Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. PA minister of public works and housing minister Mohammad Ziyara said 200,000 housing units have been completely or partially destroyed by Israeli airstrikes since 10/7. Israel said that 224 people are being held captive in Gaza.  (AJ, WAFA 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. Hamas political leader Ismail Haniyeh said in a speech that Israeli attacks on Gaza will “destabilize the entire region” and that the resistance in Gaza was “doing well.” (AJ, HA 10/26; AP, HA 10/27)

EU leaders agreed on a final communique after a 7-hour-long meeting on the Israeli attacks on Gaza, calling for “humanitarian corridors” and “pauses.” (AJ 10/26)

The U.S. Senate unanimously passed a resolution denouncing anti-Semitism on campuses. In related remarks, senators conflated criticism of Israel with anti-Semitism. The Anti-Defamation League sent 200 letters to campuses in the U.S. requesting that they investigate Students for Justice in Palestine for possibly violating a law prohibiting support for a foreign terrorist organization. A Gallup poll found that U.S. president Joe Biden lost 11 percentage points among Democrats since September and that his overall approval rating has dropped from 41 to 37. (AJ, HA 10/26)

PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. PA FM al-Maliki says that the Palestinian leadership has decided to request, at a summit planned for 1/6 in Amman, the implementation of the Amman Summit resolutions of 1980, which stipulated a political and economic boycott of any country that moves its embassy in Israel to Jerusalem. He also says that the PA will lobby in countries where Israeli diplomats are pressing governments to move their embassies to Jerusalem, and that they will wait for a new composition of the UNSC before resubmitting their application for full membership at the UN. In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop.
