U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. In the Gaza Strip, IDF troops open fire on Palestinian workers, injuring one farmer with live ammunition as he picks watermelons. Following the incident, an IDF spokesperson says that soldiers shot at Palestinians attempting to damage the border fence. Israeli naval vessels open fire on Palestinian fishermen off the coast of the Gaza Strip, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning, and in Hebron, 1 village nr. Qalqilya, 1 village nr. Bethlehem and Dahaysha r.c. nr. Bethlehem at night; patrols in 2 villages nr. Tulkarm, 1 village nr. Jenin, 1 village nr. Qalqilya, and 1 village nr. Bethlehem in the morning, in 2 villages nr. Jenin and 1 village nr. In the West Bank, the IDF opens fire on Palestinians who threw stones at a routine patrol in al-Khadir village nr. Bethlehem, wounding an 11-year-old with a rubber-coated metal bullet. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village each nr. Jenin, Qalqilya and Tulkarm in the morning, in 2 villages nr. Qalqilya, 2 villages nr. Tulkarm, and in 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, and Tulkarm and 1 village nearby at night. In East Jerusalem, Israeli security forces clash with Palestinians in the Abu Dis and Eizariya neighborhoods while conducting arrest raids, detaining 29. Meanwhile, in Israel, security forces demolish 11 structures and tents in Attir and 3 homes in Beer al-Mashash, 2 Bedouin villages in the Negev. Israel’s Housing Ministry releases a tender for the construction of 300 new homes in Ramot, a settlement in East Jerusalem, and also confirms a decision to sell 797 housing units in Moradot Gilo, another East Jerusalem settlement. A U.S. State Dept. spokesperson describes the move as “counterproductive,” while Palestinian chief negotiator Saeb Erakat says that the announcement sabotages U.S. Secy. of State John Kerry’s efforts to restart peace talks. Israeli officials stress that the announcement is not new construction but a republication of a tender previously issued. (AP, HA 5/30)

Syrian pres. Bashar al-Asad says during an interview with Al-Manar TV that Russia is still committed to supplying his country with S-300 air defense missiles. Meanwhile, the UN Security Council agrees to add Jabhat al-Nusra, an al-Qa‘ida-linked rebel group operating in Syria, to a UN sanctions blacklist that imposes an assets freeze, travel ban, and arms embargo on the associated individuals and entities. Debate over moving toward a universal draft threatens to split Netanyahu’s newly expanded coalition. UltraOrthodox groups, angry over calls to remove their exemption from service based on religious reasons, raise the issue of service waivers for Palestinian citizens of Israel. The 2002 Tal Law exempting ultra-Orthodox Jews engaged in religious studies was invalidated by the High Court in 2/2012 and is set to expire at the end of 7/2012. (NYT 6/30)

Israel’s Housing Min. publishes tenders for the construction of 171 housing units in Gilo and Pisgat Ze’ev settlements in East Jerusalem. IDF troops on the Gaza border e. of Bureij r.c. catch and arrest 3 Palestinians (including 2 teenagers) attempting to sneak into Israel to find work. In the West Bank, the IDF patrols in 2 villages each nr. Ramallah and Salfit in the morning; and in 2 villages nr. Tulkarm and 1 each nr. Qalqilya and Ramallah late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 5 Palestinians are lightly injured by tear gas canisters (4 in Kafr Qaddum, including a child; 1 in Bil‘in). UNESCO’s World Heritage Comm. approves (13–6) a Palestinian request to place Church of the Nativity in Bethlehem on its list of world heritage sites at risk because of its urgent need for repairs. The U.S. strongly opposed the request, stating the church was not imperiled. Israel denounces the vote, saying, ‘‘UNESCO is motivated by political and not cultural considerations.’’ (WP 6/30)

Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. The IDF continues operations in Khan Yunis until midday, killing another 2 Palestinian resistance mbrs., wounding around 23; sends troops into Bethlehem, arrests a 9-yr.-old Palestinian boy, takes him to Gilo checkpoint at the entrance to town, where troops question him for 4 hrs. before releasing him, leaving him to walk home; tightens Palestinian movement around Nablus; fires on residential areas of Rafah, injuring a 4-yr.-old and a 16-yr.-old Palestinian inside their homes; conducts arrest raids, house searches in Qalqilya. Palestinians fire 3 Qassam rockets toward Sederot, 2 land inside Israel and 1 in n. Gaza, causing no damage or injuries. A Palestinian dies of injuries received in Jabaliya r.c. on 10/1/04. In the morning, the IDF sends troops, tanks into Balata (an AMB stronghold); surrounds and attacks Jenin r.c. without entering it. The massive two-pronged operation, called Colorful Journey, meets strong resistance, touching off fierce gun battles that continue into the night, leaving 1 IDF soldier and at least 11 Palestinians dead (4 in Balata, including Balata AMB leader Kayid Abu Mustafa; 7 in Jenin, including 6 PSF officers), wounding over 150 Palestinians (over 100 in Balata, 40 in Jenin). Troops bar ambulances fr. entering the camps to aide the wounded. In the afternoon, the IDF declares a brief cease-fire, ordering unarmed residents to leave Balata, but few do--most fearing permanent exile. The IDF cuts electricity and water to the camp; evicts, demolishes several Palestinian homes at the edge of the camp; conducts house-to-house searches, breaking through walls to move fr. building to building, demolishing at least 5 homes, damaging 100; occupies a UN-operated boys school. Israel says the operation is designed to arrest Palestinians wanted for "terrorist attacks," but none are arrested during the day. As the day progresses, violence spreads to other West Bank towns, especially in the Bayt Jala-Gilo area. The IDF also sends tanks to surround Tulkarm; tightens closures on Dayr al-Balah, Gaza City, Qalqilya, Ramallah, as well as access to Jerusalem; shells residential areas of Khan Yunis; occupies a PSF post in Tamun; directs heavy machine gun fire at Aida r.c., Bayt Jala, Bethlehem; bulldozes Palestinian land in Azariyya for construction of a settler bypass road. In response to the mortar attack on Gilo on 10/18, the IDF sends tanks, bulldozers into Bethlehem, Bayt Jala; occupies 10 Palestinian buildings in Bethlehem (including 2 hotels to house troops), several in Bayt Jala. The incursions spark clashes, which leave 3 Palestinians dead and at least 16 Palestinians, 1 IDF soldier injured. In Ramallah, 2 Palestinians are killed by IDF shelling; a 6th Palestinian is killed in Gaza. IDF tanks completely surround Bayt Sahur, Nablus, Qalqilya. The IDF also directs shells, heavy machine gun fire at Bayt Hanina, Hebron, Jinin, Khan Yunis, Tulkarm; occupies a Palestinian home nr. Qarni crossing. The IDF assassinates Izzeddine al-Qassam Brigades's Bethlehem regional cmdr., Omar Saada, firing 2 wire-guided missiles at his home, also killing a Hamas colleague. When neighbors and relatives come to the scene to survey the damage, the IDF fires a 3d missile, killing Saada's brother (a peace activist) and a 4th Palestinian, wounding 10. The PA arrests 5 Palestinians for allegedly collaborating with Israel on the strike. For the 1st time, West Bank Palestinians fire 2 mortars at the Jewish settlement of Gilo, outside Jerusalem, causing no damage. The IDF directs shells, heavy machine gunfire at Bayt Jala, Bayt Sahur in response. The IDF also shells residential areas of Qabatiyya (destroying a Force 17 post), Tulkarm; raids al-Arub, Fajar, al-Fawar, Salfit; places a closure on Qalqilya, reinforces troops in the area. Jewish settlers vandalize Palestinian cars in al-Fawar. The IDF says it defused 2 bombs in Tel Aviv, outside a West Bank settlement. Sharon phones Bush to urge him to press for a statement strongly condemning Arafat at the upcoming G-8 summit. Sharon also reportedly tells Bush that Israel plans to carry out "preventive operations" in the near future. An hr. later, Sharon receives a call fr. Powell urging Israeli restraint, but, late this evening, the IDF sends tank, troop reinforcements into the West Bank in its largest deployment since the start of the al-Aqsa intifada, raising speculation that a massive attack is imminent. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." Palestinians in Bethlehem, Gaza City, Nablus, Qalqilya, Ramallah demonstrate against the Sharm mtg. 1,000s of Egyptian students in Cairo, 7,000 Palestinian refugees in Tripoli, Lebanon, hold similar demonstrations.
