For a 2d day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in al-Bireh, Hebron, Qalqilya, Bethlehem, Ramallah and nearby Nabi Salih, Nablus, Tulkarm, across East Jerusalem (Issawiyya, al-Tur, and the Old City), and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 2 Palestinians are killed, approximately 100 are injured (including 4 journalists), and at least 20 are arrested. Meanwhile, IDF troops shoot, injure, and arrest a Palestinian at the entrance to al-Bireh near Ramallah. Israeli soldiers also arrest 1 Palestinian, assault a 2d, and issue an arrest summons to a 3d during a late-night raid near Hebron; and patrol near Hebron throughout the day. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injuries. Unidentified parties fire 3 rockets from Gaza toward Israel: 1 falls short of the border fence; 1 is intercepted by the Iron Dome missile defense system; and 1 lands in Sderot, damaging a number of cars. The IAF launches air strikes on 4 Hamas and PIJ sites in Khan Yunis, southern Gaza City, and Jabaliya refugee camp, killing 2 Hamas fighters and injuring at least 20 Palestinians, including a 6-month-old child. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. Abbas welcomes “the international consensus condemning Trump’s announcement, as was apparent at the [UNSC] session this evening.” (HA, WAFA 12/8)

The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

IDF troops on the Gaza border e. of Gaza City fire on agricultural land and residences nr. the border fence, causing extensive damage. Later, troops e. of Jabaliya fire warning shots at Palestinian farmers and shepherds nr. the border fence, causing no injuries or damage. In the West Bank, Israeli forces uproot dozens of olive trees n. of Tubas; bar Palestinian farmers from accessing their lands s. of Hebron. The IDF conducts house searches and raids in 1 village each nr. Salfit and Tulkarm, 2 nr. Nablus, 3 nr. Hebron, Jalazun r.c. nr. Ramallah, Qalqilya, and Jericho, arresting 12 Palestinians and issuing a summons to 1; patrols in 1 village each nr. Jenin, Hebron, Qalqilya, and Tulkarm, and 2 nr. Ramallah. Israeli settlers assault a Palestinian man nr. Nablus, moderately injuring him. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. Senior EU officials say that the U.S. has begun limiting information passed to Israel regarding the details of the negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S., and Germany) because Israeli politicians have been presenting a distorted view of the talks. IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. In East Jerusalem, Israeli authorities prevent Palestinian men under 50 years old from entering Haram al-Sharif, and 20 Palestinians are injured by stun grenades and rubber-coated metal bullets during clashes in Issawiyya. Israeli PM Netanyahu says that “no amount of international pressure will prevent Israel from continuing its operation in the Gaza Strip,” and that he has held phone calls with leaders of the U.S., Germany, Britain, France, Canada, and Russia. Israeli DM Ya’alon speaks with U.S. Defense Secy. Hagel, with the latter expressing concern about the risk of further escalation. The U.S. House of Reps. agrees to a nonbinding res. in support of Israel’s right to defend itself against rocket fire from the Gaza Strip. The EU and Russia issue a statement condemning Israeli plans for settlement expansion, citing in particular the proposed E1 development in East Jerusalem. Israeli PM Netanyahu says on Israeli television that he will ignore international condemnation. Meanwhile, adviser to PA pres. Abbas, Nimr Hammad, says that Palestine may complain to the ICC if the UNSC fails to take substantive action over Israeli settlement construction. (JP, MNA, REU 12/21)

In the Gaza Strip, the IDF opens fire on civilians and farmers protesting the buffer zone in 2 separate incidents: by the border fence nr. Jabalya, injuring 2 (1 seriously), and nr. Bayt Lahiya, wounding 2. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Jericho in the morning, in 1 village each nr. Jericho and Ramallah in the afternoon, and in Jericho, 3 villages nr. Ramallah, and 1 village nr. Tulkarm at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih) and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in, where 2 Palestinians are wounded with live ammunition. (PCHR 12/27)

Palestinian refugees begin to return to Yarmuk r.c. nr. Damascus after a deal was brokered by UN-Arab League peace envoy Lakhdar Brahimi’s representative Mokhtar Lamani to keep the fighting out of the area. UNRWA estimates that around 100,000 of the camp’s 150,000 inhabitants fled during recent clashes, many taking refuge in the parks and squares of the capital. (AFP, AP 12/21)

The IDF carves out a 4 mi2 “security zone” in Gaza around Bayt Hanun, Bayt Lahiya, Jabaliya r.c. to prevent Palestinians fr. firing rockets, mortars into Israel; stations 100 military vehicles in the zone; razes 100 dunams of land; says troops will stay indefinitely. The IDF also fatally shoots 3 Islamic Jihad mbrs. who attempt to infiltrate Netzarim settlement; conducts house searches in Nablus, breaking through walls to move from house to house. In the West Bank, 2 Hamas mbrs. dressed as yeshiva students infiltrate Kiryat Arba settlement, fatally shoot 2 Jewish settlers, wounding 6 before being killed by armed settlers. At the UNSC, UN chief weapons inspector Hans Blix reports that Iraq is cooperating with inspectors, who have yet to find evidence of WMDs; estimates inspections could be completed within wks. U.S. Secy. of State Colin Powell replies that Iraq clearly has not met the requirements for cooperation, disarmament set out in UNSC Res. 1441, saying, “There are some people who simply, in my judgment, don’t want to see the facts clearly.” The U.S., Britain submit a draft UNSC res. that would give Iraq until 3/17 to reveal all its WMDs or face retaliation. France, Germany, Russia argue for completing UN inspections, saying that lack of progress on the Israeli-Palestinian conflict is much more of a threat to the region than Iraq.
