Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops make a brief incursion into n. Gaza to level land and clear lines of sight along the border fence n. of Bayt Hanun, occasionally firing on the surrounding area to keep Palestinians away (no injuries reported). In the West Bank, the IDF demolishes 2 Palestinian water tanks serving Palestinian agricultural land in area C; bulldozes 1 d. of agricultural land nr. Qalandia (n. of Jerusalem) that was previously confiscated for construction of the separation wall; conducts morning patrols in Qalqilya and 1 nearby village, 2 villages each nr. Ramallah and Tulkarm, and 1 nr. Jericho; afternoon patrols in 2 villages nr. Ramallah and 1 nr. Jenin; late-night arrest raids, house searches in and around Hebron; and late-night patrols in Bayt Umar, Birzeit, Jericho and 1 nearby village, Tulkarm, and 2 villages nr. Hebron and Ramallah (firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them). Jewish settlers fr. Yitzhar settlement nr. Nablus, escorted by IDF troops, throw stones at a Palestinian elementary school in nearby Ourif village; when local Palestinians throw stones back at the settlers, IDF soldiers fire tear gas at them to force them to disperse, causing no serious injuries. A Turkish official says that Turkey has blocked NATO from inviting Israel to participate in a NATO summit planned for Chicago in 5/2012 as part of a NATO outreach program to boost ties with nonmember states. NATO officials deny that the issue was ever discussed. Israel does not comment. (WP 4/24)

Jordan announces that Israel and the Palestinians have agreed to send their chief negotiators to Jordan on 1/3 to meet with Quartet officials. Though the parties stress that the meeting will not be a formal negotiating session, it will mark the 1st time the negotiators have met since 9/2010. The Quartet hopes that Palestinian chief negotiator Saeb Erakat and Netanyahu’s personal emissary Yitzhak Molcho will present their positions on security and borders and agree on the agenda for future direct talks, technically relaunching negotiations by the Quartet’s selfimposed 1/26/12 deadline (see QU in JPS 162 for background). Erakat says the Palestinian demand for a settlement freeze still stands and that the Palestinians have agreed to attend out of respect for Jordan. (HA 1/1; NYT, WP, WT 1/2)

The IDF conducts morning patrols in 3 villages northwest of Jenin (firing rubber-coated steel bullets at stonethrowing youths in 1 instance, causing no serious injuries); conducts synchronized afternoon patrols in 2 villages nr. Ramallah; conducts evening patrols in 2 villages nr. Ramallah (firing rubbercoated steel bullets at stone-throwing youths in 1 instance, causing no serious injuries), and 1 each nr. In the West Bank, the IDF patrols in Tulkarm in the evening and in Birzeit and 5 villages s. of Jenin late at night. Jewish settlers fr. Ofra settlement nr. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Israel retaliates with 3 air strikes on a Hamas security compound in Gaza, killing 2 Hamas mbrs. guarding the site, wounding 2 bystanders. Israeli naval forces fire on Palestinian fishing boats off the n. Gaza coast, wounding 1 fisherman. In the West Bank, the IDF patrols in Tulkarm in the morning, randomly stopping Palestinians to check their IDs; storms an al-Wataniya cell phone transmission tower nr. Jenin, searching the site and surrounding area for 2 hrs.; uproots 400 d. of Palestinian olive trees nr. Nablus, hauling them away; patrols in Jiftlik village nr. Jenin and nearby Aqabat Jabir and ‘Ayn al-Sultan r.c. in the evening; conducts late-night patrols and arrest raids in Birzeit and nr. Salfit. Hamas authorities violently disperse a demonstration by students at al-Quds Open University calling for national reconciliation, killing 1 Palestinian student. In Syria, where there have been a handful of small antigovernment actions since 2/16, 200 protesters (students, activists, families of prisoners) gather outside the Interior Min. to demand the release of political prisoners. Security forces storm the gathering, arresting 36, including a 10-yr.-old boy. Meanwhile, Syrian activists have organized a Facebook fan page online (with more than 47,000 fans) called “The Syrian Revolution 2011,” calling for massive protests after Friday prayers on 3/18. In Bahrain, govt. soldiers firing tear gas and rubber bullets and backed by tanks and helicopters clear Manama’s Pearl Square of protesters and remove a tent city that has been in place for weeks; 3 protesters and 2 security officers are killed. (NYT, WP, WT 3/17)

As the quarter opens, Israel maintains a tight siege of Gaza aimed at unseating the governing Hamas authority, in control since 6/2007. The Israel Defense Forces (IDF) enforces a 300-m deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya and Rafah coasts, and 3 naut. mi. elsewhere—restrictions that place 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated to the Palestinians under the Oslo accords off limits to Palestinians. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), IDF operations and restrictions on movement and access continue but are relatively low. Regionwide antigovernment protests, which toppled the Egyptian and Tunisian regimes last quarter, continue (see Quarterly Update in this issue and in JPS 159). In Bahrain, demonstrators for the 1st time shift fr. calling for a transition to a constitutional monarchy to calling for the ouster of the monarchy altogether. Syria sees its 1st hint of unrest when more than 500 protesters in Damascus spontaneously rally to the defense of a motorist being beaten by a police officer and refuse to disperse, chanting “The Syrian people will not tolerate humiliation” for more than 3 hrs. until Interior M Saed Samour personally goes to the scene to pledge to punish the policeman. Major clashes between govt. forces and protesters seeking regime change are reported in eastern Libya, while modest demonstrations in Yemen call for the president to step down. (NYT, WP, WT 2/17)

IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF bulldozes several wells and confiscates irrigation equipment nr. Kiryat Arba and Harsina settlements in Hebron, calling the area a closed military zone; conducts latenight patrols in Birzeit, making no arrests; conducts late-night arrest raids, house searches nr. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. The IDF also fires on stonethrowing Palestinians in Dura, wounding 8. Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured.
