In the West Bank, Israeli settlers raided Jalud, setting fire to vehicles and throwing stones at homes. Israeli settlers also assaulted Palestinians and stole olive harvest in Khirbet Yanun. Elsewhere, Israeli settlers raided a store in al-Zawiya, vandalizing it and steal items. Israeli settlers also threatened Palestinians in the al-Ka’abneh community near Jericho with death if they did not flee their village; the settlers threw stones at Palestinians, vandalized a vehicle and stole another. Meanwhile, Israeli settlers with military escort also attacked Palestinians in Qarawat Bani Hassan, stealing cash and vandalizing property. Israeli settlers also attacked Palestinian shepherds in the Masafer Yatta area and vandalized 50 olive trees in Qusra. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 1 child during a riad in Sa’ir. East Jerusalem, Israeli forces sealed off the family homes in Sur Baher of 2 Palestinians who were killed after they shot and killed 3 Israelis in West Jerusalem on 11/30 in preparation for punitive demolitions. In Gaza, Israeli forces killed at least 180 Palestinians and injured more than 589 after the ceasefire expired at 7 a.m, including a family of 5 fleeing northern Gaza to the south on Salah al-Din Street and in bombardments on Rafah, al-Maghazi refugee camp. Israeli forces also bombed an ambulance outside of al-Shifa hospital, killing 2 paramedics. Elsewhere, Israeli forces attacked al-Awda Hostpial, causing damage and dropped leaflets in al-Qarara, Khuza’a, Abasan, and Bani Suheila, telling Palestinians to flee to Rafah. Rockets and mortar shells were fired at Israel, injuring 5 soldiers in Nirim. In Lebanon, Israeli forces shelled Hula, killing 2 civilians and 1 member of Hezbollah. Rockets were fired from Lebanon at Israel. In Yemen, Israeli forces reportedly attacked a missile warehouse in Saana. More than 15,180 Palestinians have been killed by Israeli forces in Gaza, including at least 6,150 children and 4,000 women, and around 37,000 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 242 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 63 children. More than 3,200 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Red Crescent said Israeli forces prevented aid trucks from entering Gaza via the Rafah crossing. The Palestinian Journalists Syndicate said 67 Palestinian journalists had been killed by Israel since 10/7. UNRWA reported a Hepatitis A outbreak at 1 of its shelters. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Israel published a map of Gaza dividing it into hundreds of small parcels, saying it will notify Palestinian civilians to leave the parcels when Israel intends to attack them. (AJ, UNOCHA 12/1)

Addameer said conditions in Israeli prisons had deteriorated significantly since 10/7, noting that 6 Palestinians had died and that prisoners are denied medical care, electricity, family and lawyer visits, and sufficient food and water. The UN Human Rights Office in the occupied Palestinian territories expressed concern over the “massive rise in the number of Palestinians arrested and detained, the number of reports of ill-treatment and humiliations suffered by those in custody, and the reported failure to adhere to basic due process.” (AJ, HA, REU, UNOCHA 12/1)

Israeli national security minister Itamar Ben-Gvir said Israel “must return to and crush Gaza with all our might.” (AJ 12/1)

U.S. secretary of state Antony Blinken claimed that Israel had taken steps to minimize civilian causalities by telling Palestinians in Gaza where they can go to safe zones. Blinken also spoke with Israeli strategic affairs minister Ron Dermer calling on Israel to allow the same amount of aid into Gaza as during the ceasefire period. (HA 12/1; AX 12/2)

Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The Israeli consul general in Atlanta Anat Sultan-Dadon called the self-immolation an act of hate towards Israel. (AJ, HA, NYT 12/1; AJ 12/2)

The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. UN secretary-general spokesperson Stephane Dujarric said “[w]e need to make sure that there’s agreement and everybody is ok with the people we send,” calling Israeli slander against Hastings “unacceptable.”  (AJ, HA 12/1)

Spanish prime minister Pedro Sanchez spoke with Israeli war cabinet member Benny Gantz, saying Israel had a right to defend itself but said they civilian death toll in Gaza was unbearable. (AJ 12/1)

The Wall Street Journal reported that U.S. had provided Israel with BLU-09 bunker busting bombs weighing 2,000 pounds each. The Journal said the U.S. had provided Israel with 15,000 bombs and 57,000 artillery shells since 10/7. (AJ 12/1; AJ 12/2)

The United Auto Workers union in the U.S., representing 400,000 people, called for the U.S. to pressure Israel to end its war in Gaza. (AJ, HA 12/1)

The New York Times reported that staff at the World Food Programme were angered at Executive Director Cindy McCain’s timid response to the situation in Gaza and that she had compromised the neutrality of the organization by sharing a stage on 11/18 with former Israeli prime minister Ehud Barak as a prize named after her late husband John McCain was awarded to the “People of Israel.” (NYT 12/1)

In the West Bank, armed Israeli settlers forced a Palestinian family to leave their home near Tuqu’, stealing furniture, solar panels, and water tanks. Israeli settlers also opened fire at homes in al-Lubban ash-Sharqiya, causing damage. Israeli forces shot, injured, and arrested a Palestinian in Beit Ur al-Tahta. Israeli forces also shot and injured 2 Palestinians during a raid in Fahma. Elsewhere, Israeli forces demolished a Palestinian home in Shuqba. 52 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. Israel also blew up Gaza’s parliament building and hit the last functioning flour mill in Gaza in Deir al-Balah with an airstrike. Israel also dropped leaflets telling residents of al-Qarara, Khuza’a, Bani Suheila, and Abasan in southern Gaza to evacuate immediately. 2 Israeli soldiers were killed. Rockets were fired from Gaza, injuring 2 in Ashkelon. In Lebanon, Israel attacked Odaisseh, Balat, Labouneh, Marwahin, Serda, and Naqoura; no injuries were reported. Hezbollah hit an Israeli post near the Lebanese village of Houla, causing damage. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 187 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. The first shipment of fuel entered Gaza via the Rafah crossing; it was restricted to use for UN vehicles only. UN vehicles ran out of fuel again on 11/16 due to the low quantity of fuel delivered. The UN said all 10 water wells in Rafah had stopped functioning due to a lack of fuel. Lebanon’s health ministry said 77 people have been killed and 251 injured in Israeli attacks since 10/7. Hamas said the U.S. was “wholly responsible” for the Israeli attack on al-Shifa Hospital because it parroted Israel’s “false claim that the resistance is using al-Shifa medical complex for military ends.” Jordan condemned Israel’s storming of the hospital. Turkish president Recep Tayyip Erdoğan called Israel a “terror state” and called on Israeli prime minister Benjamin Netanyahu to declare whether Israel has nuclear weapons or not. The Israeli military posted a video purporting to show that weapon caches were found in 1 part of al-Shifa Hospital. The video was later deleted from the military’s X account. Hamas official Bassem Naim called the Israeli claims “a farce.” (AJ, HA, NYT, REU 11/15; AJ 11/16)

Israeli national security minister Itamar Ben-Gvir said Israel was issuing an average of 1,700 weapons licenses. 236,000 gun license applications have been submitted since 10/7 and 18,000 have been approved so far. (AP, HA 11/15)

The Knesset Ethics Committee suspended MKs Aida Touma-Sliman and Iman Khatib-Yassin from party and committee meetings for 2 months and 1 month respectively, citing statements they made on Israel’s war on Gaza. (HA 11/15)

Israeli opposition leader Yair Lapid of Yesh Atid said Prime Minister Netanyahu should be voted out of office in a no confidence vote and another Likud member should be allowed to form a government. (AJ, HA 11/15; AJ, AJ, HA, NYT, REU 11/16)

Reuters reported that Iranian ayatollah Ali Khamenei told Hamas political leader Ismail Haniyeh earlier this month that Iran will not attack Israel on Hamas’ behalf, saying Hamas did not give Iran prior warning of its operation. Khamenei and Haniyeh reportedly met in Tehran around 11/4. (HA 11/15)

South African president Cyril Ramaphosa said South Africa, along with other countries, had filed a referral to the ICC for an investigation into war crimes potentially committed by Israel in Gaza. (AJ, AJ 11/16)

12 UN Security Council members voted for a resolution introduced by Malta calling for urgent, prolonged humanitarian ceasefires and unconditional release of the captives held by Hamas. The U.S., UK, and Russia abstained. A Russian amendment calling for a ceasefire was blocked by the U.S. PA UN envoy Riyad Mansour said the resolution fell short of condemning Israel for its attacks on Palestinian civilians, assaults on hospitals and schools, and the killing of UN staff, journalists, and doctors. U.S. president Joe Biden said at a press conference after a meeting with Chinese president Xi Jinping that it “would be a big mistake [for Israel] to reoccupy Gaza,” and that a “real” Palestinian state must be created to end the overall conflict. Biden also falsely claimed Israel was bringing incubators to al-Shifa Hospital, despite the hospital not needing incubators but rather fuel to power the incubators. Biden also said the Israel’s war on Gaza will not end until Hamas is defeated and claimed that Hamas has a headquarters under al-Shifa Hospital, despite Israel tacitly retracting that claim. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk met with senior U.S. officials in Israel, including Prime Minister Netanyahu. McGurk has been part of the U.S. effort to normalize ties between Israel and Saudi Arabia. (HA 11/15)

24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. Senator Chris Van Hollen (D-MD) called the Israeli refusal to allow fuel to be delivered to water desalination plants and generators at hospitals “inhumane.” Capitol police violently dispersed protesters blocking the entrance to the Democratic Party’s headquarters and calling for a ceasefire (AJ, HA 11/15; AJ 11/16)

In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Several members of the Labour Party resigned from their positions on the opposition frontbench after the vote. (AJ, REU 11/15; AJ, AJ, NYT 11/16)

A motion to expel the Israel ambassador and impose sanctions on Israel failed in the Irish parliament. The motion, which was denied in an 85-55 vote, was proposed by the Social Democrats party. (IN 11/15; HA 11/16)

Spanish prime minister Pedro Sanchez said Israel must end its “indiscriminate killing of Palestinians,” demanding a ceasefire, and said his government will work toward Spain and other European countries recognizing the state of Palestine. (AJ 11/15) 

In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In the West Bank, Israeli settlers attacked 2 Palestinians in al-Zubeidat. Israeli forces shot and killed 1 Palestinian minor using live ammunition during a confrontation in al-‘Arub refugee camp. Israeli forces violently dispersed Palestinian protesters in Husan, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians protesting in Jenin, leading to tear-gas related injuries. Palestinian protests were also held in Qabatiya and Rumana. 8 Palestinians were arrested, including 7 during late-night raids in Dayr Abu Mash‘al, Jenin, Jericho, and Bayt Rima; 1 was arrested while in a park in Jenin. In East Jerusalem, Israeli settlers raided the Bab al-Rahma cemetery at the Haram al-Sharif compound. 3 Palestinians were arrested during raids in al-Tur, the Old City, and Silwan. In Gaza, 13 Palestinians were killed, including 2 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 203 to 216, including 62 children and 2 pregnant women. The casualties included: 1 in an air strike on a house in Jabaliya; 1 while driving a car near Gaza City; 4 by an Israeli air strike near a seaside café west of Gaza City; 2, including 1 child, in an air strike on an apartment building in Gaza City; 1 child, and 1 child was wounded during an air strike at a house in Dayr al-Balah; 1, and 1 injured in an air strike in Abasan; 2, and 2 injured in a drone strike in Bayt Lahiya; 1 succumbed to wounds sustained on 5/13 during an air strike on the American Hospital west of Bayt Lahiya; 1 Palestinian was found in rubble from a massive air strike that killed 43 in Gaza City on 5/16, raising the death toll from that strike to 44. Israel also conducted large-scale air attacks on al-Bureij, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Khan Yunis, causing extensive damage and injuries; among the buildings damaged was the Gaza COVID-19 vaccination center and a large bookstore. It was reported that several power lines had been destroyed, making the electricity supply to Gaza even worse. In Israel, 1 Jewish-Israeli man was killed by Palestinian-Israeli stone-throwers in Lydda. Israel said 6 rockets were fired from Lebanon toward Israel, but landed in Lebanese territory; Israel subsequently attacked areas of Lebanon. The trio urged the U.S. to pressure Israel to stop its attack on Gaza and evictions of Palestinians in East Jerusalem. The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. UNRWA reports 100s of Palestinians fleeing areas of northeastern Rafah to escape heavy bombardments. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). Israeli naval bombardment concentrates on Khan Yunis and the neighboring al-Mahatin area. Closecombat fighting is reported around Jabaliya r.c.

In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

The Palestinian toll is estimated to be at least 1,090 dead, more than 5,000 wounded.

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. Israel also allows the ICRC and Palestinian Energy Authority to begin repairs to part of Gaza’s electricity network. Sarkozy and Mubarak, with U.S. support, jointly call for an immediate ceasefire followed by talks on Israel’s siege and Palestinian smuggling.

Combat notes: IDF ground forces expand operations in s. Gaza overnight, surrounding Khan Yunis (taking up positions in Abasan and al-Qarara, where heavy artillery fire is reported). Fighting intensifies in and around Gaza City, with the IDF tightening its cordon around the city and making forays into built-up areas for the first time. Heavy exchanges are also reported on the edges of the Dayr al-Balah and al-Bureij r.c.s in c. Gaza. IDF air and naval bombardments continue, with the IDF reporting strikes on 40 targets, including 8 smuggling tunnels, more than 10 groups of gunmen, 16 suspected weapons storage and production facilities, 5 rocketlaunching sites. In the single deadliest attack since OCL began, a mortar attack by IDF ground forces in Jabaliya hits outside at an UNRWA school being used as a shelter, killing 42 Palestinians and wounding around 55 civilians (15 critically; 1 of whom dies on 1/12, bringing the comprehensive toll in this attack to 43). The dead include 2 wanted Hamas mbrs. passing through the area and 40 civilians in and around the school, including 16 children (most of whom were lined up outside the building as UN workers registered their entry). Another IDF airstrike on a residential area of al-Bureij r.c. injures 7 UN workers at a medical clinic.

Palestinians fire 30 rockets and 5 mortars into Israel, including 1 Grad rocket that lands in Gadera, 28 mi. n. of Gaza, lightly injuring a 3-mo.-old Israeli child and marking the farthest rocket strike to date.

At least 85 Palestinians are killed during the day, bringing the toll to around 640 Palestinians killed, 2,900 injured; 1 IDF soldier is killed, 9 are wounded in clashes with Palestinians, bringing the Israeli toll to 10–11 dead.

Humanitarian notes: Israel says it will open “humanitarian corridors” into Gaza beginning 1/7 to prevent a humanitarian crisis, halting attacks for 3 hrs. every other day (in practice, they occur daily) in predetermined areas where Palestinians could receive needed food and supplies. Save the Children warns that Gazan children are at particular risk for hypothermia because there is no electricity or fuel to provide heat in the freezing cold, and many families are keeping windows open to prevent injuries if they shatter during Israeli bombing raids. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. (nr. Rafah), Shati’ r.c., al-Shuka, Yibna r.c. (nr. Rafah).

Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. Clubwielding PASF officers violently disperse a protest against OCL by students attempting to march fr. Ramallah’s Birzeit University to a main IDF checkpoint at Atarot. (PCHR 1/8)

The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr. As a unilateral Palestinian cease-fire seems to hold in Gaza (see 3/6), Israeli PM Olmert publicly states that if Palestinian rocket fire resumes “we will shoot. If it will not, we will have no reason to shoot.” IDF troops on the Gaza border fire on agricultural areas nr. Abasan nr. Khan Yunis, wounding a Palestinian farmer tending his field. In the West Bank, the IDF occupies a Palestinian home in Marda nr. Nablus as an observation post; conducts late-night arrest raids, house searches in and around Nablus. A Palestinian civilian wounded in a 3/1 IDF air strike on Gaza City during Operation Hot Winter dies. Soon after the 6:00 A.M. Palestinian ceasefire deadline, the IDF withdraws all troops fr. Gaza, ending n. Gaza operations that began on 11/21 that killed 22 Palestinians (including at least 6 civilians), wounded at least 67 (including 28 children), destroyed 10 houses and 10 businesses, razed 80 d. of agricultural land. (After the pullout, the UN reports extensive damage—estimated at $6.4 m.—to Dahaniyya airport buildings by the IDF stationed there, noting that damage could not have been caused by crossfire with Palestinians.) Btwn. 6:00 and 10:15 A.M. local time, Palestinians fire 9 rockets fr. Gaza into Israel, damaging a house but causing no injuries; Israel does not retaliate and the truce seems to hold. Two Palestinians are killed when a tunnel they are digging under the Rafah border collapses. In the West Bank, IDF troops patrol in ‘Azun nr. Qalqilya, fire on stone-throwing Palestinian youths who confront them, wounding 1; conduct arrest raids, house searches in and around Nablus, in Qabatya (fatally shooting 2 Palestinian bystanders) and Qalqilya, nr. Overnight, the IDF sends troops into ‘Askar r.c. in search of a wanted Palestinian, demolishing his family home and 3 nearby homes of relatives, wounding his sister, arresting 4 relatives, firing on stone-throwing Palestinians who confront the troops, wounding 9; a Palestinian woman dies of a heart attack during the raid; the wanted man is not found. Also in the West Bank, the IDF patrols in Zababda nr. Jenin, firing on stone-throwing youths who confront them; conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Jenin. In Gaza, IDF closes the Qarni crossing; exchanges fire with Islamic Jihad mbrs. nr. Khan Yunis, then moves troops into Abasan to search for the gunmen, patrolling and firing on residential areas, withdrawing late in the evening, leaving 1 Islamic Jihad mbr. dead. The Israel-Lebanon front remains relatively quiet, with UNIFIL confirming no breaches of the cease-fire, though the IDF fatally shoots 3 Hizballah mbrs. in s. Lebanon in incidents deemed defensive. UNIFIL reports no significant Israeli withdrawals fr. Lebanon, though the IDF does pull several 100 reservists and tanks into Israel. Hizballah begins disbursing financial aid to displaced families to aid them in their return (reportedly allocating $150 m. to the task); begins recording and assessing damage to personal property and infrastructure, with the aim of executing a long-term reconstruction effort. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit. The IDF also bulldozes 65 d. of agricultural land, partially demolishes 8 Palestinian homes and a car, and occupies 10 Palestinian homes as military posts in Dayr al-Balah; withdraws fr. the Qarni industrial estate (held since 7/8), allowing humanitarian and commercial imports to resume, and from Dahaniyya airport (held since 6/28), allowing PA security forces to enter the airport and the Rafah crossing and around 1,000 displaced Palestinians (see 7/8) to return to their homes. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.) The IDF also launches air strikes and directs heavy artillery, tank fire on some 40 Hizballah positions, roads, bridges, power stations in s. Lebanon, killing at least 2 Lebanese civilians, 1 Lebanese soldier, wounding at least 10. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers. Hizballah leader Shaykh Hasan Nasrallah says the group plans to hold the 2 soldiers for the release of 3–4 Lebanese held by Israel.
