 4 Israeli settlers, killing 3 and seriously injuring the 4th. An off-duty IDF soldier hears the attack, then shoots and moderately injures the Palestinian assailant. Hours before the attack, the alleged assailant had posted to Facebook, “I’m going to die for al-Aqsa.” Late at night, the IDF raids the alleged attacker’s hometown, Kobar nr. Ramallah, detaining and interrogating his family and imposing a lockdown on the village. Elsewhere in the West Bank, IDF troops arrest 3 Palestinians during raids in Jenin and nr. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

Following PA pres. Abbas’s meeting with senior U.S. advisor Kushner on 6/21, some Palestinian officials express disappointment with the Trump admin.’s failure to condemn recent reports of Israeli settlement construction, adding that they are especially concerned about this as the U.S.-led effort to restart peace talks begins. One official says, “It is impossible to speak about [bringing the sides] to serious negotiations as long as Israel continues massive construction in the settlements with a green light . . . or thunderous silence [from the U.S.]” (HA 6/22)

Using diesel fuel shipped from Egypt over the past few days, Gaza’s power plant resumes operations for the 1st time since 4/2017 (see JPS 46 [4]). The Egyptian authorities are set to ship another 1 m. L of fuel into Gaza on 6/24. (MNA, TOI 6/22; MNA 6/24)

Israeli PM Netanyahu approves a project to add 300 new housing units to the Beit El settlement in the West Bank. On 6/19, he reportedly told Beit El’s mayor that plans will be formally advanced in 9/2017 in a private meeting. The mayor had been publicly criticizing Netanyahu for holding up the plan. (TOI 6/22)
