Massive fires continue to rage across Israel and the oPt for the 5th consecutive day. New fires break out in some West Bank Palestinian communities, including Qusin village nr. Nablus. Twelve Israeli settlers are moderately injured by fire in Ma’ale Adumim settlement nr. Jerusalem. There are reports that many of the fires in Israel are under control. After new raids and arrests, the Israeli police are detaining 23 suspects in connection with alleged arson; they have questioned 30 so far. Elsewhere in the West Bank, Israeli forces close off the environs of al-Ibrahimi Mosque in c. Hebron, clearing space for thousands of Israeli settlers to celebrate a religious holiday at the site. The IDF announces that the area will be closed to Palestinians for 1 week. IDF troops arrest 8 Palestinians and brutally assault 1, causing serious injuries, during late-night raids nr. Bethlehem, Hebron, Jenin, and Nablus; and patrol nr. Salfit and Hebron during the day. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya. Along Gaza’s border, IDF troops arrest 2 Palestinians nr. Eshkol who had crossed the border illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s settlements, the separation wall, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 1 Palestinian is killed in Gaza and 3 are injured. Elsewhere in the West Bank, IDF troops clash with stone-throwing Palestinians outside Tuqu‘ village nr. Bethlehem; 1 Palestinian is injured. IDF troops issue 2 Palestinians arrest summons during late-night raids nr. Hebron and patrol nr. Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in the Old City and Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage. Along Gaza’s border, IDF troops open fire on a group of Palestinian youths nr. Gaza City. There are no injuries in either incident. In Israel, thousands of Palestinian citizens of Israel gather in Kafr Kanna and other villages to protest a bill, approved in a Knesset comm. on 11/13, that would bar mosques from broadcasting the call to prayer (see JPS 46 [2]). Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. Fatah and Hamas officials resume Palestinian national reconciliation talks in Doha. This is the 3d round of talks in the latest push for reconciliation. The talks are set to continue through 6/18. (MNA 6/15; IMEMC 6/17)

The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. The Joint List decries the new law as “draconian,” echoing the views of Palestinian citizens of Israel and opponents of the right-wing govt. (HA, JP, MNA, YA 6/15)

Israeli police assault a Palestinian citizen of Israel in Tel Aviv. A video of the incident shows them beating him without provocation after asking for his ID. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats twice, causing 3 injuries. They also arrest 3 fishermen. In the West Bank, IDF troops clash with stone-throwing Palestinian youths in c. Hebron, firing tear gas canisters and causing no serious injuries. They also conduct late-night raids nr. Ramallah, Tulkarm, and Jenin, arresting 7 Palestinians; and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces arrest 2 Palestinians during a late-night raid in Issawiyya. Israel’s cabinet approves the revised framework agreement with the consortium of energy companies—Noble Energy and the Delek Group—contracted to extract natural gas from the Leviathan field, located off Israel’s n. coast. The new version of the agreement will allow future govts. to renegotiate the terms of extraction. (JP, TOI 5/22)

Marking the 40th anniversary of Land Day, Palestinian citizens of Israel (PCI) conduct a general strike throughout the Galilee and Negev, and hold a protest in the bedouin village Umm al-Hiran, which the Israeli govt. is planning to raze. IDF troops violently disperse demonstrations commemorating Land Day in Ramallah, Jenin, and along Gaza’s border nr. the Erez border crossing; there are no serious injuries. They also shoot tear gas canisters at Palestinian mourners marching in a funeral procession in Aida r.c. nr. Bethlehem; conduct a late-night house search in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians; and patrol during the day in 4 villages nr. Hebron. Israeli forces carry out a partial punitive demolition of the interior walls of the Hebron home of a Palestinian killed on 12/7/2015 in a confrontation with Israeli troops. In East Jerusalem, Israeli forces arrest a Palestinian youth at Haram al-Sharif after he raises a Palestinian flag at the sanctuary. The head of Gaza’s fishermen’s union says that the Israeli authorities recently agreed to expand the unilaterally defined fishing zone allotted for Gazans by 3 mi. in some places, starting in 4/2016. An IDF spokesperson does not comment on the report. (MNA 3/30)

For a 2d day in a row, unknown Gazans fire a rocket toward Israel. It lands in an open area, causing no damage or injuries. IAF jets then launch air strikes on Hamas military sites nr. Dayr al-Balah and Khan Yunis late at night, causing substantial damage. Meanwhile, IDF troops stationed along Gaza’s border open fire on agricultural fields nr. Khan Yunis, causing damage. In the West Bank, armed Palestinians fire at an Israeli settler’s car nr. Ramallah, causing damage. Israeli forces assault and detain 4 Palestinians as they are being released from an IDF detention center nr. Jenin. IDF troops conduct house searches and raids in Qalqilya, 1 village nr. Nablus, Jenin r.c., and Balata r.c. nr. Nablus, arresting 9 Palestinians and confiscating personal property; patrol in al-‘Arub r.c., al-Fawar r.c. and 6 villages nr. Hebron, as well as 2 areas nr. Salfit. In Israel, Israeli forces demolish a home in a Palestinian village nr. Jerusalem, sparking clashes between dozens of Palestinian residents and the Israeli police; 5 Palestinian citizens of Israel are arrested. Israeli PM Netanyahu confirms that his govt. will allow the settlers who were forcibly evicted from 2 homes in c. Hebron on 1/22 to return once their proper paperwork is in order. He also says he will form a ministerial comm. to deal with related issues, acquiescing to a request from Education Minister Naftali Bennett (his proposal will be approved on 1/25). After a weeklong search, Israeli police shoot and kill the Palestinian citizen of Israel suspected of carrying out the 1/1 attack in a Tel Aviv pub. The suspect was killed in a firefight during a police raid in the suspect’s hometown of Arara. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against the Israeli occupation in 2 villages nr. Ramallah (Bil‘in and Ni‘lin), Hebron, and 4 areas along Gaza’s border; 11 Palestinians are injured. The IDF conducts house searches and raids in Hebron and 1 village nr. Bethlehem, arresting 2 Palestinians and issuing arrest summons to 3; patrols in 1 village nr. Salfit, 2 villages and al-Fawar r.c. nr. Hebron. Late at night, Israeli forces carry out the punitive demolition of the Ramallah-area home of the Palestinian who stabbed and killed 2 Israelis in East Jerusalem on 10/3, sparking clashes wherein 3 Palestinians are injured. The Israeli authorities return the bodies of the 4 Palestinians killed by the IDF on 1/7 (a joint funeral will be held nr. Hebron on 1/9), and Haaretz reports that the Israeli govt. is no longer holding any bodies of Palestinians killed in the West Bank. (HA, MNA 1/8)

Ajnad Bayt al-Maqdis fighters fire 5 rockets toward s. Israel; 2 land in open areas nr. Sderot, causing no damage or injuries, and 3 land short of the border fence. A Palestinian citizen of Israel opens fire in a Tel Aviv pub, killing 2 and injuring 7. The attacker flees and, according to Israeli police on 1/4, kills a 3d Israeli civilian, a taxi driver, in n. Tel Aviv. (The suspect will be killed in a shootout in n. Israel on 1/8.) In the West Bank, Israeli authorities return to their families the bodies of 23 Palestinians killed recently by the IDF, including 17 to the Hebron area. They also return to a Palestinian transportation company in Nablus 11 buses confiscated since 10/1 for carrying Palestinian youths to protests. The IDF conducts a late-night raid in Tulkarm, arresting 1 Palestinian; patrols in 2 villages nr. Ramallah and 1 nr. Nablus.
