Israeli forces also shoot and kill a Palestinian child in ‘Azzun. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli authorities force a Palestinian family to demolish their 3-story apartment building in at-Tur, displacing 5 families comprising 23 people. In Gaza, Israeli forces bomb Nuseirat refugee camp, Gaza City, Rafah, Dayr al-Balah, and Khan Yunis, killing at least 118 people, including 12 at a square in Nuseirat refugee camp, 22 in a home in Nuseirat refugee camp, 25 in a home in Dayr al-Balah, and 2 at a Doctors Without Borders shelter for staff members and their families in Khan Yunis. 8 patients die due to a lack of power and oxygen and 21 people are evacuated from the Nasser Hospital in Khan Yunis. In Lebanon, Israeli forces bomb Majdal Zoun, killing a woman and a child. Hezbollah militants fire rockets at Israeli military bases in Metila and Matzuva. In Syria, Israeli forces bomb Damascus, killing 2 people in an apartment building. In Yemen, U.S. forces attack 4 Houthi-related sites. More than 29,313 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,333 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 395 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 101 children. More than 4,528 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. Khaled Shawish becomes the ninth Palestinian prisoner to die in an Israeli prison since 10/7/2023. 53-year-old Shawish had been imprisoned by Israeli since 2007. 20 lawyers representing Palestinians at the Ofer military court announce a strike, citing poor treatment of Palestinian prisoners and defense lawyers, including beatings of prisoners on their way to court and searches of lawyers entering Israeli facilities. UNOCHA reports that around 4,000 Palestinians were displaced in the West Bank and East Jerusalem in 2023, including 1,326 from demolition of which 173 were from punitive demolitions, 911 during Israeli military operations which destroyed 220 structures, 1,539 from settler violence, and 200 due to movement restrictions in the Masafer Yatta area. The Israeli-run Jerusalem District Attorney’s Office announces that it will prosecute the head of the Supreme Islamic Council in Jerusalem Ekrima Sa’id Sabri for incitement to terrorism, saying he visited families of Palestinians who carried out attacks on Israelis in October 2022. (HA 2/21)

Israeli military advocate general Yifat Tomer-Yerushalmi issues a warning to Israeli soldiers that “improper conduct” including unjustified use of force, destruction of property, and looting are criminal actions. At the third day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the U.S. argues that the ICJ should not order the unconditional withdrawal of Israeli forces from occupied territories without security guarantees. Hungary similarly says the ICJ should not exercise its jurisdiction. Colombia, the Comoros, Cuba, Egypt, the UAE, Russia, France, the Gambia, and Guyana also present arguments. UK House of Commons speaker Lindsay Hoyle breaks with precedent by allowing the Labour Party to introduce its own amendment to a motion introduced by the Scottish National Party (SNP) calling for a ceasefire. The Labour Party amendment waters down the language of the SNP motion, removes language criticizing Israel, and adds language defending its conduct. The UK High Court of Justice rejects a petition to suspend UK arms exports to Israel. The Guardian reports that the UK is considering suspending arms export licenses to Israel if Israel invades Rafah. (AJ, GDN 2/21)

A video from 2/15 shows U.S. congressman Andy Ogles (R-TN) telling a pro-Palestinian activist that “I think we should kill them all if that makes you feel better. Hamas and the Palestinians have been attacking Israel for 20 years. It is time to pay the piper.” (AJ, HA 2/21)

The Wall Street Journal reports that the U.S. intelligence community has assessed with “low confidence” that some UNRWA staffers took part in Operation Al-Aqsa Flood, suggesting that the U.S. has not seen corroborating evidence. (HA 2/21; AJ 2/22)

The European Broadcasting Union says it is reviewing the lyrics of the Israeli song submitted to the Eurovision contest to examine if it is too political. The song is titled “October Rain” and is about events on 10/7/2023 and its aftermath. The Israeli contestant, Russian Israeli singer Eden Golan, performed in Russian-annexed Crimea in 2016. In the West Bank, Israeli settlers set up tents near Yasuf. Israeli settlers also set up a caravan and brought livestock near Jericho. Israeli forces demolished a Palestinian-owned mobile home in Wadi al-Amayer in the Masafer Yatta area. Israeli forces also shot and injured 3 Palestinians with live ammunition and 2 with baton rounds during a demolition raid in al-Mughayyir; 1 public park was demolished. 6 Palestinians were arrested during late-night raids in Sa’ir, al-Arroub refugee camp, Jenin, and al-Mughayyir. Fighting resumed in Ain al-Hilweh refugee camp in Lebanon after 6 were killed on 7/29 and 7/30 and despite a ceasefire taking effect in the evening of 7/30. 5 were reportedly killed, raising the death toll to 11; 40 have been injured in the 3 days of fighting. 28 Palestinians living in Israel were murdered in July, up from 25 in June and 24 in May, as the homicide rate in Palestinian communities continued to rise. Palestinian citizens of Israel have for several years called on the Israeli police to adequately address the situation. 138 Palestinian citizens of Israel have been murdered so far in 2023, up from 111 in 2022. Axios reported that Mossad chief David Barnea visited Washington earlier this month to discuss the U.S. aiding Saudi Arabia with its nuclear program as part of the potential normalization deal with Israel. (AX, HA 7/31)

A Moroccan man was sentenced to 5-years in prison for a Facebook 2020 post that was critical of Morocco’s normalization of relations with Israel. The Moroccan court found that his post “could be interpreted as criticism of the king.” (GDN, HA, MEMO 8/3)

In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli forces violently dispersed Palestinian protesters in Nabi Salih, injuring 2, including 1 minor, with baton rounds. Israeli forces also seized artifacts from an archeological site in Sabastia. Elsewhere, Israeli forces issued demolition notices for 4 homes in Yatta. Separately, Israeli forces began a siege of Jericho after an unidentified assailant opened fire at a restaurant at a nearby settlement; no injuries were reported. In East Jerusalem, Israeli forces sealed the family homes of 2 Palestinians killed during attacks on Israelis on 1/27 and 1/28. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. Israeli police criticized the release of the video saying National Security Minister Ben-Gvir wanted to humiliate the family. (HA 1/29)

In the West Bank, Israeli settlers assaulted 2 Palestinians in Beir al-‘Ad in the Masafer Yatta area. Israeli forces raided Nablus after Israeli settlers toured Joseph’s Tomb, leading to a confrontation with Palestinians; 2 were injured, including 1 who was hit by a tear gas canister and 1 who was rammed by a military vehicle. Israeli forces also demolished 1 house in ‘Arab al-Frijat, displacing 3, and 2 residential structures in al-Jiftlik. UN Security Council members discussed the punitive Israeli sanctions imposed on the PA in response to the UN General Assembly resolution asking the International Court of Justice to provide a legal opinion on the legality of the Israeli occupation. PA UN envoy Riyad Mansour urged the members to assert their influence to have Israel reverse its sanctions. U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. opposes unilateral actions that undermines the 2-state solution, including changes “to the historic status quo at the Haram al-Sharif/Temple Mount, this includes settlement building and the legalization of outposts, and this includes, annexation, acts of terrorism, and incitement.” (AP, HA 1/19)

In the West Bank, Israeli settlers attacked Palestinians in Huwwara, injuring 6. Israeli settlers also threw stones at Palestinian vehicles outside of the Yitzhar settlement, causing damage. Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Israeli settlers threw stones at Palestinians at a market in Hebron City, injuring 1 and causing damage to a ceramic store; Israeli forces dispersed Palestinians with tear gas who attempted to fend off the settlers. Israeli settlers also attacked Palestinian herders with clubs in the Masafer Yatta area, causing injuries. 20 Palestinians were arrested during raids in Bethlehem, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli forces demolished 1 house in al-Tur, displacing 20 Palestinians; 9 Palestinians were injured by Israeli forces while protesting the demolition. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. 2 Palestinians were arrested while trying to enter Israel via the Gaza fence. Israel said it had sentenced an Israeli soldier who uploaded a video of himself firing shots into Gaza from Israel with 10 days in prison. The soldier uploaded the video to the social media platform TikTok. (MEMO 1/25)

Unidentified perpetrators attacked a UNIFIL patrol in Ramyah, injuring 1 UNIFIL soldier and damaging 2 vehicles. Lebanese forces intervened on behalf of the UNIFIL soldiers. (MEMO 1/26)

A bipartisan group of 42 members of the U.S. house of representatives wrote to secretary of state Antony Blinken urging him to lobby against the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. The group, led by Josh Gottheimer (D-NJ) and Vicky Hartzler (R-MO), argued that the inquiry has a “disproportionate focus on Israel,” calling it “outrageous and unjust.” (HA 1/27; MEE 1/28)

It was reported that the U.S.-based venture capital firm Integrity Partners are in talks with the NSO Group to acquire the company in 2022–23. NSO Group is an Israeli spyware company responsible for the hacking of the accounts of rights activists and politicians around the world with its Pegasus spyware. Integrity Partners says they will restructure the company to only allow the governments of New Zealand, the U.S., Australia, the UK, and Canada to use its spyware. In the West Bank, Israeli settlers uprooted 900 olive and apricot saplings and stole olive harvests in Sabastia. Israeli settlers also uprooted 70 trees in the Masafer Yatta area. Israeli forces shot and injured 1 Palestinian man with live ammunition during a late-night raid in Tammun. Israeli forces also shot and injured 1 Palestinian minor in Silwad before arresting him. Elsewhere, Israeli forces demolished 1 structure in Haris and 1 house in Abu Nawwar, displacing 8 Palestinians, and delivered a stop-work notice for a house under construction in Deir Balut. 10 Palestinians were arrested during late-night raids in and around Ramallah, Kobar, Beita, ‘Azzun, al-Shuyukh, and Beit Umar. In East Jerusalem, 1 Israeli police officer was filmed hitting 1 Palestinian teenager at the Damascus Gate plaza. The teenager was filmed approaching the officer to complain that he was beaten by another officer. As the officer asked the Palestinian which of his colleagues had beaten him, the officer started beating the Palestinian with his club. Later, on 10/14, the officer was suspended for 5 days. 3 Palestinian minors were arrested in Silwan and al-Tur. Off the coast of Gaza, Israeli naval forces confiscated 1 Palestinian fishing boat anchored some 6 nautical miles west of Gaza. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The ICRC further stated that Palestinians growing olives face 3 challenges: impediments to their movement and access, harassment and violence by settlers, and impacts of climate change. The Palestinian prisoner administration said that some 400 Palestinian prisoners in Israeli prisons soon will start an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. The Palestinian Football Association (PFA) canceled a meeting with FIFA president Gino Infantino due to his participation in an event hosted by former U.S. ambassador to Israel David Friedman at the Israeli Museum of Tolerance, built on a Muslim cemetery in East Jerusalem that dates back to the 11th century. The PFA said in a statement that it views Infantino’s participation in the event “as a total affront to the values of religious tolerance and peaceful coexistence, both endorsed by the FIFA statutes.” (WAFA 10/12; WAFA 10/13)

The commander of an Israeli military unit that was attacked by Israeli settlers from the Yitzhar settlement on 10/11 said they did not respond violently because his unit was in a Jewish community. The commander said that “the core of Yitzhar are good people.” (HA 10/12)

Israel’s justice minister Gideon Saar said at a conference that the U.S. consulate to Palestinians will not reopen in Jerusalem, saying, “It needs Israeli approval . . . We will not compromise on this issue.” (REU 10/12; MEMO 10/13)

90 Google employees and more than 300 Amazon employees wrote an open letter published in the Guardian calling on the 2 companies to “pull out of Project Nimbus [a cloud server sold to Israel for $1.2 billion] and cut all ties with the Israeli military.” The employees complained that the 2 companies’ cooperation with Israel will “make the systematic discrimination and displacement carried out by the Israeli military and government even crueler and deadlier for Palestinians.” (NA 6/22; GDN, MEE 10/12; HA, MEMO, WAFA 10/13)

In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians who were hit by tear gas canisters. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan and Dayr Jarir, leading to tear-gas related injuries. Israeli forces also clashed with Palestinians in Kafr Malik; 1 Palestinian was shot and injured by a rubber-coated bullet and others suffered tear-gas related injuries. Meanwhile, Israeli forces clashed with Palestinians in Bayt Umar and east of al-Bireh, leading to tear-gas related injuries.
