Overnight, IDF helicopters fire missiles at a Fatah office and a PA security forces building in Gaza City, a PFLP office in Bureij r.c., a bridge in Bayt Hanun, several open fields and empty buildings in n. Gaza; the predawn air strikes on Gaza City cut electricity. In the West Bank, the IDF makes coordinated raids on at least 8 Islamic charitable institutions in and around Hebron and in Bethlehem, Qalqilya, Tulkarm, sealing the offices and confiscating computers, files, and office equipment. The IDF says that it is prepared to bombard civilian areas of Gaza if rocket fire does not cease. The PA denounces Israel for detaining at least 30 Hamas campaign officials and 17 candidates in upcoming municipal and legislative elections during the past wk. of arrest raids; Israel says it has detained 415 Palestinians since 9/23, including some 250 Hamas mbrs. Hamas affirms responsibility for the killing of an Israeli kidnapped on 9/21 and found nr. Ramallah on 9/26, claims that he was a Shin Bet officer. Israel says it has begun construction of 2 additional fences around the Gaza Strip—1 of razor wire, 1 with electronic sensors and surveillance cameras—to ensure Israeli security after disengagement; both fences will be inside Israel. IDF undercover units make a major incursion into Tulkarm, raid the home of wanted Islamic Jihad mbr. Mu’ayyad Musa, fatally shoot him in an apparent assassination. The IDF demolishes a Palestinian home in Husan w. of Bethlehem for construction of the separation wall; fires on residential areas of Budrus nr. Ramallah, Rafah; raids the Abu Huli neighborhood of Dayr al-Balah, searches homes, rounds up residents for interrogation, arrests 2; conducts arrest raids, house searches nr. Bayt Khalil nr. Hebron, Burqin, Nablus, Qabatya, Yatta. Palestinians fire 3 rockets at Sederot and the Negev, a mortar at the Gaza security fence, causing no damage or injuries.Armed mbrs. of the Jenin Martyrs Brigades (a Bureij cell of the PRCs affiliated with Fatah) kidnap PA military intelligence officer Jihad ‘Abid (fmr. aide to fmr. military intelligence head Musa Arafat) as he returns to Gaza through the Rafah crossing. Announcing the start of a “sustained” campaign against Islamic Jihad, the IDF imposes 24-hr. curfews on Tulkarm town and r.c., al-Til, and Nur al-Shams r.c.; reinvades Tulkarm (turned over to PA security control on 3/22) and al-Til in its largest military operation since Israeli and the Palestinians agreed to an unofficial cease-fire on 2/8, fatally shooting a PA policeman, leaving a 2d PA policeman clinically dead, arresting at least 6 Palestinians with Islamic Jihad ties; 2 IDF soldiers are injured. Israel says it was forced to act in Tulkarm because the PA had not reined in militants there, citing the bombing as proof; the PA says the assault on Tulkarm is unjustified, since the 7/12 bomber came fr. al-Til, 5 mi. away, under Israeli military control. Late in the evening, the IDF raids Nablus, fatally shoots Islamic Jihad cmdr. Muhammad al-Assi when he attempts to elude arrest; detains an Islamic Jihad mbr., a British woman with him. Jewish settlers fr. Kiryat Arba stone a Palestinian vehicle driving the Palestinian section of Hebron, injuring the driver. Jewish settlers fr. Yitzhar vandalize a Palestinian home, burn a Palestinian car nr. Nablus. In Bureij r.c., the PA security forces secure the release of 2 international aid workers (1 British, 1 Australian) kidnapped by a Palestinian family that hoped to use them as bargaining chips to secure the release of relatives jailed by the PA. The IDF fatally shoots an unarmed Palestinian teenager, wounds a 2d who were nr. a closed military zone outside Bureij r.c.; fires on Palestinians conducting a nonviolent protest against the separation wall nr. Yatta, wounding 8; imposes a curfew on, patrols in Baqa‘ al-Sharqiyya nr. Tulkarm; for no apparent reason fires on a Palestinian car driving in central Hebron, wounding the driver; later conducts arrest raids, house searches in Hebron as well as in Bethlehem and Sawahara al-Sharqiyya nr. Jerusalem, nr. Tulkarm. An Islamic Jihad gunman fatally shoots a Jewish settler driving nr. Tulkarm, wounds his passenger. Palestinians fire mortars at Gush Katif, causing no damage or injuries. The IDF conducts arrest raids, house searches in Askara nr. Bethlehem, Burkin nr. Jenin. Jewish settlers fr. Neve Dekalim seize 18 d. of Palestinian lands in al-Mawasi in s. Gaza. Jewish settlers fr. Avraham Avino chase Palestinians, throw stones at Palestinian homes in Hebron. PA police reportedly fire on the car of Jenin AMB head Muhammad Abu Araj, hitting him in the leg; AMB mbrs. return fire, without causing injuries. The IDF jails the 1st IDF reservist, Arkadi Moter (who is also a Jewish settler) for refusing to serve in protest of Gaza disengagement. Separately, the IDF places a Jewish settler, Niria Ofen, in administrative detention until 9/30/05 for suspected militant activity related to disengagement. Armed AMB mbrs. shut down the central Gaza PA Central Election Comm. (CEC) offices apparently in effort to overturn what they call “fraudulent election returns” in Bureij, Rafah that favor Hamas. Late this evening, in response to assassinations in recent days, the AMB, Hamas, the PRCs stage a joint attack on the Qarni crossing, killing 4 Israeli civilian workers at the crossing and 2 Israeli Palestinian truck drivers waiting to cross, wounding 10 people (4 of them Israelis, others not identified)—in the attack, 3 armed men, 1 fr. each group, detonate a truck bomb on the Palestinian side of the crossing, blowing open a gate to the Israeli side, then open fire with automatic weapons and toss grenades, while other mbrs. at a distance reportedly fire mortars and automatic weapons at the crossing; the 3 Palestinians initiating the attack are shot dead by the IDF. In response, IDF helicopter gunships fire rockets at Dayr al-Balah, the suspected home of the bombers, destroying a medical center run by a charity with links to Hamas and Islamic Jihad, wounding 1 Palestinian; IDF tanks also fire on targets in s. Gaza. During the day, the IDF makes a major raid into Bureij r.c., conducts arrest raids and house searches, bulldozes 41 d. of land, fires on residential areas (killing a 10-yr.-old Palestinian boy), fires on stone-throwing youths who confront the troops (wounding 2), sparking clashes with Palestinian militants (killing a wanted PRC mbr.). The IDF also fatally shoots a 2d Palestinian driving his pregnant neighbor to the Bayt Lahiya hospital when the car inadvertently enters an area where IDF arrest raids are under way, also injuring the woman’s husband; fires on residential areas of Tarqumiyya, Yatta; conducts arrest raids, house searches in Hebron (arresting local Islamic Jihad leader Khalil Mahsin), Ithna, Qalqilya, Taqu‘a, Tarqumiyya, Tulkarm, Yatta; issues military orders confiscating 363 d. of agricultural land in 5 villages northwest of Jerusalem, begins bulldozing 400 d. in Ithna w. of Hebron for construction of the separation wall. Unknown gunmen fire shots at the Gaza City offices of the Islamic Salvation Party’s al-Risala newspaper; editors believe the paper was targeted for its critical reporting on the 1/9 PA elections, which stressed the PA’s decision to extend polling hours, the PA’s skewed reporting of voter turnout figures.
