Israel advances plans to build 1,100 Jewish settlement housing units in Gilo in southern East Jerusalem nr. Bethlehem. The U.S. says it is “deeply disappointed,” and calls the move “counterproductive” to peace. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts synchronized daytime patrols in 2 villages s. of Jenin; conducts separate patrols in 1 village nr. Tulkarm in the morning and 2 nr. Jenin in the evening. Jewish settlers erect racist banners against Palestinians along the Tulkarm–Nablus road nr. Einav checkpoint. The Arab League ends 2 days of talks in Libya to debate whether to re-endorse proximity talks without reaching an agreement, though members renew support for the 2002 Arab League initiative offering full normalization for full peace. (WP 3/29; WJW 4/1)

The IDF makes a brief incursion into s. Gaza e. of Abasan to level land along the border fence to clear lines of sight. In the West Bank, 10s of Palestinians, Christian clerics, and international activists take part in a nonviolent march from Bethlehem to the main IDF checkpoint to Jerusalem to protest Israeli restrictions on Christians entering Jerusalem today, Palm Sunday; IDF troops beat marchers, arrest 12 Palestinians (including Fatah Central Comm. mbr. Abbas Zaki; all are released on 4/1) and 4 internationals (releasing them later in the day), and seal the Gilo crossing to Jerusalem (including to medical cases and tourists) through 3/31. Israeli-Palestinian clashes continue, leaving 4 Palestinians dead. The IDF declare a curfew, reinforces its positions in Bayt Jala, saying forces will remain in the town indefinitely--marking Israel's 1st reoccupation of West Bank area A. State Dept. spokesman Richard Boucher warns Israel that it is inflaming the conflict, urges Syria to keep a rein on Hizballah. Among the buildings taken over by the IDF are 5 Palestinian homes and the Evangelical Lutheran Church of America's orphanage, where troops turn the upper floors into a firing base for heavy machine guns. Residents of the occupied homes, orphanage are confined to a single room of their homes; the Lutheran bishop accuses the IDF of using the 45 children in the home as human shields. Troops also level a number of Palestinian houses; skirmish with Palestinians at Aida refugee camp, nr. Bayt Jala. Fighting around Bayt Jala and Gilo intensifies throughout the day, leaving 1 Palestinian dead, at least 6 injured. Palestinians fire 6 mortars at Gilo, causing damage but no injuries, marking the 1st sustained mortar attack in the West Bank. The IDF also sends undercover units into Hebron to capture PSF Hebron cmdr. Abdallah Salim; sends forces into Rafah refugee camp to demolish another 14 homes, wounding 12 Palestinians; sends troops into Dayr al-Balah camp, touching off gun battles; bulldozes part of a school, 50 olive trees in Abu Najim; shells residential areas of Dayr Samit, Dura, Kharsa; conducts arrests raids in Jalbun; seals a main north+nsouth Gaza road. In Ramallah, 10,000s of Palestinians attend the funeral of PFLP leader Mustafa. In refugee camps in Jordan, Lebanon, Syria, 1,000s of Palestinian refugees protest Mustafa's assassination. In Amman, 100s of demonstrators call for the Israeli amb. to be expelled. Outside the Israeli DMin. in Tel Aviv, 100s of Israelis demonstrate against the IDF incursion into Bayt Jala, Bethlehem. In Ramallah, 2 IDF missiles narrowly miss the car of Fatah tanzim leader Marwan Barghouti in an apparent assassination attempt. Israel claims that a Force 17 mbr. traveling in a 2d vehicle, injured in the attack, was the intended target. Arafat appeals to the U.S., China, the EU, Russia to intervene with Israel to prevent violence fr. spinning out of control. The IDF also destroys a Palestinian olive grove nr. Nablus, 20 dunams of agricultural land in Jericho; shells residential areas nr. Bethlehem. The Arab League closes its 2-day emergency session, issuing a nonbinding resolution calling for a $1 b. Palestinian aid fund, recommending Arab states postpone further normalization with Israel. Barak formally suspends the peace process. In response, Arafat states that Palestinians have a right to an independent state with Jerusalem as its capital and "to accept it or not to accept--let [Barak] go to hell." Meanwhile, Israeli-Palestinian clashes escalate further, leaving 4 Palestinians dead, over 100 injured; 2 others die of injuries received earlier. The most violent exchange is nr. Bethlehem, where the IDF orders residents of Aida camp, Bayt Jala, Bayt Sahur to evacuate their homes before ordering machine guns, tanks, and helicopter gunships to fire into the area, targeting buildings fr. which snipers shot into nearby Gilo settlement and destroying 2 Palestinian factories, several houses, a power plant. The gunfire continues overnight. In Gaza, the IDF bulldozes Palestinian agricultural land along roads leading to Morag settlement. Israel also recloses the Gaza airport, reinstates the internal closure on PA areas, shuts crossings into Egypt and Jordan. In Cairo, 1,000s of Egyptian students protest the failure of the Arab League summit to cut ties with or to call for military action against Israel. There are also reports of at least 1 Palestinian protest in Bethlehem denouncing Arab leaders, especially Mubarak, for the weak Arab League statement. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." Hamas's Shaykh Ahmad Yasin, West Bank Fatah leader Marwan Barghouti say their supporters will continue the uprising despite the Sharm agmts. The DFLP, Islamic Jihad, Popular Front for the Liberation of Palestine issue similar statements. Palestinians in Bethlehem, Gaza City, Nablus, Qalqilya, Ramallah demonstrate against the Sharm mtg. 1,000s of Egyptian students in Cairo, 7,000 Palestinian refugees in Tripoli, Lebanon, hold similar demonstrations.
