In East Jerusalem, Israeli forces demolish a room in a Silwan-area home and arrest 7 Palestinians during raids in al-Tur and Shu‘fat r.c. In the West Bank, IDF troops arrest 10 Palestinians and confiscate equipment from a printing house during late-night raids in and around Hebron, Nablus, Bethlehem, and Tulkarm; and patrol nr. Hebron during the day. Along Gaza’s border, IDF troops open fire on Palestinian shepherds and bird hunters nr. Khan Yunis, causing no injuries. Egyptian diplomats formally present a draft res. condemning Israel’s settlements (see Doc. A) to the UNSC. It is reportedly a milder version of a draft that the Palestinians circulated in early 12/2016. The UNSC sets a vote for 12/22. (AP, BBC, HA 12/22)

IDF troops arrest a Palestinian driver at the Qalandia checkpoint after she allegedly attempts to ram them. Elsewhere in the West Bank, IDF troops confiscate 6 computers during a raid on a printing shop in Hebron. Also in the Hebron area, Israeli forces confiscate a caravan being used as a medical clinic in the bedouin village al-Markaz, demolish a quarry in al-Samu‘ village, and deliver stop-work orders to 2 homes under construction nr. the city. Meanwhile, IDF troops arrest 23 Palestinians during raids nr. Bethlehem, Nablus, and Ramallah, and patrol nr. Ramallah and Hebron. In East Jerusalem, around 70 right-wing Jewish activists tour Haram al-Sharif. Israeli forces demolish 2 steel structures and a store in Sur al-Bahir and arrest 2 Palestinians during late-night raids in the Old City. Senior Palestinian officials meet with U.S. secy. of state Kerry in Washington. After the meeting, a State Dept. spokesperson says that “nothing’s changed about our view” on a UNSC res. condemning Israel’s settlements. (USSD 12/12; TOI 12/14)

IDF troops attempt to enter Jenin without coordinating with the PASF. Upon their arrival at a roadblock at an entrance to the city, PASF prevent their entrance with guns drawn (under the Oslo Accords, the IDF is barred from entering Area A of the West Bank without the PA’s approval). The IDF arrests 10 Palestinians during late-night raids nr. Ramallah, Hebron, Bethlehem, Jenin, and Tulkarm; and patrols nr. Hebron throughout the day. IDF troops also arrest a Palestinian in c. Hebron, alleging that he was planning a stabbing attack. Israeli forces confiscate a shipping container being used as a restaurant nr. Nablus. The owner had set it up after his nearby restaurant was demolished on 11/3. Israeli settlers cut down dozens of olive trees outside Turmus ‘Ayya village nr. Ramallah. The Jerusalem Post reports that New Zealand is circulating a draft UNSC res. calling for a “firm timetable” for the Israelis and Palestinians to return to negotiations and asking that neither side set “preconditions” for the talks. The draft res. also calls for an end to the Israeli settlement enterprise and for the Palestinian leadership to end its “incitement to violence against Israeli civilians.” (JP 12/11)

IDF troops violently disperse Palestinians gathering at Jalazun r.c. nr. Ramallah to commemorate the 1st anniversary of the killing of a resident of the camp; at least 10 Palestinians are injured (1 critically). The IDF also conducts late-night raids nr. Nablus, Hebron, and Jenin, arresting 5 Palestinians, demolishing a door and threatening demolitions; and patrols nr. Hebron and Qalqilya. Meanwhile, a Palestinian armed with a knife allegedly assaults an Israeli border police officer outside a settlement nr. Jerusalem, causing minor injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmland nr. Gaza City, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no injuries. In East Jerusalem, Israeli police arrest a Palestinian nr. the Old City who was allegedly planning a stabbing attack. The IDF imposes a general closure over the West Bank and Gaza, barring all passage through border crossings, except humanitarian cases, for the Jewish Sukkot holiday. The closure is set to extend through 10/17. (MNA, TOI 10/15)

Israeli PM Netanyahu accuses B’Tselem and Americans for Peace Now of joining the “chorus of slander” against Israel because they participated in the UNSC meeting on Israeli settlements on 10/14. Netanyahu also says he is working to deny B’Tselem its right to a national service volunteer. The group only is allotted 1 such volunteer, and the post is currently unfilled. (HA 10/16)

Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 1 Palestinian is injured. Also along Gaza’s border, IDF troops open fire on Palestinian farmland nr. Khan Yunis, causing no serious damage. Elsewhere in the West Bank, they demolish property and threaten demolitions during late-night raids nr. Nablus and Hebron; and patrol nr. Hebron throughout the day. Israeli settlers set fire to Palestinian farmlands nr. Qalqilya, destroying 50 olive trees. In East Jerusalem, Israeli settlers assault a Palestinian from Silwan while he is walking n. of the city. At Egypt’s request, the UNSC holds a special meeting to discuss Israeli settlement building in the oPt, particularly the obstacles it presents to a 2-state solution. Two major anti-occupation groups, B’Tselem and Americans for Peace Now, address the UNSC. (HA, MNA, TOI, YA 10/14; AP 10/15)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Early in the morning in the West Bank, Israeli forces demolish 3 Palestinian homes under construction in a village nr. Bethlehem and a playground in a village nr. Nablus. They also reopen a road e. of Hebron that they closed on 3/14, following a formal request from the PA. IDF troops patrol in a village nr. Ramallah, sparking clashes with stonethrowing Palestinians; 2 Palestinians are arrested and there are no serious injuries. They conduct further raids and house searches nr. Nablus, Jericho, and in Tulkarm, arresting 4 Palestinians; patrol nr. Qalqilya, Jericho, Ramallah, and Hebron. In East Jerusalem, the Jerusalem Municipality prepares to demolish a Palestinian home in Wadi al-Juz, but Israeli PM Netanyahu’s office intervenes, canceling the demolition to avoid increasing tensions in the city ahead of Passover. Meanwhile, the extreme messianic group Temple Institute says that it conducted a secret Jewish wedding at Haram al-Sharif, violating the ban on Jewish religious ceremonies at the sanctuary. COGAT announces that the Israeli govt. has given approval, in principle, to a Palestinian request to build a power plant nr. Jenin. (YA, 4/12; MNA, YA 4/13)

A U.S. State Dept. spokesperson says that the U.S. opposes a UNSC res. censuring Israel’s settlements, such as the one the Palestinian leadership is currently circulating. He adds, “I can firmly shut the door,” ending all speculation about U.S. support for the effort. (USSD 4/12; JP 4/13)

Israeli forces confiscate 4 water tanks and 2 cars, and demolish 16 residential tents and 15 livestock barracks in a village nr. Nablus, displacing 117 Palestinians. IDF troops conduct raids and house searches nr. Jenin, Ramallah, and Hebron, arresting 5 Palestinians; patrol nr. Hebron. Israeli settlers uproot trees and level land nr. Ramallah, sparking minor clashes with Palestinians in the area; there are no injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c., arrest a Palestinian attempting to cross into Israel for work nr. Jabaliya r.c., and open fire on Palestinian picnickers nearby, causing no injuries or damage. Off Gaza’s coast, Israeli naval forces detain 2 Palestinian fishermen nr. Khan Yunis. Western diplomats and senior Palestinian officials say that the Palestinian leadership informally circulated a draft res. to UNSC mbrs. this week condemning Israel’s settlements and calling for a 1-year time frame on a 2-state solution. They say PA pres. Abbas hopes to have it brought for a vote while he is in New York for a climate conference at the end of 4/2016 (he is set to arrive on 4/22). In Gaza City, senior Hamas and Fatah officials meet for national reconciliation talks, continuing the process begun in Doha on 3/26–27. There are no major announcements of progress. (MNA 4/8)

Israeli and Turkish officials meet in London for another round of reconciliation talks. Turkey’s FM will say, on 4/8, that progress was made today and that an agreement is due “very soon.” The Israeli govt. does not comment. (HA, JP, TOI, YA 4/8; ECO 4/12)
