PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. Autopsy reports reveal that a Palestinian prisoner who died at the Ofer Prison on 2/8 died due to medical neglect while a prisoner who died on 1/1 at the Megiddo Prison died after being beaten. (HA 3/20)

The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. It is the first time the Israeli court has approved a punitive demolition based on an attack that did not lead to Israeli fatalities. (AJ, HA, HA 3/20)

The Palestinian Football Association (PFA) urges FIFA to sanction Israel due to the Israeli attacks on Gaza. The PFA says 6 other national soccer associations endorse the proposal that will be discussed at the next FIFA congress in May. (AJ 3/20)

U.S. secretary of defense Lloyd Austin urges Israeli defense minister Yoav Gallant to consider alternatives to a ground invasion of Rafah during a phone call. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 200 tonnes of food aid, equivalent to 10 truckloads, arrive at the coast of Gaza. The aid is delivered in coordination between the charities Open Arms and World Central Kitchen and the UAE. 36 trucks carrying aid enter Gaza. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. The European Parliament pass a resolution denouncing the “catastrophic humanitarian situation in Gaza, including the risk of imminent starvation.” EU commissioner for crisis management Janez Lenarcic says that neither the EU, nor to his knowledge any other UNRWA donor, has been presented with any evidence against UNRWA employees by Israel. Israeli forces demolish 2 homes in Al Maniya, displacing 8 people, and 2 agricultural structures and an industrial structure in Nabi Ilyas. Israel’s military says 19 out of 170 casualties among Israeli soldiers in Gaza were the result of friendly fire and 11 were from other incidents not related to direct combat. The Israeli Supreme Court overturns the Israeli government’s decision from July 2023 to remove the “reasonableness” clause, which allows the court to overturn government decisions it deems unconstitutional. Finance Minister Bezalel Smotrich calls the decision “extreme and divisive.” The Supreme Court decision passed with 8 judges for and 7 against. Israeli forces attempted to assassinate 3 Palestinians traveling in a vehicle near Balata refugee camp, firing a missile at their car; no injuries were reported. Israeli forces also shot and injured 4 Palestinians, including 2 children, during raids in Tuqu’, al-‘Ayn, and Shuweika. Elsewhere, Israeli forces assaulted a Palestinian in Hebron. Israeli forces also punitively demolished the family homes of 2 Palestinians prisoners in ‘Urif. In East Jerusalem, Israeli forces severely assaulted a journalist, hospitalizing him in Wadi al-Juz. Israeli forces also violently dispersed Palestinians heading to the Haram al-Sharif compound. In Gaza, telecommunications remained cut off for the second day in a row, obfuscating reporting on the number of casualties. Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 100 Palestinians, including Al Jazeera journalist Samer Abudaqa and Palestinian New Press journalist Ramy Budair and 3 civil defense workers during an airstrike that also wounded Al Jazeera Gaza bureau chief Wael al-Dahdouh in Khan Yunis. Abudaqa was reportedly left to bleed out for 5 and half hours while rescue teams tried to secure safe passage during Israeli shelling of the area. Several members of al-Dahdouh’s immediate family were killed in an Israeli air strike on 10/25. Israeli forces also shot and killed 3 Israeli captives that had either been freed or escaped captivity in the Shuja‘iya neighborhood of Gaza City, mistaking them for Palestinians. The 3 were shirtless and holding up a white flag. The Israeli military called the incident “a tragic error.” Separately, 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, causing damage near Jerusalem. In Lebanon, Israeli forces attacked Ramiya, Beit Lif, and near Alma al-Chaab, saying shots were fired toward Israel. 39 Palestinian prisoners were released from the Damon, Megiddo, and Ofer prisons on the second day of the prisoner exchange. 13 Israelis and 4 Thai nationals were released. The exchange was delayed by 7 hours as Hamas said Israel had violated the agreement by only allowing half the agreed number of aid trucks to enter northern Gaza and not releasing Palestinians who had been imprisoned for a longer period than 2 years. Israel said the UN was responsible for the lack of aid deliveries. Before the exchange took place, Israel threatened that it would start bombing Gaza at midnight if the issues were not resolved. Egypt said it had received positive signals from both sides that the ceasefire could be extended beyond the initial 4-day period. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden further claimed that Hamas uses Palestinians as human shields and said he had told President Abbas he supports the Palestinian people. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. Israel had asked the U.S. for weapons, including precision-guided munitions, JDAMs, Iron Dome replenishment, and mortar shells. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz in Ramallah. According to the Israeli defense ministry, the 2 talked about security policy, civilian and economic issues, and measures Israel will take to strengthen the PA economy. According to Gantz’s office, among the agreements made were granting residency rights to Palestinians living in the West Bank without legal status and Israel’s providing the PA with an advance of its tax income of $155 million. Gantz also said after the meeting, “the stronger the Palestinian Authority is, the weaker Hamas will be.” Sources close to Israeli prime minister Naftali Bennett said that there was no diplomatic process between Israel and the PA and that there would not be 1 during his time as prime minister. A Palestinian official said that Abbas asked Israel to stop conducting operations in Area A and allow family reunifications as part of efforts to improve the PA-Israel relations. Later at a PLO executive committee meeting, President Abbas said that he had told Defense Minister Gantz that the PA position on peace is based on the Arab peace initiative, and that PA wants Israel to release long-term Palestinian prisoners, return the bodies of Palestinians killed by Israel, end settlement construction, and curb settler attacks. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem.
