Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5. In the Gaza Strip, unknown Palestinians fire shots toward IDF troops nr. the Erez crossing, causing no injuries. In 2 separate incidents, IDF troops open fire on Palestinian farmers nr. the border fence, causing no injuries. In the West Bank, the IDF informs residents nr. Jenin that 1,000s of dunams of land in the area will be seized; delivers demolition orders for 8 structures to Palestinians in a village nr. Hebron. Elsewhere, a Palestinian throws a Molotov cocktail at a settler nr. Hawara village s. of Nablus, and IDF troops impose a curfew on the village. The IDF conducts arrest raids and house searches nr. Hebron, Nablus, Qalqilya, and in Jenin r.c. Clashes break out with residents nr. Nablus, injuring 4 Palestinians in ‘Askar r.c. Late at night, a group of settlers, accompanied by IDF troops, enters a village e. of Ramallah and tries to burn a Palestinian’s home, but residents stop them. An Israeli settler attempts to run over 3 Palestinians with his car s. of Hebron, causing no injuries or damage. In East Jerusalem, municipal authorities and IDF troops deliver a demolition order to the Silwan home of the Palestinian who was suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed hours later by Israeli security forces. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families. Following the announcement, clashes between Palestinians and Israeli security forces break out in the East Jerusalem neighborhoods of Jabal Mukabir, where the men were from, Sur al-Bahir, Silwan, Issawiyya, and al-Tur; 12 Palestinians are injured by rubber-coated metal bullets. Jordan’s govt. formally condemns the attack on the West Jerusalem synagogue on 11/18. The Jordanian parliament holds a moment of silence for the 2 Palestinians who were killed by Israeli police after perpetrating the attack, and Jordanian PM Abdullah Ensour sends a letter of condolence to the men’s family. In the West Bank, the IDF conducts house searches and arrest raids in Hebron at night; patrols in 1 village nr. Hebron in the morning, in Aida r.c. in Bethlehem in the afternoon. IDF troops violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Nil‘in, and Wadi Fukin), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. PA Pres. Abbas addresses the UNGA, announcing that the PA, in coordination with the Group of Arab States at the UN, is working on a draft UNSC res. that will call for immediate recognition of Palestinian statehood and a specific timetable for the end of the Israeli occupation, with bilateral negotiations on key issues to be held over the course of that time. Several Palestinian officials later elaborate on the plan, saying that the exact timetable is not set, though it will be either 2 or 3 years. Abbas also uses unprecedentedly strong language to condemn Israel’s most recent assault on Gaza, calling it a “genocidal crime.” The U.S. and Israel are both critical of Abbas’s rhetoric and his proposals. After a week of negotiations, reps. of Iran and the P5+1 group conclude this round of talks in New York. They do not make any significant agreements or compromises ahead of the 11/24 deadline, with the key sticking points being Iran’s uranium enrichment capacity and the pace at which the U.S. will lift its sanctions. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and 1 village each nr. Ramallah and Salfit; patrols in 4 villages nr. Ramallah, 2 villages nr. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 4 villages nr. U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. FM Abbas Araghchi, respectively. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. Tehran has reportedly only implemented 3 out of 5 agreed transparency steps. (AFP, AP, REU 9/5)

IDF troops also wound 5 Palestinians in Dahaysha r.c. in Bethlehem during an arrest raid. Israeli forces demolish the home of Turkey-based Hamas official Saleh al-Arouri in ‘Aroura village nr. In Vienna, reps. of Iran and the P5+1 group end the round of talks that began on 6/16. Iranian FM Zarif says “there has been progress, but major disputes remain.” The diplomats began drafting a final agreement during this 5-day round of talks. A 6th and final round of talks in Vienna is scheduled to begin on 7/2, ahead of the 7/20 deadline. Separately, the IAEA releases a report saying that Iran has eliminated almost all of its most sensitive stockpile of enriched uranium. (AJ, BBC 6/20)

In the West Bank, IDF soldiers open fire on demonstrators in Hebron, wounding 2 with rubber-coated metal bullets, including a 14-year-old child who was blinded as a result. The IDF conducts house searches and arrest raids in Aida refugee camp (r.c.), Dahaysha r.c., and 1 village nr. Bethlehem at night; patrols in Qalqilya and 1 village nr. Hebron in the afternoon, and in 3 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Hebron at night. Israeli settlers destroy 58 trees nr. Bethlehem. Meanwhile, IDF troops demolish an unauthorized structure in the Jewish settlement outpost Givat Assaf nr. Beit El. IDF troops violently disperse Palestinian, Israeli, and international protesters at a weekly demonstration against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Kafr Qaddum, where 1 is wounded by a rubber-coated metal bullet. In East Jerusalem, Israeli forces violently disperse a group of Palestinians in Issawiyya protesting the killing of 2 teenagers the previous day. Fifteen are injured with rubber-coated metal bullets. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions. Due to the lack of progress, Iran’s FM Mohammad Zarif and EU foreign affairs chief Catherine Ashton did not hold a concluding press conference as on previous occasions. Araghchi says there are further meetings planned in 6/2014, but gives no further details. Meanwhile, in comments given after a meeting with Israeli PM Benjamin Netanyahu in Jerusalem, U.S. Defense Secy. Chuck Hagel says that the U.S. is committed to “ensuring Iran does not get a nuclear weapon.” (AP, HA 5/16)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt.
