A Palestinian prisoner in Israel’s Ramon Prison dies of a stroke. He was severely beaten by Israeli guards in 2003, and his health has deteriorated ever since. Hours after his death, a group of Palestinian prisoners declares a 3-day hunger strike in solidarity with their deceased comrade. Israeli prison guards raid their cells, assaulting several of their leaders. (MNA, WAFA 9/25)

In the West Bank, Israeli border guards assault a Palestinian worker attempting to cross into Israel nr. Qalqilya. They cause moderate injuries and leave him with the broken leg he sustained after falling from the separation wall. Israeli forces demolish around 35 saplings in a nature reserve nr. Hebron. IDF troops violently disperse Palestinians gathering nr. Salfit to protest recent settlement expansion in the area; 1 Palestinian is arrested when he stands in front of a bulldozer. They also arrest 12 Palestinians during late-night raids in and around Bethlehem and Jenin, and nr. Hebron and Nablus; and patrol nr. Hebron and Nablus. Israeli settlers set fire to a Palestinian home under construction nr. Nablus, causing moderate damage. In East Jerusalem, Israeli forces arrest 7 Palestinians during late-night raids in Jabal Mukabir, Issawiyya, and Abu Dis. (MNA, WAFA 9/25; PCHR 9/29)

In a meeting with Israeli PM Netanyahu in New York, Republican presidential candidate Donald Trump says that, if elected, he will “accept the long-standing Congressional mandate to recognize Jerusalem as the undivided capital of the State of Israel,” according to a Trump campaign press release. Netanyahu later meets with Democratic candidate Hillary Clinton, and she pledges to oppose “any attempt by outside parties to impose a solution to the Israeli-Palestinian conflict . . . including the UN,” according to a press release from her campaign. In the West Bank, the IDF allows Palestinians in 3 villages nr. Nablus to reopen roads leading to their villages after a week of closures. The Israeli authorities closed the villages on 9/4 in response to reports of stonethrowing in the area. Meanwhile, Israeli forces reopen the entrance to a junction nr. Hebron, after keeping it sealed for nearly a year. IDF troops arrest 1 Palestinian during late-night raids nr. Ramallah. In East Jerusalem, around 50 Israeli settlers escorted and guarded by 30 Israeli intelligence officers tour Haram al-Sharif. Israeli forces arrest 4 Palestinians during raids in Silwan and Issawiyya. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Khan Yunis, causing no damage or injuries. (MNA 9/11; PCHR 9/22)

Israel’s High Court of Justice upholds the 7/30/2015 law allowing Israeli authorities to force-feed hunger-striking Palestinian prisoners if the atty. gen., a district court pres., and a doctor agree that the hunger strike is causing irreparable health damage or threatening the prisoner’s life (see JPS 45 [1]). An Israeli settler on a motorcycle runs over and seriously injures an elderly Palestinian outside Duma village nr. Nablus; he dies later in the day. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. Overnight, unidentified suspects throw Molotov cocktails at a structure in an Israeli settlement nr. Nablus, causing damage. In East Jerusalem, Israeli police escort around 100 Jewish settlers and 13 Israeli archaeologists on a tour of Haram al-Sharif, and bar Palestinian maintenance workers from entering the sanctuary. They arrest 2 Palestinians during raids in Ras al-Amud, the Old City, and Silwan. In Gaza, 8 Palestinians are injured when a tunnel collapses in e. Gaza City. In Israel, dozens of Palestinian protesters gather outside the Barzilai Medical Center in Ashqelon in solidarity with hunger-striking prisoner Bilal Kayed. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. Bethlehem; 1 Palestinian is injured. They also conduct raids and house searches in 1 village each nr. Salfit and Jenin, and in Nablus, arresting 7 Palestinians; patrol in 6 villages nr. Hebron and 2 nr. Salfit. Israeli forces uproot 100 olive trees nr. Salfit. Along Gaza’s border, IDF troops arrest 3 Palestinians attempting to cross into Israel nr. Rafah. French amb. to Israel Patrick Maisonnave meets with an Israeli Foreign Ministry (FM) official and formally presents, for the 1st time, details of the French peace initiative. Hours later, Israeli prime minister (PM) Benjamin Netanyahu calls the proposal “puzzling,” saying that the French promise to recognize Palestinian statehood should the initiative fail encourages the Palestinians not to take it seriously. The IDF maintains, for a 2d day, the closure of Araqa where 2 Palestinians were killed on 2/14; declares it a closed military zone. They conduct raids in the village, arresting 2 Palestinians. Meanwhile, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians and sparking clashes with stonethrowing and armed youths; 42 Palestinians and 1 Israeli soldier are injured. Late at night, they escort 17 busloads of Israelis to Joseph’s Tomb outside Nablus to perform religious rites, sparking more clashes with stone-throwers; there are no serious injuries. Israeli forces demolish 20 residential structures in a village nr. Nablus; deliver stop-work orders to 2 homes under construction in Qalqilya. Throughout the day, the IDF conducts raids and house searches in 2 villages each nr. Jenin and Salfit and 1 nr. Bethlehem, as well as in Qalqilya and Hebron, arresting 11 Palestinians and issuing an arrest summons to 1; patrols in 3 villages nr. Hebron and 1 nr. Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. Khan Yunis, causing no injuries. Meanwhile, the Egyptian authorities keep the Rafah border crossing open for a 3d and final day. In East Jerusalem, Israeli forces assault and arrest a Palestinian youth outside the Old City after they search and find a knife on her person. They also arrest 1 Palestinian on a raid in Issawiyya. Palestinian hunger striker al-Qiq refuses an Israeli court offer to transfer him from Emek Medical Center in Afula to a hospital in East Jerusalem, demanding to be treated at a Palestinian hospital in the West Bank. Al-Qiq has been on hunger strike since 11/24, days after he was captured from his Ramallah home and held under administrative detention. (MNA 2/16)

In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr.  On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. In the West Bank, Israeli soldiers shoot and injure a Palestinian youth at a checkpoint nr. Jenin after he allegedly attempts to stab them. IDF troops raid Birzeit University overnight, destroying admin. and student property largely belonging to mbrs. of the Hamas-affiliated student bloc. IDF troops conduct late-night raids and house searches in 1 village nr. Tulkarm, ‘Aqabat Jabir r.c. nr. Jericho, Nablus and 1 nearby village, Jenin and 1 village nearby, and 2 villages nr. Hebron, arresting 10 Palestinians and issuing arrest summons to 1; patrol in 2 villages each nr. Ramallah and Jericho. Dozens of Israeli settlers perform religious rituals at Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and stone-throwing Palestinians in the area; there are no serious injuries. In East Jerusalem, Israeli forces shoot and injure a Palestinian accused of throwing stones in Hizma village; arrest 4 Palestinians on late-night raids in al-Tur. The organization Physicians for Human Rights–Israel, which has been working on the case of Palestinian hunger striker al-Qiq, requests that the Israeli Prison Service appoints an independent physician to assess his condition. There are conflicting press reports that the medical team at Emek Medical Center in Afula, where al-Qiq is being held, are preparing to forcibly feed him. (MNA 1/12; PHRI 1/20)

In the West Bank, IDF troops shoot and injure a Palestinian youth nr. Qalqilya as he attempts to enter Israel for work; shoot and injure a Palestinian at a checkpoint nr. Jenin after he allegedly attempts to stab an Israeli soldier. The IDF patrols in a village nr. Bethlehem, sparking clashes with stone-throwers and injuring 7 Palestinians. IDF troops conduct house searches and raids in 1 village each nr. Qalqilya, Ramallah, and Nablus, as well as 2 nr. Bethlehem, arresting 14 Palestinians; patrol in 1 village each nr. Nablus and Jericho, 5 nr. Hebron, and 2 nr. Ramallah. Israeli forces continue leveling land nr. Asfar settlement s. of Bethlehem in preparation for the construction of a military tower. A Palestinian resident of the area says that they have razed 2.5 dunams (around 0.6 acres) since 1/6. The Israeli authorities declare a 300-dunam (around 74 acres) swath of land nr. Jenin a closed military zone; return the body of a Palestinian killed by Israeli forces in East Jerusalem on 10/12. The head of the Commission of Detainees and Ex-Detainees Affairs reports that the health of Palestinian prisoner al-Qiq, who has been on hunger strike since 11/24, is quickly deterioriating. He calls on human rights groups to intervene for the release of al-Qiq and another hunger striker, Jordanian prisoner Issa Qaraqe. (MNA 1/10)

The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods.
