In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. In the West Bank, 1 Israeli settler pepper sprayed 1 Palestinian minor in Huwwara. Israeli forces demolished 1 residential structure and 1 agricultural structure in Nabi Musa, demolished 15 commercial structures in Wadi al-Qelt, and demolished 2 homes in Duma. During the demolitions in Duma, Israeli forces shot and injured 1 journalist with a baton round and injured others with tear gas. Israeli forces also notified Palestinians in Hizma and Jaba’ that Israel will seize 500 dunams (123 acres) of land between the 2 villages to expand a settler-only road. 28 Palestinians were arrested during late-night raids in al-Mughayyir, Kafr Malik, al-Bireh, Nur Shams refugee camp, Nablus, Jericho, Aqabat Jaber refugee camp, and Hebron. In Gaza, 12 rockets were launched at Israel, causing no damage. Israeli forces subsequently launched airstrikes at Gaza, causing damage. Israeli foreign minister Eli Cohen met with Abdel Fatah Al Burhan, president of Sudan's Transitional Sovereign Council, in Khartoum. Prime Minister Netanyahu met with French president Emmanuel Macron in Paris. In the West Bank, Israeli settlers threw stones at Palestinian vehicles in Hebron, causing damage. Israeli forces shot and killed 1 Palestinian man after he allegedly rammed his car into an Israeli soldier at the Beit Sira checkpoint, injuring the soldier. Israeli forces also shot and injured 1 Palestinian man driving near Kharas. Elsewhere, Israeli forces demolished 2 Palestinian homes in Jalbun and 2 Palestinian homes in al-Walaja. 12 Palestinians were arrested during late-night raids in Ramallah, Aida refugee camp, Kafl Haris, Beita, Nablus, Nur Shams, ‘Azzun, and Aqabat Jaber refugee camp. In the final communique from the 1st Arab Summit in 3 years, Arab state leaders pledged their continued to support for Palestine, said Jerusalem must be protected, condemned Israeli use of violence against Palestinians, and urged Israel to lift the blockade of Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. At the summit PA president Mahmoud Abbas asked the participating countries to form 2 ministerial committees to support Palestine in international diplomacy. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers stole olive harvesting equipment in Jalud. Israeli settlers also attacked Palestinians harvesting olives near Aqraba, disturbing their harvest. Elsewhere, Israeli settlers with Israeli military escort attacked Palestinians harvesting olives and a member of Rabbis for Human Rights in Awarta, using pepper spray against the member of Rabbis for Human Rights, who was hospitalized. Israeli forces delivered stop-work orders for 12 houses in Duma. Israeli forces also denied Palestinian farmers entry to their lands in Jalud. Elsewhere, Israeli forces seized a tent set up by solidarity activists in Khirbet al-Mufqara and dismantled part of a school in al-Maleh. Israeli forces also violently dispersed a protest in Ya‘bad, injuring 1 with a rubber-coated bullet. 10 Palestinians were arrested during late-night raids in al-Bireh, al-Am’ari refugee camp, al-Zawiya, Beita, and Ya‘bad. In East Jerusalem, Israeli authorities continued to raze Muslim graves at al-Yusufiya Muslim cemetery to make space for an Israeli park near the Haram al-Sharif compound; a video showed Israeli forces ripping a grieving Palestinian mother off her son’s grave before demolishing it. 3 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A hearing at the Israeli supreme court did not yield a decision on the eviction case of the Dweik family in Silwan. The family of 26 is under threat of eviction by the Israeli settler organization Ateret Cohanim, which claims to own the family’s homes. The Palestinian family has lived on the property for more than 50 years, from when Silwan was controlled by Jordan. (AJ, HA 10/25)

PA president Mahmoud Abbas promised a delegation from the 6 Palestinian rights organizations that were classified, by Israel, as terrorist organizations on 10/22 that the PA would take action against the decision. The head of the Israeli Labor party and transportation minister Merav Michaeli also criticized the Israeli government’s decision. Transportation Minister Michaeli’s main criticism was the manner in which the classifications were announced and that it could damage Israel’s relations with its allies. (HA 10/25; MEMO, WAFA 10/26)

In Sudan, the prime minister of the transitional government Abdalla Hamdok was placed in house arrest and 4 cabinet ministers were arrested in a military coup. Sudan’s interim government made moves to normalize relations with Israel in 2020 after a deal was made with the U.S. to take the country off the list of state sponsors of terror and to erase state debt to the U.S. Later in the day, the U.S. announced that it would freeze $700 million in aid for Sudan and that the normalization deal with the U.S. and Israel will have to be reevaluated. In the West Bank, Israeli settlers leveled Palestinian agricultural land near Deir ‘Ammar before Israeli forces removed them from the area. Israeli forces sealed off Sabastia for the 2d day in a row and closed Palestinian stores. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bani Na‘im, Bayt Awa, Ya‘bad, and Beit Sira. In East Jerusalem, some 600 Israeli settlers toured the Haram al-Sharif compound. 6 Palestinians were arrested in Silwan, al-Tur, Isawiya, and at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya and east of Dayr al-Balah. Israeli forces also opened fire at Palestinian agricultural lands east of Khan Yunis and Beit Hanun; no injuries were reported. The PA commission of detainees’ affairs said in a statement that 1 39-year-old Palestinian who died of leukemia 7 months after being released from an Israeli prison perished because of medical neglect while he was incarcerated by Israel. (AJ, WAFA, WAFA 9/23)

The PLO rejected an agreement made between the U.S. and UNRWA to keep the U.S. providing funds to the agency, saying that the agreement is an attempt to abolish the Right of Return for Palestinian refugees. (WAFA 9/23)

It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Representatives Alexandria Ocasio-Cortez (D-NY) and Hank Johnson (D-GA) voted present. Representative Tlaib gave a speech before the vote calling Israel an apartheid state, drawing ire from several pro-Israel Democrats, including Ted Deutch (D-FL) who said that calling Israel an apartheid state was anti-Semitic. Later, Israel’s envoy to the UN Gilad Erdan said that the 9 representatives who voted against the bill were “either ignorant or antisemitic.” It is estimated that the deployment of the Iron Dome during May cost Israel a maximum of $120 million. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. Texas is the 4th state to divest from Ben & Jerry’s over its decision to stop selling ice cream in West Bank settlements and to move its franchise regional office from Israel. (NWK 9/23; JP 9/24)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets. Palestinians continued protesting against the PA for the 4th day in a row after PA forces killed Nizar Banat, an outspoken critic of the PA, on 6/24. PA forces violently dispersed protesters in Ramallah, Hebron, and Bethlehem, beating several protesters. Israeli forces arrested 4 Palestinians during late-night raids in Anata and Hebron. In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. At the confirmation hearing for Antony Blinken, U.S. president-elect Joe Biden’s pick for secretary of state, Blinken said he supported the normalization deals made between the U.S., Israel, and Morocco, and Sudan, Bahrain, and the UAE. In an ad for an upcoming route to Tel Aviv, the UAE-owned airline Etihad featured a drawing of the 2d Temple as point of interest for visitors. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state.
