Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. The Israeli authorities cancel weekly permits for elderly Palestinians from Gaza to visit Haram al-Sharif, following reports that some worshippers do not return directly to Gaza after these visits, according to an official at the Palestinian liaison office. (MNA 12/6)

Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. A 6-year-old Palestinian is killed when an Israeli settler rams her with his vehicle outside Bethlehem. Early reports on the incident say it was an accident, but the driver’s intentions are unclear. IDF troops arrest 2 Palestinians and issue 2 arrest summons on late-night raids nr. Jenin and Bethlehem; and patrol nr. Hebron during the day. Israeli settlers set fire to Palestinian farm lands nr. Qalqilya, destroying 13 olive trees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City. Off the coast nr. The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since he was killed on 12/14 after carrying out a car ramming attack in Jerusalem. His family is forced to pay a security deposit, bury the body at al-Mujahidin Cemetery in c. Jerusalem (rather than nr. their home in Hebron), and limit the attendance at his funeral at 25 people. In the West Bank, IDF troops open fire on a group of Palestinian students walking home from school in Jalazun r.c. nr. Ramallah, injuring 1 and sparking clashes with stone-throwing youths in the area (there are no serious injuries). They also patrol nr. Hebron and Jenin. A Russian Foreign Ministry spokesperson confirms that PA pres. Abbas and Israeli PM Netanyahu “agreed in principle”to meet in Moscow, but they have not yet set a date. She says that Russian officials are still working to find an appropriate date. (HA, JP, REU, RFM, TOI 9/8)

In response to growing Hamas-Fatah tensions, the Palestinian High Court of Justice puts a freeze on the municipal elections scheduled for 10/8. The freeze is set to expire on 12/21. The court will deliberate again on 9/21. (HA, JP, MNA, TOI, WAFA 9/8; MNA, NYT 9/9)

Senior Israeli officials say that PM Netanyahu is thinking about permitting International Criminal Court (ICC) officials to visit Israel and the oPt soon in the context of ICC prosecutor Fatou Bensouda’s preliminary examination into alleged war crimes during Israel’s summer 2014 assault on Gaza, as well as its settlement enterprise. According to ICC officials, the purpose of the visit would be “outreach and education,” rather than research and fact-finding. Israel decided to engage with Bensouda’s examination in 7/2015, after criticizing and boycotting it since its inception in 1/2015. (AFP, HA, JP 9/2)

IDF troops shoot and kill a Palestinian outside the Yitzhar settlement nr. Nablus after chasing him and other youths who allegedly threw stones from a moving vehicle at Israeli soldiers. According to the IDF, the slain Palestinian allegedly stabbed and lightly injured 1 of the soldiers in the ensuing confrontation. However, photos of the scene show the Palestinian, still alive, sitting in the army vehicle, where he would not have presented a threat to the soldiers. His cousin says he did not attempt to stab anyone, adding that he was engaged to be married in 2 mos. Elsewhere in the West Bank, IDF troops arrest a Palestinian in c. Hebron when she is found to be carrying a knife, and conduct late-night raids nr. Ramallah and Bethlehem, arresting 9 Palestinians. In East Jerusalem, Israeli forces return the body of a Palestinian to his family, who hold a small funeral for him in a nearby cemetery. In accordance with a court order, 1 of the homes is only partially destroyed. The IDF temporarily closes the major Beit El checkpoint nr. Ramallah after soldiers find a suspicious object nearby; arrests 1 Palestinian during a late-night raid nr. Hebron, and patrols nr. Hebron throughout the day. U.S. and Israeli officials conclude a 3-day round of negotiations on a new military aid agreement. They reportedly settle all remaining discrepancies, except for gaps on some technical issues. A U.S. official says, “We’ve made progress and closed many of the remaining gaps,” adding, “We hope soon to be able to reach final agreement”. (HA, JP 8/4)

The Israeli press reports that Israel’s Defense Ministry has issued tenders for the construction of an underground wall to encircle Gaza. The wall is being designed to deter Hamas’s tunneling efforts. Construction is set to start in 10/2016. (TOI, YA 8/3)

As the IDF continues its closure of Hebron and the surrounding district that was put in place on 7/1, Israeli PM Netanyahu visits the separation wall under construction nr. Hebron and remarks on the necessity to “prevent illegal residents and attackers from reaching Israel’s cities.” Meanwhile, IDF troops arrest 14 Palestinians and issue 6 arrest summons during late-night raids nr. Bethlehem, Nablus, and Hebron; and patrol throughout the day nr. Hebron. Israeli forces uproot a number of olive trees outside Dayr Istya village nr. Salfit to clear space for Israeli settlers to build a road. In East Jerusalem, Israeli forces demolish several Palestinian structures nr. the Israeli settlement of Atarot. For a 3d day in a row, clashes erupt at Haram al-Sharif. Palestinians atop the sanctuary throw stones at Jews praying at the Western Wall below, lightly injuring 1 elderly woman. Israeli police arrest at least 11 Palestinians. After the day’s clashes, the Israeli police decide to bar non-Muslims from the sanctuary through the end of Ramadan on 7/5, reversing Public Security Minister Erdan’s 6/26 announcement. An IDF spokesperson says that the IDF has canceled its Hannibal Directive, i.e., its protocol to employ extraordinary force to prevent the capture of its soldiers. A senior IDF officer says that Lt. Israel’s Public Security Minister Erdan decides to permit Jews and other nonMuslims to visit Haram al-Sharif in the last 10 days of Ramadan, marking a deviation from Israeli policy in recent years. Many Palestinians see Erdan’s decision as a breach of the status quo at the sanctuary. Meanwhile, Israeli forces raid Haram al-Sharif in the morning before a right-wing Jewish activist tour of the site, arresting 2 Palestinians, and sparking clashes with worshippers; 12 Palestinians and 1 Israeli police officer are injured. The Israeli press reports that Israel and Turkey have finalized agreements on all remaining sticking points in their negotiations over reconciliation, and that they plan to announce a final deal on 6/27. Recep Tayyip Erdoğan agreed to an additional document that will renew Turkish efforts to negotiate with Hamas to secure the release of the remains of 2 IDF soldiers who died in Gaza during Israel’s 2014 Operation Protective Edge. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. More than 2,000 Israeli settlers, along with an IDF escort, perform religious rites in a Palestinian village nr. Salfit late at night. Western diplomats and senior Palestinian officials say that the Palestinian leadership informally circulated a draft res. to UNSC mbrs. this week condemning Israel’s settlements and calling for a 1-year time frame on a 2-state solution. After the incident, the IDF declares the village a closed military zone and arrests 8 Palestinians during raids. Israeli forces seal off the entrance of a village nr.
