In the West Bank, Israeli settlers stole 18 residential tents in Beit Furik. Israeli forces razed land planted with 210 olive and almond trees in Birin. 11 Palestinians were arrested during late-night raids in Ramallah, Nablus, and Bethlehem. Medical Aid for Palestinians said it will provide the Palestine Red Crescent Society (PRCS) helmets and bulletproof vests worth $24,000 to help protect medical workers in the West Bank. PRCS said medical teams had been put in danger by Israeli forces on 193 separate occasions in the first half of 2023, an increase of 310% compared to the same period in 2022. Israeli defense minister Yoav Gallant signed an order to place 3 Israeli settlers in administrative detention for attacks on Palestinians in Umm Safa and al-Lubban ash-Sharqiya in June. (HA 7/18)

The U.S. House of Representatives passed a resolution declaring that “the State of Israel is not a racist or apartheid state” by 412 votes to 9. Representatives Ilhan Omar (D-MN), Summer Lee (D-PA), Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Andre Carson (D-IN), Cori Bush (D-MO), Ayanna Pressley (D-MA), and Delia Ramirez (D-IL) voted against. U.S. president Joe Biden met with Israeli president Isaac Herzog at the White House. After the meeting, Biden told New York Times columnist Tom Friedman that he urged Israeli leaders to stop the judicial overhaul and not pass reforms without a broad consensus. 60 prominent human rights and press freedom organizations signed a letter addressed to the U.S. Congress urging representatives to pass the Justice for Shireen Act, which would require the U.S. government to investigate the Israeli killing of Shireen Abu Akleh. (AJ, MEE 7/18; WAFA 7/19)

The U.S. Department of Commerce added the Israel-owned Intellexa and Cytrox spyware companies to its blacklist of companies acting against U.S. interests. The list already includes NSO Group and Candiru. (HA, MEE, NYT 7/18)

In the West Bank, Israeli forces raided Ni‘lin and punitively demolished the family home of a Palestinian man who was killed after he allegedly killed 1 Israeli woman in Tel Aviv on 3/9; 2 Palestinians were injured by live ammunition while protesting the demolition. The punitive demolition was carried out in a 4-story apartment building on the second floor with explosives, causing damage to other apartments. Israeli forces also shot and injured 2 Palestinians during a raid in Qabatiya. Elsewhere, Israeli forces issued a demolition order for a house under construction in Tura. Israeli forces also seized 2 tractors in Deir Sharaf. Meanwhile, Israeli forces raided Bardala, sealing water wells. 18 Palestinians were arrested during raids in Qabatiya, al-Jalama, Tubas, al-Am’ari refugee camp, Nablus, Salem, al-Arroub refugee camp, Birzeit, al-Mughayyir, and al-‘Awja. The head of the Israeli police’s operational division Sigal Bar-Zvi said that Israel should declare a state of emergency over the continuing rise in gun violence in the Palestinian cities and towns in Israel. So far this year, 80 Palestinian citizens of Israel have been murdered. Bar-Zvi blamed organized crime for the rise in the murder rate. (HA 5/24)

Haaretz reported that the second largest Israeli spyware company QuaDream had announced that it would shut down due to its failure to get authorization from the Israeli Defense Ministry to sell its Reign spyware to Morocco and other new clients. Morocco was reportedly barred by Israel from buying QuaDream’s spyware as it had used NSO Group’s Pegasus spyware to target senior officials in Europe, including French president Emmanuel Macron. In the West Bank, Israeli forces shot and killed 2 Palestinians during a raid in Nablus, 1 was injured by an Israeli police dog biting him in the leg, and 2 were arrested. Israeli forces also violently dispersed Palestinian protesters in Nabi Salih, injuring 4 with tear gas and damaging 1 car with a canister. Israeli forces also violently dispersed Palestinians attempting to fend off Israeli settlers throwing stones at their homes in Surif, injuring 1 by assault and others with tear gas. The Israeli Supreme Court ruled in favor of a Palestinian family in Silwan, ending a 32-year legal battle to have the family displaced. The Jewish National Fund and the settler organization Elad, which had tried to evict the Sumreen family from their home in Silwan since 1991, were also ordered to pay the family $5,560 in compensation. The New York Times reported that the U.S. government bought NSO Group’s spyware through a front company on 11/8/2021. The U.S. reportedly acquired a geolocation tool that can be used track people’s locations via their phones 5 days after Biden administration placed the NSO Group on the Department of Commerce’s blacklist. The UN Human Rights Council passed a resolution demanding accountability for the Israeli occupation and human rights violations against Palestinians. 38 members voted for, 2 against, and 8 abstained. The resolution was presented by Chile and Pakistan. (UN 3/28; WAFA 4/3)

In the West Bank, Israeli settlers raided Huwwara, injuring 6 Palestinians and damaging property, including throwing stones at an ambulance and setting a fire truck on fire. 4 Israelis and 2 Palestinians were arrested. Israeli settlers also threw stones at Palestinian homes in ‘Asira al-Qibliya, damaging 2. Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp, including 4 with live ammunition and 2 with baton rounds. Israeli forces also shot and injured 1 Palestinian minor during a raid in al-Khader. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces had previously raided the compound to clear it for the settlers. Elsewhere in Jerusalem, Israeli pro-government protesters assaulted Palestinians passing by the crowd, seriously beating 1 Palestinian man. 3 Israelis were later arrested. HaMoked reported that data from the Israeli Prison Service showed that on 3/1 Israel was holding 971 people in administrative detention, 967 of whom were Palestinians and 4 of whom were Israeli Jews. (HA 3/27; HA 4/2)

Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Israel airports trade union closed down Ben-Gurion International Airport for all incoming and outgoing flights. Later other unions followed, closing down several embassies around the world. Israeli president Isaac Herzog also issued a statement directed at Netanyahu calling on him to freeze his pursuit for control over the judicial branch of government. Later in the day Netanyahu survived 2 no-confidence votes in the Knesset, 59-53 and 60-51. In the evening Netanyahu announced a pause to his government’s plans “to give a real opportunity for real dialogue.” To appease National Security Minister Itamar Ben-Gvir, who had threatened to resign if the legislation was paused, Netanyahu promised him that he will establish a national guard under Ben-Gvir’s command. The New York Times reported that U.S. officials had intensely pressured the Netanyahu government to pause the legislation. The White House banned U.S. federal agencies from using commercially available spyware that poses national security and human rights risks. The executive order follows a report that more than 50 U.S. government employees in 10 countries have been targeted by spyware. Previous hacks of the phones of U.S. government personnel in Uganda were linked to the Israeli NSO Group and its Pegasus spyware. (MEE, WP 3/27; HA 3/29)

In the West Bank, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Aqraba. Israeli forces also issued a demolition notice for a house in Idhna, giving the family 8 days to demolish their home. Elsewhere, Israeli forces fired tear gas near a school in Silwad, causing tear-gas related injuries to students and staff. 6 Palestinians were arrested during late-night raids in Abu Dis, Tulkarm, Nablus, Jifna, and Hebron. The Israeli prison service began transferring Palestinians to different prisons in Israel to impede contact between them. 70 Palestinian prisoners, including Palestinian presidential candidate Marwan Barghouti, were transferred to the Nafha prison. A total of 2,000 Palestinian prisoners will, according to the plans, be transferred from the prison they are incarcerated in to a new location. (HA, WAFA 1/9; ALM, MEMO 1/10)

Israel Hayom reported that Israel forces had demolished 2 structures at an archeological site in Khirbet Tarfin in Area B on 11/24/2022. The demolition was approved by then Defense Minister Benny Gantz. (HA 1/10)

Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. Midwidsky said, “I prefer Jewish murderers to Arab murderers and as a general rule in the Jewish state I prefer Jews to disloyal Arabs here.” (HA, TOI, WAFA 1/9; MEE 1/10)

Representatives from the U.S., Israel, the UAE, Egypt, Bahrain, and Morocco met in Abu Dhabi for the first day of a two-day summit of the Negev Forum, discussing normalization and regional integration. The members of the forum issued a document on 1/10 stating that they want to develop and implement initiatives to strengthen the Palestinian economy and quality of life. The U.S. Supreme Court allowed a lawsuit brought by WhatsApp against the Israeli spyware company NSO Group to continue, denying the NSO Group immunity as a foreign government agent. NSO Group’s Pegasus spyware has been used to spy on activists and journalists in several countries, with more than 100 cases where the spyware having been installed via WhatsApp messages in more than 100 cases.
