Along Gaza’s border fence, IDF troops arrest 2 Palestinians who crossed the fence near Bayt Lahiya armed with knives, bolt cutters, and inflammable material. The Israeli press reports that the troops came under fire from unidentified assailants in Gaza as they made the arrests. Israeli tanks then shell 3 Hamas military sites in Bayt Lahiya, killing 1 Palestinian, critically injuring a second, and causing damage. Later, armed Palestinians in Gaza open fire across the border fence near Bayt Hanun, causing minor damage to Israeli buildings and cars. Separately, IDF troops shoot and injure a Palestinian at a protest camp near Gaza City. In the West Bank, Israeli settlers uproot at least 100 grapevines on Palestinian farmland outside Kafr Malik village near Ramallah. IDF troops arrest 8 Palestinians during late-night raids near Ramallah, Qalqilya, Tulkarm, Hebron, and Bethlehem; and patrol near Tulkarm, Hebron, and Qalqilya. A West Bank Palestinian stabs and injures 4 people in Tel Aviv before the Israeli police arrest him. Hours after the attack, COGAT suspends single-day work permits granted to various organizations and groups to allow Palestinians to enter Israel and begins an investigation into the matter. The alleged attacker hailed from Nablus and obtained one such permit from a group called Natural Peace Tours, which facilitates relationships between individual Israelis and Palestinians. In the West Bank, the IDF shuts down the main entrance to a group of villages nr. Ramallah. It’s unclear what prompted the closure. IDF troops shoot and injure 3 Palestinians during clashes sparked by reports of stone throwing in Kafr Malik village nr. Ramallah; establish mobile checkpoints outside Bayt Umar, sparking further clashes (there are no serious injuries). Meanwhile, IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian and issue 1 arrest summons during raids in Silwan. An Israeli settler driver allegedly rams and injures 2 Palestinian youths s. of the city, sparking minor clashes between Israeli forces and Palestinians in the area; there are no serious injuries. The International Comm. of the Red Cross (ICRC) announces that it may consider the Palestinian prisoners’ demand for increased family visits, which they made in the context of the Dignity Strike. The ICRC used to coordinate 2 family visits per prisoner per mo. In 5/2016, however, the organization reduced the monthly visits to 1 due to an increased number of “no-shows” on the part of the families, according to an ICRC spokesperson. Meanwhile, IDF troops violently disperse Palestinians marching from c. Ramallah to the Beit El checkpoint in solidarity with the prisoners; 3 Palestinians are injured. (TOI 4/23)

Israeli forces launch an air strike on a proSyrian govt. militia group nr. Qunaytra in the Golan Heights, killing 3 soldiers, according to a statement from the group. The IDF does not comment on the strike. (HA, JP, TOI 4/23)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and killing of a Palestinian youth in Jalazun r.c. on 3/23 in 5 villages nr. Ramallah (Nabi Salih, Bil‘in, Kafr Malik, al-Mughayyir, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and in c. Hebron; 5 Palestinians are injured. They also arrest 2 Palestinians during raids nr. Ramallah and Nablus and patrol nr. Nablus and Hebron. In East Jerusalem, Palestinians conduct a sit-in outside the gates of al-Aqsa Mosque to protest Israel’s withholding of corpses of Palestinians killed in confrontations with the IDF. Israeli forces then impose heightened security restrictions at Haram al-Sharif, searching youths in the area and denying many Palestinians access to the sanctuary. Separately, Israeli forces arrest 4 Palestinians during raids in the Old City. In Israel, 4 Jewish Israelis stab and seriously injure a Palestinian citizen of Israel nr. his home in Nahariya. Unidentified assailants shoot and kill senior Hamas military official and former Israeli prisoner Mazen Fuqaha in s. Gaza City. In a statement released later in the day, Hamas implies that Israel was likely behind the killing. (HA, JP, TOI 3/24; MNA 3/25)

UN special coordinator Nickolay Mladenov tells the UN Security Council that Israel has not complied with UNSC Res. 2334, which passed on 12/23/2016. Israeli settlement construction has increased in the past 3 mos., despite the resolution’s call for a halt in such activity, according to Mladenov. Meanwhile, the UNHRC adopts 4 res. on the Israeli-Palestinian conflict: the first calls on mbr.-states to avoid ties with Israel’s settlements in the oPt, the 2d reaffirms the Palestinians’ right to self-determination, the 3d concerns human rights in the oPt, and the 4th condemns Israel for violating the human rights of Syrian Druze of the Golan Heights. Nablus, sparking clashes between their IDF escort and stone-throwing Palestinian residents; 10 Palestinians are injured (1 will succumb to his injuries on 6/6). Meanwhile, IDF troops conduct raids and house searches in Silwad and Kafr Malik villages nr. Ramallah, issuing 2 Palestinians arrest summons and sparking minor clashes in which a Palestinian is mildly injured. IDF troops patrol nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

French FM Jean-Marc Ayrault announces 2 main goals for the international peace summit in Paris on 6/3: the parties agree to meet again by the end of 2016, with Israeli and Palestinian participation, and they agree to form several working groups to facilitate resolutions on various final status issues, such as Israeli security and economic incentives for both sides. In the West Bank, the IDF makes a predawn raid on Kafr Malik nr. Hebron, firing on 2 Palestinians allegedly carrying Molotov cocktails, killing 1 Palestinian; makes a predawn raid on Qabatya nr. Jenin (which is under daytime PA security control), arresting 4 Islamic Jihad mbrs., confiscating 88 lbs. of explosives; conducts late-night arrest raids, house searches in al-Fara‘a r.c., Jenin town and r.c. Jewish settlers fr. Keddumim nr. Qalqilya burn a Palestinian olive grove. Jewish settlers fr. Elon Moreh nr.
