Israeli forces continue the siege of al-Shifa Hospital after raiding it on 3/18 and bombing adjacent buildings, killing at least 20 people and arresting 150 during the raid. At least 7,000 people are missing in rubble, including 1,700 children. 428 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. Mossad director David Barnea leaves ceasefire negotiations Doha to brief the Israeli war cabinet, while the rest of the Israeli delegation remains for continued talks. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. Reuters reports that U.S. congressional leaders and the White House have agreed to continue blocking UNRWA funding until March 2025 as part of a deal to secure a spending bill. In the West Bank, Israeli settlers assault 2 Palestinians during a raid in al-Rakiz in the Masafer Yatta area. UN high commissioner for human rights Volker Turk says 2023 set a record for the most new Israeli settlement units since the UN began monitoring them in 2017. 24,300 new housing units were advanced between 11/1/2022 and 10/31/2023. UNRWA says some of its employees that have been arrested by Israeli forces in Gaza have been forced, under torture, to falsely state that they support Hamas and took part in Operation Al-Aqsa Flood. Among the reported torture methods employed against the Palestinians are beatings, use of nail guns on knees, sexual abuse of men and women, use of electrified metal sticks in prisoners’ rectums, waterboarding, and threats to harm family members. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. The Israeli government extends the Citizenship and Entry into Israel Law for a year, barring Palestinians married to Israelis from obtaining Israeli citizenship. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. The UN Office for the Coordination of Humanitarian Affairs released a report, saying 476 Palestinians, including 112 children, have been killed by Israeli forces and settlers in 2023. Of the 476, 276 have been killed since 10/7. 12,566 have been injured, including 1,841 children. The Israeli security cabinet approved the reopening of the Karem Abu Salem (Kerem Shalom) crossing for humanitarian aid after U.S. pressure. Haaretz reported that the Israeli military, with approval from Religious Zionism leader Bezalel Smotrich and Otzma Yehudit leader  Itamar Ben-Gvir, had allowed 10,000 Palestinians from the West Bank to work in Israeli settlements upon request from settlement leaders. The Foreign Press Association and Al Jazeera condemned the Israeli killing of Al Jazeera journalist Samer Abudaqa. Al Jazeera said it would refer the killing of Abudaqa to the ICC.
