In the Gaza Strip, Egyptian troops open fire on Palestinian youth along the border e. of Rafah, killing 1 and arresting 3. In 2 separate incidents, Israeli soldiers stationed along the border fence (e. of Khan Yunis r.c. and e. of Jabaliya r.c.) open fire on stone-throwing Palestinians, moderately injuring 2. In the West Bank, Israeli settlers from the Adi Ad outpost throw stones outside Turmus ‘Ayya at 2 vehicles from the U.S. Consulate General in Jerusalem, causing light damage. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), where they arrest 1 Palestinian. In the evening, Israeli troops clash with stone-throwing Palestinians in a village nr. Ramallah, then impose a curfew on the village and arrest 1 resident. In Gaza, IDF troops on the s. Gaza border e. of al-Qarara exchange cross-border fire with armed Palestinians, causing no reported injuries; Israeli naval vessels then shell the area, injuring 3 armed Palestinians, damaging a mosque. IDF troops in observation towers on the Gaza border e. of Jabaliya fire on Palestinian farmers working land 400 m fr. the border (outside Israel’s no-go zone), forcing them to leave. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. Late in the evening, IDF troops on the n. Gaza border fire at Palestinian homes in Bayt Hanun for 40 mins., causing no injuries. In the West Bank, the IDF opens fire on a Palestinian vehicle driving nr. Husan village w. of Bethlehem, wounding 3 Palestinians (ages 17–21), claiming they fired on an IDF patrol; fires tear gas, stun grenades at Palestinians attempting to reach their agricultural land inside a closed military zone nr. Hebron, injuring an 8-yr.-old Palestinian boy; raids and seals (until 2/28) 2 Palestinian organizations in Sur Bahir nr. Jerusalem; imposes a late-night curfew on, conducts house searches in al-Zubaydat village nr. Jericho. Jewish settlers fr. Kiryat Arba settlement in Hebron throw stones and bottles at Palestinian houses in nearby Wadi Husayn, injuring a 7-yr.-old Palestinian boy. Jewish settlers fr. U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nearby, forcing them to leave. The IDF also makes an air strike on a group of Palestinians nr. Jabaliya r.c. allegedly preparing to fire a rocket, injuring 1. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. In Gaza, the IDF makes an air strike on the Gaza City home of AMB cmdr. Muhammad Hijazi in what may be a failed assassination attempt, missing the building and hitting a neighboring home, injuring a Palestinian woman; bulldozes land along the border fence e. of Dayr al-Balah, Jabaliya r.c. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. In Gaza, the IDF withdraws fr. al-Shuka, ending a 3-day arrest and bulldozing operation, having wounded 2 Palestinians, demolished 2 Palestinian homes; fires a tank shell at Palestinians collecting scrap metal nr. the n. Gaza border, wounding 6; makes 2 air strikes on suspected rocket-launching sites nr. Bayt Hanun, damaging an UNRWA school; sends bulldozers and tanks to uproot trees and level land to clear lines of sight nr. the Erez crossing, firing on residential areas of nearby Bayt Hanun, causing no reported injuries; conducts similar bulldozing operations along the border e. of Jabaliya r.c. and Rafah; demolishes 7 smuggling tunnels on the Gaza-Egypt border. Palestinians fire 9 rockets fr. Gaza into Israel, causing light damage but no injuries; the IDF responds with air strikes, heavy machine gun, tank, surface-to-surface missile fire on launch sites across Gaza, wounding 10 Palestinians. In the West Bank, the IDF makes an overnight incursion into ‘Azun nr. Qalqilya, imposing a curfew, firing on residential areas, wounding 2 Palestinian children (ages 13, 14) before withdrawing late in the morning; raids, searches, occupies 3 Palestinian homes in Hebron, citing the need to protect local settlers; conducts arrest raids, house searches in and around Nablus. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. A Palestinian gunmanfires on a Jewish settler vehicle nr. Hizma checkpoint into Jerusalem, injuring a settler and a Palestinian bystander. In Jabaliya r.c., PRC mbrs. abduct 5 Palestinians, including 2 ESF mbrs., exchanging fire with the ESF that leaves 1 of the abductees dead and sparks local demonstrations. In Gaza City, armed mbrs. of a local clan attack an ESF base, injuring 1 ESF mbr., kidnapping another (who is released later in the day after the PA intervenes). In the West Bank, the IDF sends undercover units into Azun in a car with Palestinian license plates, surrounds a home, arrests 1 PSF mbr. who surrenders; conducts random ID checks in, fires on residential areas of Kafr Dan nr. Jenin; conducts arrest raids, house searches in and around Jenin and Nablus, in Dahaysha r.c., nr. Bethlehem, Hebron; burns 70 d. of agricultural land btwn. the separation wall and the Green Line nr. Tulkarm (see 8/5). In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Beirut (including 47 killed, 70 wounded in the Christian-Shi‘i suburb of al-Shiyah, where Shi‘a are pro-Amal), the Biqa‘ Valley (including Baalbek, Masnaa), in and around Nabatiyya (including 7 civilians killed in air strikes on cars traveling in Qasmiyya; 15 killed, 20 wounded in an air strike on an apartment building in Ghaziyya), and across s. Lebanon (including demolishing a 4-building apartment complex in Tyre), killing at least 69 Lebanese civilians; continues ground operations across s. Lebanon that leave 3 IDF soldiers dead, 7 wounded in Bint Jubayl and include heavy fighting in Hula (the IDF claims to kill at least 15 Hizballah mbrs.); downs an unmanned Hizballah drone off the s. Lebanon coast. Hizballah fires 130 rockets into n. Israel, injuring 10 Israelis, hitting targets in Acre, Carmiel, Kiryat Shimona (70 rockets), Ma’alot, Nahariya, Safad.
