In the West Bank, IDF troops conduct late-night raids in Hebron and 1 village each nr. Bethlehem, Ramallah, and Jenin, arresting 5 Palestinians and issuing arrest summons to 3; patrol during the day in 3 villages nr. Ramallah, 2 nr. Jericho, and 1 nr. Jenin. They also violently disperse Palestinian, Israeli and international activists at a demonstration against the Israeli occupation in Kafr Qaddum nr. Qalqilya, injuring 2 Palestinians. Israeli settlers fill an agricultural well with stones and earth nr. Salfit. In East Jerusalem, right-wing Jewish activists assault a Palestinian child outside Haram al-Sharif. Israel’s Justice Min. Ayelet Shaked says that the proposed release of Israeli spy Pollard from U.S. prison in 11/2015 is not connected to Israel’s complaints about the nuclear deal announced by Iran and the P5+1 on 7/14. Meanwhile, U.S. atty. gen. Loretta Lynch says that the Justice Dept. “will not interfere” in Pollard’s case, meaning that she will not seek to accelerate or delay his release beyond the standard parole procedures. In the West Bank, Israeli forces arrest a Palestinian late at night after he allegedly attempts to stab an Israeli soldier at Qalandia checkpoint nr. Jerusalem. During the day, the IDF patrols in Yatta and 1 village each nr. Ramallah and Hebron. (MNA 7/10; PCHR 7/15)

Israel’s Defense Ministry lifts its gag order on the news of 2 Israeli civilians—a Palestinian bedouin and a Jewish Ethiopian—allegedly being held in Gaza. The Israeli govt. holds Hamas responsible for the men and reportedly lifts the order in the hope that it might lead to negotiations over their release. Hamas does not confirm it is holding the men. A senior Israeli official says that the Israeli govt. has changed its position on cooperating with the ICC’s preliminary examination on alleged war crimes committed in the oPt. The govt. will now begin opening contacts with ICC prosecutor Fatou Bensouda to make its position clear to the court, but only on the subject of jurisdiction. (HA 7/9; AFP 7/10)

U.S. secy. of state John Kerry delivers a statement on the status of the P5+1/Iran negotiations in Vienna. He says that the negotiations will continue, but does not set a new deadline. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. Off the n. coast of Gaza, Israeli naval forces open fire on Palestinian fishing boats, injuring 1 fisherman with rubber-coated metal bullets. In the West Bank, IDF troops arrest a Palestinian in a village nr. Hebron and another in c. Hebron. Meanwhile, hundreds of Israeli settlers perform religious rites at Joseph’s Tomb outside Balata r.c. nr. Nablus, sparking clashes between IDF troops and Palestinians in the camp. Israeli forces seize around 1,000 dunams of land nr. Hebron for the expansion of a nearby settlement. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. He also says that the Palestinians will lodge an official complaint about the freeze at the ICC. (WAFA 4/8)

As part of a reported deal with Israel’s COGAT, the PASF expands deployments in towns and villages nr. Jerusalem, in Area B. The PASF will begin by opening up police stations in the villages. (REU 4/8; AFP, MNA 4/9)

U.S. Pres. Obama calls Sens. Corker (R-TN) and Ben Cardin (D-MD), the 2 ranking mbrs. of the Senate Foreign Relations Comm., denouncing Corker’s proposed bill that would empower Congress to approve or disapprove of any final agreement made by Iran and the P5+1. The bill, the Iran Nuclear Agreement Review Act, is set for a comm. deliberation on 4/14. Meanwhile, Secy. of State Kerry and Under Secy. Wendy Sherman meet with reps. of AIPAC, the American Jewish Comm. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 4 Palestinians and 1 international are moderately injured and dozens suffer from tear gas inhalation. The IDF patrols in 1 village each nr. Ramallah and Jericho, and in al-‘Arub r.c. nr. Hebron. In East Jerusalem, Israeli forces arrest 4 Palestinians in the Old City. After Israeli forces bar a group of rightwing Jewish activists from entering a school in Haram al-Sharif, a leader of the activists writes a letter to the Israeli authorities calling for the school to be officially recognized as a synagogue under the Protection of Holy Places Law and for Jews to be allowed to worship there. Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 2d day. Off the n. coast, Israeli naval forces open fire with live ammunition on Palestinian fishing boats, moderately injuring 1 fisherman. Also, the Gaza power plant shuts down 1 of its 3 currently operating turbines due to lack of fuel imports, increasing the planned power outages from 12 to 18 hours per day. In the West Bank, the municipal govt. of the Kiryat Arba settlement delivers a notice of unpaid property taxes to a Palestinian on whose lands the settlement was built, which will reportedly force him and his family to leave their land. Separately, Israeli forces demolish 2 homes and 2 animal shelters in a village in the s. Hebron hills. The IDF conducts house searches and arrest raids nr. Nablus, Hebron, Jenin, as well as Tulkarm r.c.; patrols nr. Hebron and Tulkarm. They also arrest 1 Palestinian at a military checkpoint nr. Bethlehem. In East Jerusalem, Israeli forces demolish a home in Jabal Mukabir and a building in Shu‘fat; conduct house searches and arrest raids in Silwan. Meanwhile, security guards deny a group of right-wing Jewish activists entry to Haram al-Sharif. In Israel, a Palestinian man from Tulkarm attacks Jewish Israelis on a bus in Tel Aviv, injuring 13 with a knife, before police shoot him in the leg and detain him. U.S. Speaker of the House of Reps. John Boehner (R-OH) announces that Israeli PM Netanyahu has accepted his invitation to come to Washington and address a special meeting of Congress on Iran. Civil employees go on a 1-day general strike in protest of the fact that they haven’t been paid a full salary since 6/2, and dozens stage a sit-in protest outside the PA unity govt.’s headquarters in Gaza City. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces clash with stone-throwing Palestinians in al-Tur and Issawiyya, injuring 2 with rubbercoated metal bullets. They also arrest Palestinians in al-Tur, Issawiyya, and Bab Hettah. Meanwhile, around 40 officials from Israel’s Foreign Affairs Ministry and 30 rightwing Jewish activists tour Haram al-Sharif accompanied by IDF troops. In Israel, Palestinian citizens observe a general strike protesting the killing of 2 Palestinian bedouin men in Rahat by Israeli police. Residents of Rahat continue their strike, which they began on 1/18, and around 200 Palestinians throwing stones clash with Israeli police; 4 Palestinians are arrested. In his annual State of the Union address, U.S. Pres. Obama reiterates his promise to veto any new legislation relating to the sanctions on Iran that would threaten the ongoing negotiations between Iran and the P5+1. (NYT 1/21; HA 1/23)

The IAEA publishes a report on Iran’s adherence to the Joint Plan of Action, which governs its negotiations with the P5+1. It concludes that Iran has not enriched any uranium above 5% or made any “further advances” at the Natanz or Fordow plants, or the Arak reactor. (AP 1/21)
