In the West Bank, 1 Israeli settler was lightly injured by glass shards from his vehicle after his car was hit by live ammunition near Huwwara. Israeli settlers set up tents on Palestinian-owned land near Yatta. Hundreds of Palestinians took part in a funeral procession from Ramallah to Nabi Salih for the 2-year-old Palestinian boy who was critically injured by Israeli forces on 6/1 and died of his wounds on 6/5. Israeli forces attacked Palestinians in Nabi Salih after the funeral, injuring 1 with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces uprooted 50 olive trees in Hizma. Israeli forces also temporarily seized, for 3 days, parts of a 3-story house in Zeita for a military outpost. Meanwhile, Israeli forces demolished 1 house in al-Mazra’a al-Gharbiya. 11 Palestinians were arrested during late-night raids in Tammun, Tulkarm, Qabatiya, Nablus, and Beit Fajjar. In East Jerusalem, 5 Palestinian families demolished their own homes in Wadi Qaddum, displacing more than 30 Palestinians. In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Balata refugee camp on 2/8. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Elsewhere, Israeli forces raided Nablus to take measurements for punitive demolition of 2 homes belonging to families of 2 Palestinians accused of killing an Israeli soldier in October 2022. 1 Palestinian was injured by live ammunition and 20 others by tear gas while protesting the incursion. 11 Palestinians were arrested during late-night raids in Bil’in, Hizma, al-Ram, al-Khader, Jaba’, and Deir Sharaf. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided Shu’fat refugee camp, causing tear-gas related injuries. Israeli forces issued a demolition notice for 1 Palestinian home in Kafr ‘Aqab. 2 Palestinians were arrested during a late-night raid in Isawiya. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

Israel prevented Ana Miranda, a Spanish member of the European parliament, from entering the West Bank and deported her to Spain after she arrived at Ben Gurion Airport. (WAFA 2/21; MEMO 2/22)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. In the West Bank, 1 Israeli settler pepper sprayed 1 Palestinian minor in Huwwara. Israeli forces demolished 1 residential structure and 1 agricultural structure in Nabi Musa, demolished 15 commercial structures in Wadi al-Qelt, and demolished 2 homes in Duma. During the demolitions in Duma, Israeli forces shot and injured 1 journalist with a baton round and injured others with tear gas. Israeli forces also notified Palestinians in Hizma and Jaba’ that Israel will seize 500 dunams (123 acres) of land between the 2 villages to expand a settler-only road. 28 Palestinians were arrested during late-night raids in al-Mughayyir, Kafr Malik, al-Bireh, Nur Shams refugee camp, Nablus, Jericho, Aqabat Jaber refugee camp, and Hebron. In Gaza, 12 rockets were launched at Israel, causing no damage. Israeli forces subsequently launched airstrikes at Gaza, causing damage. Israeli foreign minister Eli Cohen met with Abdel Fatah Al Burhan, president of Sudan's Transitional Sovereign Council, in Khartoum. Prime Minister Netanyahu met with French president Emmanuel Macron in Paris. According to the French daily Le Monde, Macron told Netanyahu that “France will assume that Israel has disconnected from the two countries’ democratic perception,” if Netanyahu moves ahead with his planned changes to the Israeli judicial system. The EU announced a support package to Palestine worth $319 million, including $214 to the PA, $32 for clean water projects in Gaza, $29 to small and medium sized businesses, $13 million earmarked for Palestinians in East Jerusalem, $8.5 million for infrastructure in Area C, and $5 million for judicial support. In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In East Jerusalem, Israeli settlers assaulted church officials at the Church of the Holy Sepulchre, causing injuries and 1 hospitalization. 8 Palestinians were arrested during late-night raids in Shu‘fat and Shaykh Jarrah. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. The casualties included: 4, including 1 pregnant woman and 1 child, and 2 were wounded in air strikes on 2 houses in Dayr al-Balah; 2, including 1 child, during air strikes in Jabaliya; 2 in air strikes on apartment buildings in Gaza City; 1, and 1 child wounded in artillery shelling in Bayt Hanun; 1 by live ammunition while on agricultural lands east of Juhur al-Dik; 1 Palestinian succumbed to wounds sustained on 5/13 during an air strike on Bayt Hanun; 2 bodies of unidentified Palestinians arrived at al-Shifa Hospital. 7 residential buildings and 1 youth center were demolished in Israeli attacks on Khan Yunis. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. Prime Minister Shtayyeh also spoke with Facebook executives about Facebook’s censuring of Palestinian voices on its platforms. (WAFA, WAFA 5/19)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

Haaretz reported that applications for gun licenses in Israel had risen 7-fold in the past weeks as violence had been rising in Israel. (HA 5/19)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. This was the 4th time the UNSC had met to discuss the escalation between Hamas and Israel since it began and the 4th time that the U.S. has blocked a statement. (AX 5/18; AJ, REU 5/19; HA 5/20)

South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. In the West Bank, Israeli settlers vandalized 15 olive trees in Artas. Israeli settlers with military escort also forced Palestinian farmers to leave their land in Kisan. Elsewhere, Israeli settlers vandalized Palestinian-owned vehicles in Bruqin. Israeli authorities issued a military order seizing more than 658 dunams (163 acres) of Palestinian-owned land in al-‘Ubaydiyya. 10 Palestinians were arrested, including 4 near the separation barrier and 6 during raids in Hizma, Hebron, al-‘Arub refugee camp, and Nablus; clashes erupted during the raid in Hizma, leading to tear-gas related injuries. Demonstrations against Israeli prime minister Benjamin Netanyahu continued for the 37th Saturday in a row. Protesters were demanding Prime Minister Netanyahu’s resignation over Israel’s COVID-19 response, handling of the Israeli economy, and the corruption cases against him. (HA 3/6; WAFA 3/7)

Lebanese caretaker prime minister Hassan Diab threatened to resign to pressure politicians to form a government. Diab’s threat came as Lebanon entered the 5th day of mass protest as the country is facing a deep financial crisis in parallel with its political crisis. (HA, REU 3/6; AJ 3/7)

In the West Bank, Israeli forces seized 12 residential tents in Khirbet Humsa; this marked the 4th time Israeli forces seized and demolished structures in the bedouin community this month. Israeli forces also demolished 1 house under construction in Tuqu‘ and 2 agricultural structures in al-Khadir. 19 Palestinians were arrested during raids in and around Nablus, Qabatiya, Jenin refugee camp, Anabta, Hizma, Qalandia refugee camp, Bethlehem, Jericho, and Hebron; clashes erupted during the raid in Qalandia, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished a 2-story apartment building in Issawiyya, displacing 4 families consisting of 17 members, including 12 children; according to 1 of the Palestinians living in the building, a Waqf guard who was a Shin Bet coordinator had told him 6 months prior that “there’s a 90 percent chance that your house will be demolished.” Israeli forces also demolished 2 Palestinian-owned shops in Sur Bahir. Israel also banned 1 Palestinian from al-Tur, where he lives, for 2 weeks. 2 Palestinians were arrested during a late-night raid in Kafr ‘Aqab; clashes erupted during the raid, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces sank 1 Palestinian fishing boat after opening fire at Palestinian fishermen 6 nautical miles northwest of Khan Yunis; no injuries were reported. The World Bank said that the PA faces a funding gap of $30 million to secure the needed COVID-19 doses for a successful vaccination campaign in the West Bank and Gaza. The World Bank called on other countries to donate to shrink the gap. (AJ, HA 2/22)

Axios reported that U.S. secretary of state Antony Blinken asked his Israeli counterpart Gabi Ashkenazi to facilitate the transfer of more COVID-19 vaccines to the West Bank and Gaza. (AX, TOI 2/23; HA 2/24)

In the West Bank, Israeli forces raided Kafr Malik, leading to clashes with Palestinians; 1 Palestinian was shot by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also razed hundreds of olive trees near Tubas. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in Sawahara al-Sharqiyya, seized 2 agricultural structures in Khan al-Ahmar, and demolished 1 mosque in a Bedouin community near Yatta. Palestinians protested the PA presidential decrees published on 1/11, which critics say serve to bolster the PA presidency at the expense of the judicial branch of government; the protests were held in front of the court complex in Ramallah. 18 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Madama, Sabastiyya, Hizma, Hebron, and Birzeit. The PA announced it had decided to close the Allenby border crossing with Jordan to prevent the spread of new COVID-19 virus variants. The closure is in effect until 2/3. (WAFA 1/28)

After Israel refused to allow restoration work on the Dome of the Rock and other holy places in the Haram al-Sharif compound, Jordan’s foreign minister Ayman Safadi said Israel had agreed to retract its objections and allow the restoration work. (WAFA 1/27; WAFA 1/28)

Member of the Palestinian-Israeli Balad party Mtanes Shehadeh said after a meeting among members of the Arab Joint List that the list will likely be dissolved before the next election due to “fundamental political differences.” 1 of the reasons the Arab Joint List is having irreconcilable differences is that Mansour Abbas, the leader of the United Arab List, is seeking closer ties with Israeli prime minister Benjamin Netanyahu. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. Large protests broke out in Tripoli in Lebanon, leading to confrontations between police and protesters. 1 protester was reported dead and 226 people injured, including 26 police officers. The protesters started taking to the street on 1/25, demonstrating against the COVID-19-related lockdown measures and deteriorating living conditions. (AP 1/27; AP 1/28)

The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Secretary Blinken also spoke with the Israeli foreign minister Gabi Ashkenazi over the phone to discuss, among other issues, expanding the Trump administration’s normalization efforts. At her confirmation hearing, Linda Thomas-Greenfield, U.S. president Joe Biden’s nominee for UN ambassador, said that she finds the BDS movement “unacceptable” and that it is on “the verge of antisemitism.” Thomas-Greenfield also said she was looking forward to combatting “anti-Israel bias” at the UN and hoped to see more countries join normalization deals with Israel and the U.S. (HA, MEE, TOI 1/27)

In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel.
