In the West Bank, Israeli settlers vandalize a Palestinian home in Sinjil with graffiti and stones. Israeli settlers also assault Palestinian shepherds in al-Minya. Elsewhere, Israeli settlers destroy water pipes in Susiya. Israeli forces shoot and injure 4 Palestinians, uproot streets, and bomb a home in Jenin refugee camp. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. An Israelis soldier is killed in combat. In Lebanon, Hezbollah launches 6 rockets at Shebaa Farms. Israeli forces attack Blida, Kafr Kila, and Ayta  ash Shab. In the Red Sea, Houthi forces launch a suicide drone at a U.S.-owned ship, causing damage. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 19 trucks carrying aid enter Gaza. The World Food Programme announces that it cannot deliver aid in northern Gaza due to Israeli attacks and “complete chaos and violence due to the collapse of civil order.” The Gaza Media Office calls the decision “a death sentence for three-quarters of a million people.” (AJ, AP, HA 2/20; AJ, AJ, UNOCHA 2/21)

UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. Israeli finance minister Bezalel Smotrich says freeing the Israeli captives is not the most important goal for Israel. (AJ, HA, HA, HA 2/20)

UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. Late at night, Israeli forces carry out the punitive demolition of the Kobar home of the Palestinian who killed 3 settlers at the nearby Halamish settlement on 7/21. The demolition sparks clashes with stone-throwing Palestinians in the area; 12 Palestinians are injured. Separately, IDF troops arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron, Ramallah, and Bethlehem; and patrol nr. Nablus. In East Jerusalem, Israeli forces demolish a 2-story building in Issawiyya, a makeshift home in Silwan, a car wash in Bayt Hanina, and a commercial structure in Jabal Mukabir. They also arrest 5 Palestinians during raids in al-Tur and Abu Dis. In Israel, the police arrest Shaykh Raed Salah, the head of the Islamic Movement’s outlawed Northern Branch, on charges related to incitement. Several hundred right-wing Israelis gather at the illegal Amona settlement outpost nr. Ramallah, anticipating the outpost’s evacuation, which was ordered to take place by 12/25. They stay in camps at the outpost through the night. Elsewhere in the West Bank, Israeli settlers demolish a Palestinian home under construction nr. Nablus overnight. IDF troops arrest 4 Palestinians and issue 2 arrest summons during raids in Jenin and nr. Hebron and Ramallah, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli police arrest a Palestinian in Bayt Hanina after finding weapons in his car. Palestinian and Western officials say that the PA is planning a senior-level delegation to the U.S. next week, led by Palestine Liberation Organization (PLO) secy.-gen. Saeb Erakat, to discuss bilateral relations and push for U.S. support for a Palestinian-backed UNSC res. condemning Israel’s settlements. (HA, JP, MNA 12/10)

In the West Bank, Israel Defense Forces (IDF) troops conduct an early morning raid in Ramallah, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. The IDF arrests 8 Palestinians during late-night raids in and around Hebron, Bethlehem, and Tulkarm; and patrols nr. Jenin, Ramallah, and Hebron. Along Gaza’s border, the Israeli authorities prevent a truck from passing through the Kerem Shalom border crossing on the grounds that it contains materials that could be used to build rockets. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya refugee camp (r.c.), causing no damage or injuries. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits. In the morning, IDF troops make 2 incursions in to s. Gaza e. of Abassan and al-Qarara to level lands and clear lines of sight. IDF troops and a helicopter guarding the unit nr. Abassan fire on surrounding agricultural areas to keep Palestinians away, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, an Israeli warplane fires a missile at a smuggling tunnel on the n. Gaza border nr. Bayt Hanun, causing no injuries. OCHA reports that in the previous week, Israel granted 60 of 100 applications from Gazan UN staffers for 3-month multiple exit permits (rather than time-bound permits for specific events, valid for up to 1 week only). OCHA says this marks 1st time the UN has received so many long-term permits at one time and constitutes a considerable improvement in access for UN Gaza staff. In the West Bank, the IDF bulldozes 2 cow pens and 2 structures nr. a settler-only bypass road outside Hebron; demolishes a Palestinian home under construction without permits nr. Qalqilya. About 30 Palestinians rally in solidarity with hunger-striking Palestinian prisoners outside the IDF’s Ofer prison nr. The IDF ends is probe into the 1/5/2009 shelling of a house in Gaza City during Operation Cast Lead that killed 21 mbrs. of a family that had been ordered by troops on the ground to stay in the home, concluding that the building was not deliberately targeted and therefore the incident did not constitute a war crime. Egypt’s Grand Mufti Ali Gomaa visits al-Aqsa Mosque in Jerusalem in what he calls an unofficial visit to show solidarity with the Palestinian people and their claim to East Jerusalem. Many Egyptians and Muslims are angry that he broke an unofficial ban by Muslim clerics and Egyptian organizations on visiting areas under Israeli control. (WT 4/19)

Early in the morning, IDF troops make a brief incursion into c. Gaza e. of al-Bureij r.c., firing on the surrounding area; no damage or injuries are reported. Also in the morning, IDF troops on the s. Gaza border fire on Palestinian houses and agricultural areas in Khuza; a Palestinian woman 1,000 m. from the border is hit in the head with live ammunition and is seriously injured. In the West Bank, the IDF demolishes 9 residential structures, 6 animal pens in al-Khalayli bedouin community in area C nr. Jerusalem, displacing 54 Palestinians (including 34 children); conducts late-night arrest raids, house searches in Tubas; late-night patrols in Jericho. In East Jerusalem, Israeli authorities evict 2 Palestinian families fr. their homes in Bayt Hanina, ending a decade-long legal dispute with Jewish settlers over the ownership of the properties. Ayman Salama, 1 of the Palestinians released in the 1st stage of 10/2011 prisoner swap that freed IDF Cpl. Gilad Shalit; patrols in Qalqilya (briefly detaining a 13-yr.- old Palestinian who allegedly had a knife; Palestinian officials at the District Liaison Office intervene, securing his release), 1 nearby village, and 3 villages nr. Ramallah during the day; conducts synchronized late-night arrest raids, house searches in Nablus and 2 nearby villages; conducts separate late-night arrest raids, house searches in Kafr Qaddum. A day before Likud party primaries, Israeli PM Netanyahu approves new financial incentives for Jews to move to 70 West Bank settlements deemed “national priority areas” and appoints a committee to “study the status” of unauthorized settlement outposts, which some see as a move to legalize those (the vast majority) that are not built on private Palestinian land. Both steps are widely seen as aimed at appeasing party hardliners. (WP, WT 2/1; WP 2/2)

Hamas’s Haniyeh begins a 2d regional tour that will include Qatar, Bahrain, Kuwait, and Iran. The trip is aimed primarily at raising funds to rebuild Gaza. (MNR 1/30; DS 1/31)

An Israeli drone crashes during a test flight. Some suspect that the modified long-range Heron TP (Eitan) was being refitted for a possible military strike on Iran. The Heron TP is typically fitted with jamming and intelligence equipment; has a 1-ton payload capacity (enough to carry a bunker busting bomb); and can stay aloft for 40 hrs., travel 4,600 mi., and perform in-flight refueling missions. IDF spokesman Maj. Guy Inbar acknowledges that Israel plans to relocate some 2,000 Bedouin fr. 20 encampments in the hills e. of Jerusalem (in area C) to clear the way for the expansion of Ma’ale Adumim settlement into the E1 zone to link it with Jerusalem. Officially, the government says the relocation plans are part of its broader initiative to “provide the bedouin across the West Bank with sites where they can build legally with access to water, electricity, and government services.” Construction in the E1 zone and settlers’ preparations for expansion of Ma’ale Adumim into the area have been planned since 2009, but this marks the 1st admission that the government has started logistical planning to remove the Bedouin population fr. the area. Meanwhile, Israeli DM Ehud Barak approves establishment of a new 40-unit settlement neighborhood and farm nr. Efrat settlement to expand the Gush Etzion settlement block s. of Bethlehem; the new settlement, to be called Givat Hadagan, was approved for development in the 1990s, with plans to build 500 housing units. Israel closes the old wooden Mughrabi footbridge (deemed unsafe) used by non-Muslims to reach the Haram al-Sharif/Temple Mount; the PA and Waqf officials protest, saying Israel plans to build a larger permanent structure to assert its control over the site, which is holy to both Muslims and Jews. Dayr al-Balah (partially damaging a building but causing no injuries) and a smuggling tunnel on the Rafah border (injuring 1 Palestinian). In the West Bank, the IDF enters al-Ras village in the afternoon, arresting 3 Palestinians off the street; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron. Meanwhile, at a dedication ceremony in Dahiyat al-Barid (in East Jerusalem but on the Palestinian side of the separation wall), PA PM Fayyad announces that the PA has renovated 15 schools in East Jerusalem in defiance of Israel’s ban on PA activity in East Jerusalem, saying “we are translating steadfastness into facts on the ground.” Fayyad had planned to attend the inauguration of the new schools in Shaykh Jarrah and Shu‘fat as well, but decided not to after Netanyahu pointedly renewed (11/1) his ban on allowing Palestinian leaders to carry out official business in the city and ordered security services to halt the visit if Fayyad proceeded. The Court of First Instance in Gaza sentences a Palestinian man to death by hanging for kidnapping and killing a 9-yr.-old girl in 2004. Israel reports that a Libyan ship that had threatened to run the Gaza blockade (see 7/11) has diverted toward the Egyptian port of al-Arish, defusing a potential crisis; the Egyptian Red Crescent Society will take the goods to Gaza through the Rafah terminal. (Israel had been urging Egypt and Italy to intervene with Libya to encourage it to divert the boat.) Meanwhile, IDF troops on the c. Gaza border shell residential areas of Gaza Valley village after spotting “suspicious figures” in the area, hitting 1 home, killing 1 Palestinian woman and wounding 3 civilians in and around the house.
