Assailants attack security checkpoints in the n. Sinai towns of Shaykh Zuweid and al-Arish, killing one soldier. An army spokesperson says that preparations are underway for a large-scale operation in the Sinai, to target “terrorist and criminal cells.” The official says that there is coordination between Egypt and Israel over bringing military forces into the Sinai. In the Israeli media, Israeli army officers serving nr. the Egyptian border report that security coordination is in good shape despite the political turmoil. Hassan Ruhani wins Iran’s presidential election, with a voter turnout of around 80%. The win is seen as a victory for moderate elements within the domestic political scene and a defeat for conservative clerical hard-liners. He will assume office on 8/3 when Ayatollah Ali Khamenei endorses the election results. White House spokesperson Jay Carney says that Obama congratulates Iranians for their courage in voting. In the West Bank, IDF troops violently disperse a march by hundreds of Palestinians, Israelis, and international activists in Bayt Liqya, nr. Palestinian protesters in Nablus demonstrate against living costs, demanding a reduction in the Value Added Tax and a subsidy for basic goods. Palestinian People’s Party representative Khalid Mansour tells the rally that PA Pres. Abbas should reconsider the Paris Protocol, or even “disavow it completely.” (MNA 6/15)

Egyptian pres. Mohamed Morsi says that he has cut all diplomatic ties with Damascus and backs a no-fly zone over Syria, an announcement he makes at a rally in Cairo. (REU 6/15)

The Obama administration approves further sanctions targeting Tehran, this time in respect to financial institutions involved in significant transactions in the Iranian rial, as well as the Iranian auto industry. The sanctions will go into effect on 7/1. Meanwhile, IAEA head Yukiya Amano tells the agency’s 35-nation board that talks with Iran “have been going around in circles.” (AP, REU 6/3)

The U.S. House of Representative’s Foreign Affairs Cmte. unanimously approves the “Nuclear Iran Prevention Act of 2013” which both strengthens existing sanctions on Iran and imposes new sanctions. It is expected to pass the full 435-member chamber where it already has over 300 cosponsors. Meanwhile, the International Atomic Energy Agency (IAEA) reports that Tehran is pressing ahead with the construction of a research reactor in Arak. U.S. State Dept. spokesperson Patrick Ventrell responds to that report with the claim that Iran is “advancing its enrichment programme in blatant violation of its international obligations.” (AP, REU 5/22)

The Israeli air force strikes a site nr. Damascus, in a new air strike on what unnamed Western intelligence sources say was a shipment of advanced, Iranianmade missiles heading to Hizballah in Lebanon. Israeli officials later stress that the airstrikes are aimed at Hizballah rather than destabilizing or undermining Pres. Bashar al-Asad’s regime. The Syrian government accuses Israel of ‘‘gross aggression’’ and says that the strike ‘‘opens a door to all options.’’ The opposition Syrian National Coalition also condemns the strike, saying that Israel is ‘‘taking advantage’’ of the conflict. A U.S. intelligence official says that Washington was not given any forewarning of the air raid. Iran’s Foreign Min. states that countries in the region should oppose the ‘‘assault,’’ while the Iran’s army ground forces commander Ahmad Reza Pourdastan says Tehran is ready to support its ally. Egypt condemns the airstrikes, as does the Lebanese pres. Michel Suleiman. U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. Officials from a dozen Palestinian factions including the PFLP, DFLP and Islamic Jihad—but excluding Hamas and Fatah—meet in Gaza City to discuss the resignation of Salam Fayyad. In a subsequent news conference, the factions say Pres. Mahmud Abbas should immediately start forming a Palestinian unity government of technocrats to be sworn in within three weeks. The government should then set a date for presidential, parliamentarian, and Palestinian National Council elections. (MNA 4/18)

Anonymous diplomats say that Iran and the International Atomic Energy Agency have agreed to discussions in mid-5/2013. Meanwhile, U.S. Secy. of State John Kerry tells the U.S. Senate Foreign Relations Committee that he was disappointed by the failure of talks in Kazakhstan but that a diplomatic solution to the dispute with Iran is still the best option. The Mujahidin Shura Council, which has previously fired projectiles from the Gaza Strip into Israel (3/21, 4/2), claims responsibility for firing 2 Grad rockets from the Egyptian Sinai that hit the Israeli resort city of Eilat, causing no damage or injuries. The group states that the attack was intended to demonstrate solidarity with Palestinian prisoners in Israeli jails. (NYT, REU, YA 4/17)

The U.S. Senate’s Foreign Relations Committee adopts Senate Resolution 65 (S. Res. 65), introduced on 2/28, which stipulates that Washington will support Israel—though no specific are given—in the event that it takes military action against Iran. (YA 4/17)

U.S. Pres. Barack Obama meets with Palestinian pres. Mahmud Abbas in Ramallah, discussions that Palestinian officials later characterize as disappointing in regards to positions on settlements and prisoners. Obama then delivers a speech to Israeli students in which he says further settlement construction is ‘‘counterproductive’’ to peace efforts, and urges the Arab world to ‘‘take steps toward normalizing relations’’ with Israel (See Documents in JPS 168 for excerpts). Palestinian militants fire rockets from the Gaza Strip into Israel, damaging 1 home in Sederot but causing no injuries. A small Islamist group called Mujahidin Shura Council claim responsibility for the launch, having previously claimed a 6/2013 attack on Israel from the Sinai. In response, the Israeli military announces that it is reducing the permitted fishing zone for Palestinians in Gaza to 3 naut. miles, as well as closing Kerem Shalom crossing. A court in Cyprus convicts Hizballah member Hossam Taleb Yaccoub of plotting against Israeli interests on the island. Yaccoub was arrested on 7/13/12 after a tip off by Israeli intelligence. (REU 3/21)

Iranian leader Ayatollah Ali Khamenei delivers a speech at the Shrine of Imam Reza in which he indicates openness to nuclear talks but is not optimistic about success. He also says that international sanctions have failed to isolate Iran. (WP 3/21)

U.S. Pres. Barack Obama arrives in Israel and holds talks with Israeli PM Benjamin Netanyahu. At their news conference, Obama says that a ‘‘strong and secure Jewish state’’ is key to a lasting peace, ‘‘alongside a strong Palestinian state.’’ Obama also promises to do ‘‘what is necessary’’ to stop Iran obtaining a nuclear weapon. Meanwhile, the New York Times reports on a leaked document from the Palestinians’ Negotiations Affairs Department that indicates an apparent willingness by Pres. Mahmud Abbas to soften the demand that Israel publicly pledge to halt settlement construction before resumption of negotiations, instead accepting a secret, or de facto, freeze. (AP, MNA, REU 3/20)

A UN Human Rights Council (UNHRC) fact-finding mission releases its report on Israel’s West Bank settlements, describing them as a ‘‘creeping form of annexation,’’ and calling on Israel to cease construction immediately and ‘‘initiate a process of withdrawal.’’ The report, presented by mission leader Christine Chanet, urges the international community to cut economic links with the settlements. The U.S. refuses to take part in the Council’s debate. Meanwhile, UN High Commissioner for Human Rights Navi Pillay states that Israeli settler violence ‘‘continues to be perpetrated with impunity,’’ and further notes that excessive force by the IDF has resulted in Palestinian fatalities. In an interview with Israeli television, U.S. Pres. Barack Obama says that Israel can no longer rely on a ‘‘a few [Arab] autocrats’’ to maintain regional stability and security, and that the Jewish state has ‘‘an interest in being able to speak to the Arab street.’’ Meanwhile, White House deputy national security adviser Ben Rhodes confirms that Obama will not introduce a new peace initiative during his Middle East visit next week. In a meeting in Moscow with Russian pres. Vladimir Putin, Palestinian pres. Mahmud Abbas says he hopes that peace talks would resume later this year, though the chances remain slim. The Palestinian Central Election Commission announces that the 36 West Bank municipalities where voting was postponed from the original 10/20/12 and 11/24/12 elections (see QU 166 and QU 167) due to court decisions, resignation of council members, and other factors will hold local elections on 6/1. The International Monetary Fund warns that the PA’s fiscal situation is ‘‘increasingly precarious’’ and urges action from donors to help reduce the significant budget deficit. U.S. Pres. Barack Obama tells Israeli media that Washington considers a nuclear Iran to be a ‘‘red line’’ with all options on the table to stop it. Obama says that U.S. intelligence believes that it would take over a year for Iran to develop a nuclear weapon. (AP 3/14; HA 3/15)

Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. A report by the International Atomic Energy Agency (IAEA) says that Iran has begun installing advanced centrifuges at its main uranium enrichment plant that could enable Tehran to speed up its accumulation of material needed for a nuclear weapon. The voter registration drive is the necessary step towards as yet unscheduled elections, should Fatah and Hamas agree on how to proceed and with several outstanding issues that could cause a delay. A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. U.S. pres. Barack Obama nominates Republican Chuck Hagel as his next defense secretary and counterterrorism adviser and John Brennan as head of the CIA. Hagel is expected to meet opposition over his record on Israel and Iran, while Brennan has faced criticism by human rights groups over his views on mistreatment of prisoners during interrogations. Speaking at an annual conference for Israel’s ambassadors abroad, PM Netanyahu says that Iran has not yet crossed the ‘‘red line’’ set by Israel on its nuclear program. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues.
