In the West Bank, Israeli settlers uproot 35 olive trees from a Palestinian grove outside Turmus ‘Ayya near Ramallah. IDF troops arrest 6 Palestinians during late-night raids near Jenin and Bethlehem; and patrol near Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces raid a Palestinian high school in Issawiyya, firing sound bombs toward the classrooms and sparking minor clashes; there are no reported injuries. They also arrest Adnan Ghaith, the PA’s governor of Jerusalem, during a raid on his home in Silwan. Ghaith was previously arrested on 10/21 and 11/1. A police spokesperson says only that today’s arrest has to do with money-related issues. The Israeli press reports that Ghaith is suspected of being involved with the selling of a contested piece of property in East Jerusalem. Other reports indicate that Ghaith is suspected of working with the PA’s security forces, which is forbidden for East Jerusalem residents under Israeli law, and with meeting PA officials and activists, which he was barred from doing after his arrest on 10/21. IDF troops violently disperse them near Jabaliya refugee camp, Gaza City, Rafah, and Khan Yunis; 14 Palestinians are injured. Also along Gaza’s border, IDF troops open fire on Palestinian farmland near Khan Yunis, causing no serious damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats working near Bayt Lahiya, causing no damage or injuries (3 fishermen are arrested). In the West Bank, Israeli settlers puncture the tires of 20 Palestinian vehicles and leave racist graffiti on nearby walls in Asira and Huwwara villages near Nablus. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse them near Gaza City, Rafah, Jabaliya refugee camp, and Khan Yunis; 2 Palestinians are killed and 152 are injured. This brings the death toll stemming from the Great March of Return to 189. In the evening, IDF troops arrest a Palestinian who crossed the border fence into Israel near Jabaliya refugee camp and allegedly set fire to an Israeli greenhouse. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in 2 villages near Ramallah (Jabal al-Risan and Ras Karkar) and Kafr Qaddum near Qalqilya; 5 Palestinians are injured and 6 are arrested. They also assault and injure a Palestinian municipal official working outside a settlement near Ramallah; confiscate a Palestinian-owned vehicle during raids near Hebron and Nablus; and patrol in and around Hebron, Tulkarm, Salfit, and Qalqilya. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Jabaliya refugee camp and Gaza City; at least at least 130 Palestinian are injured (2 critically). Meanwhile, Israeli aircraft conduct air strikes in Khan Yunis and al-Bureij refugee camp; 3 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces seal off the main entrance to Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. They prevent activists from entering and exiting the village and violently disperse the activists already inside when they start to protest after Friday prayers; several protesters are lightly injured. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. IDF troops shoot and kill a Palestinian at a junction near Salfit after he allegedly attempts to stab several of the soldiers. Elsewhere in the West Bank, Israeli settlers flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Later, Palestinian and international solidarity activists block the roads leading into the village, sparking clashes with the Israeli forces attempting to prepare for the demolitions; 7 Palestinians are injured and 4 activists are arrested. Separately, IDF troops violently disperse Palestinians gathering in al-Lubban near Nablus to protest the recent closure of the village’s school; 1 Palestinian is injured. In response to the recent threats of a full-scale IDF operation in Gaza, Hamas puts out a statement: “The threats serve as an incentive for increased participation in the Great March of Return, its continuity and its development.” (JP 10/15)

The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. The Syrian authorities re-open the Qunaytra border crossing in the Golan Heights, allowing UN peacekeepers to travel between Israel and Syria for the first time in 4 years. The Syrian army recaptured the territory surrounding the crossing in 7/2018. (AP, HA, TOI, YA 10/15)

Along Gaza’s border, IDF troops detect and dismantle an explosive device lashed to a balloon in an open area near the border fence. Separately, 2 Palestinians cut through the border fence near Jabaliya refugee camp, throw an incendiary device at an IDF post, and return to Gaza. The attack causes no reported damage. In the West Bank, Israeli forces demolish a water pipeline in Kafr Qaddum near Qalqilya, sparking clashes with stone-throwing Palestinians; 1 Palestinian is lightly injured. IDF troops conduct raids in al-Walaja near Bethlehem, sparking minor clashes; there are no reported injuries. Israeli defense minister Avigdor Lieberman says that he will not allow any more Qatari-funded fuel transfers to Gaza until all violence along Gaza’s border is “entirely” over. “As long as the violent protests continue on the Gaza border, including the launching of incendiary balloons and kites and the burning of tires near Israeli towns, the fuel and gas for the Gaza Strip will not be renewed.” Lieberman ordered the transfers to stop on 10/12. Meanwhile, Hamas leader Ismail Haniyeh says that the protests and other resistance activities along Gaza’s border will continue until the “siege on Jerusalem, [Haram al-Sharif] and all the lands of Palestine is lifted.” (TOI 10/13)

In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Qaryut near Nablus overnight. They also throw stones at Palestinian homes near Nablus, sparking a minor confrontation between their IDF escort and the Palestinian residents; 4 Palestinian homes are reported with minor damage. Qatar’s Foreign Ministry announces a $150 million donation to help “alleviate the humanitarian crisis in the besieged Gaza Strip.” Most of the money, $90 million, is reportedly slated to help pay the salaries of the Hamas-run government’s civil servants. The rest was previously reported and designated for fuel purchases for Gaza’s only power plant. The UN Development Program is set to help distribute the aid. The announcement comes a day after the first shipment of Qatari-funded diesel fuel for Gaza’s only power plant entered Gaza. (MNA, YA 10/11)

Dozens of Arab and Jewish Americans gather outside the PLO office in Washington to protest the Trump administration’s order to close the office by today (the office formally closed on 9/13, but employees were permitted to remain until today). They criticize the Trump administration’s treatment of the Palestinians and call for the office to be allowed to re-open. (TOI 10/10; AFP, TOI, WAFA 10/11)

After Israeli, Palestinian, and other Arab diplomats reach a compromise, UNESCO’s Executive Board passes 2 texts relating to Jerusalem and the Palestinian education system, respectively. The texts are critical of Israel, referring to “Israeli army violations against Palestinian universities and schools” and other aspects of the occupation, but the most critical language from previous drafts was removed. Rather than advancing the texts for a vote from the full body, the board shifts them into a non-binding annex, which is then approved by consensus. “I would like to commend the spirit of dialogue and the sense of responsibility that led to this result,” says UNESCO director general Audrey Azoulay. “A trend towards consensus is now emerging. It is based on the presence of all parties around the table at UNESCO and, of course, on their goodwill.” Israel and the U.S. are still set to withdraw from UNESCO on 12/31. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. According to the ICJ, the Palestinians are arguing that the move represented a violation of the 1961 Vienna Convention of Diplomatic Relations. (HA, MNA, REU, TOI, WAFA, YA 9/29)

Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. District Judge Diane Humetewa writes, “A restriction of one’s ability to participate in collective calls to oppose Israel unquestionably burdens the protected expression of companies wishing to engage in such a boycott.” (EI, HA 9/28)

Approximately 1,500 right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are injured, including 2 journalists. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. Jordan’s Foreign Minister Ayman Safadi says that Germany, Sweden, the EU, Japan, and Turkey, as well as a number of other countries, collectively pledged $118 million to UNRWA at a meeting on the sidelines of the UN General Assembly in New York City this week. Meanwhile, the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, meets in New York to discuss an proposed humanitarian aid package for Gaza. After meeting with Rwandan president Paul Kagame, Israeli prime minister Benjamin Netanyahu announces that Israel and Rwanda will soon open embassies in each other’s countries. Netanyahu also says Kagame wants to start a direct flight between Kigali and Tel Aviv. (TOI 9/29)

Approximately 12,000 Palestinians gather along Gaza’s border to continue the Great March of Return protests. IDF troops violently disperse the protests near Rafah, Jabaliya refugee camp, al-Bureij refugee camp, Gaza City, and Khan Yunis; 3 Palestinians are killed and at least 3 more are injured. This brings the death toll stemming from the Great March of Return to 152. Amid the clashes, the IDF reports that one of its officers was injured by shrapnel from a pipe bomb thrown from across the border fence. Israeli forces subsequently shell 2 Hamas posts, causing damage to a school east of Khan Yunis. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains. The European Parliament passes a resolution denouncing the Israeli decision to evacuate and demolish the Jerusalem-area Bedouin village Khan al-Ahmar. The resolution also calls on Israel to provide compensation for the EU-funded infrastructure in the village. (HA, JP, TOI 9/13)
