At a conference in Sderot, Israeli FM Avigdor Lieberman declares that a peace deal with the Palestinians is impossible in the foreseeable future. He also claims that ties with the U.S. are “deteriorating,” and that Israel must “seek other allies with common interests.” Dep. FM Ze’ev Elkin, speaking in Moscow on a trip for talks with Pres. Vladimir Putin, subsequently tries to downplay his boss’ remarks, affirming that “there is no one who can take the place of the Americans.” Meanwhile, senior Palestinian official Nabil Shaath says that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh will remain on a temporary basis until a new team can be formed. Negotiations between Iran and the P5+1 group of powers resume in Geneva, with hopes of reaching an interim accord on confidence-building steps. Optimism is expressed publicly by the likes of Britain’s Foreign Secy. William Hague, and Russian FM Sergey Lavrov. Iran’s Supreme Leader Ayatollah Ali Khamenei delivers a speech in Tehran, in which he says that Iran will not retreat “one iota” from its nuclear rights but says that his country seeks friendly relations with the U.S. Also in his speech, Khamenei describes Israel as “a rabid dog,” which provokes an angry response from Israeli PM Netanyahu who is in Russia to appeal for tougher terms in a nuclear agreement with Iran. Israel’s “David’s Sling” missile defense system, co-developed with the U.S. and designed to protect the country from potential attack by Syrian and Hizballah-held missiles, passes a 2nd live test. Israeli defense officials say that the system could be deployed in 2014, a year ahead of the Israeli Air Force’s official deadline. (HA, REU 11/20)

A suicide car bomb attack kills 11 Egyptian soldiers nr. al-Arish in the Sinai Peninsula, wounding 37. Separately, a grenade attack on a checkpoint in Cairo injures 4 policemen. Meanwhile, Egyptian authorities close the Rafah crossing with Gaza due to a technical fault with the terminal’s computers. (AP, MNA, REU 11/20)

In the Gaza Strip, IDF troops conduct a limited incursion nr. Khan Yunis, to level land close to the border fence. In response, Palestinians fire several mortar shells at the soldiers with 2 landing inside Israel, causing no damage or injuries, an attack claimed by Palestinian Islamic Jihad. In response, the IAF conducts an air strike against 2 sites in open land, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Qalqilya in the afternoon, and in Hebron at night; patrols in 1 village nr. Hebron and in Qalqilya in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron at night. White House National Security Adviser Susan Rice attributes in part “increased tensions on the ground” in Israel and the oPt to “recent settlement announcements,” in remarks to the Middle East Institute think tank in Washington. Rice affirms that the U.S. “does not accept the legitimacy of continued Israeli settlement activity.” (ToI 11/15)

Russian pres. Vladimir Putin and Syrian pres. Bashar al-Asad discuss plans for the proposed “Geneva 2” peace conference during a telephone call. No significant details are divulged. (REU 11/14)

Israel’s cabinet approves the destruction of a Bedouin village in the Negev to be replaced by a religious Jewish settlement Hiran. The cabinet also approves the return of Avigdor Lieberman to the position of FM following his acquittal on corruption charges. (HA, ToI 11/10)

U.S. officials led by Undersecy. of State for Political Affairs Wendy Sherman arrive in Jerusalem to brief the Netanyahu govt. on the latest developments with regard to talks with Iran. Netanyahu tells his cabinet that over the weekend he spoke with Pres. Obama, Russian pres. Putin, French pres. U.S. Secy. of State Kerry calls on the UNSC not to waste any more time in moving to approve the plan for removing Syria’s chemical weapons. Earlier, Russian pres. In the Gaza Strip, a mbr. of Hamas’s military wing Izzeddin al-Qassam Brigades dies in circumstances that were not disclosed, but suggest an accident during training or preparation for a mission. Fatah Central Cmte. mbr. Nabil Shaath tells Palestinian media that the leadership will not accept proposed temporary solutions in the West Bank, and claims Israel has yet to put any offers on the table in negotiations. Shaath says the 2 sides have spent almost 6 weeks presenting issues like borders and security, and that Israel insists on maintaining control of the Jordan River. Israel’s Prime Minister’s Office refuses to comment on leaks in the press, including suggestions that Israel suggested the establishment of a temporary Palestinian state in 60% of the West Bank. Iran’s Pres. Hassan Ruhani says that the Foreign Ministry will take over the running of talks with the international community over the nuclear program, but without specifying a chief negotiator. Meanwhile, State Dept. spokesperson Jen Psaki says that Washington hopes Tehran will “engage substantively” with global powers to find a solution to the crisis and issues with IAEA inspections. In the West Bank, the IDF patrols in 1 village nr. Hebron at night. In East Jerusalem, there are clashes in Abu Dis between Palestinians and Israeli forces who conduct a raid and enter the Al-Quds university campus. Meanwhile, right-wing Jewish extremists enter the al-Aqsa compound, prompting clashes with Palestinians, with Israeli security forces dispersing the crowds and arresting 7 Palestinians. Separately, Shaykh Raed Salah is released on bail, though Salah says he does not intend to respect the order banning him from Jerusalem. (HA, MNA 9/4; PCHR 9/5)

According to an anonymous Palestinian official speaking to the Associated Press, Israel intends to leave numerous settlements and military bases in the West Bank to set up a provisional Palestinian state. Meanwhile, aide to Pres. Abbas, Yasir ‘Abid Rabbuh tells Palestinian media that the talks are proving pointless and making no progress, and will fail to do so, without serious U.S. pressure. The U.S. Senate Foreign Relations Cmte. narrowly backs, 10–7, a compromise res. authorizing the use of military force in Syria. The full Senate will vote next week, and the House of Representatives must also approve the measure. Meanwhile, Russian pres. Putin says Moscow does not rule out approving a strike against Syria if there is clear evidence of the Asad regime’s culpability for the use of chemical weapons. (AP, REU 9/4)

Pres. Obama’s national security aides have recommended that the U.S. suspend military and economic assistance to Egypt in response to the military coup, according to unnamed U.S. officials speaking to the media. (AP, REU 9/4)

Hebron in the afternoon, and in 2 villages nr. Ramallah and in Tubas at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Bethlehem (al-Ma‘sara), causing no serious injuries except 1 in Bil‘in, struck with a tear gas canister. Jewish settlers cut down 20 Palestinian-owned olive trees nr. Hebron, while in a separate incident, settlers vandalize Palestinian homes in the n. West Bank. UN High Commissioner for Refugees Antonio Guterres tells a news conference in Geneva that the number of Syrian refugees in neighboring countries could double to 3.5 million by the end of the year, with an anticipated half of all Syrians requiring humanitarian aid in the same time frame. Following the Austrian govt.’s recall of its UNDOF members on 7/6, Russian pres. Vladimir Putin offers to replace all 380 with Russians. UN spokesperson Martin Nesirky says that Putin’s offer, while appreciated, cannot be accepted due to the Syria-Israel Disengagement Agreement not permitting the participation of permanent members of the Security Council in UNDOF. Israeli PM Benjamin Netanyahu arrives in Russia for talks with Pres. Vladimir Putin about the peace process and regional developments, including Syria. Netanyahu asks Putin not to supply S-300 anti-aircraft missiles to Bashar al-Asad’s regime. (HA 5/14)

The International Criminal Court’s prosecutor Fatou Bensouda says she will open a preliminary examination into Israel’s 2010 attack on the Gaza-bound Mavi Marmara aid flotilla, following a referral from Comoros, to which one of the vessels raided was registered. (REU 5/14)

Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles. Fatah and Hamas representatives hold reconciliation talks in Cairo. Hamas official Moussa Abu Marzouq says the sides have pledged to complete formation of a long-anticipated unity government within 3 months (see QU 168 for details). (JP, MNA 5/14)

Egypt’s upper house holds a special session to discuss recent clashes (5/7) in al-Aqsa Mosque and demands the immediate expulsion of Israeli ambassador Ya’akov Amitai in protest, but the government takes no immediate action. (ToI 5/14)

In an interview with Israeli television, U.S. Pres. Barack Obama says that Israel can no longer rely on a ‘‘a few [Arab] autocrats’’ to maintain regional stability and security, and that the Jewish state has ‘‘an interest in being able to speak to the Arab street.’’ Meanwhile, White House deputy national security adviser Ben Rhodes confirms that Obama will not introduce a new peace initiative during his Middle East visit next week. In a meeting in Moscow with Russian pres. Vladimir Putin, Palestinian pres. Mahmud Abbas says he hopes that peace talks would resume later this year, though the chances remain slim. The Palestinian Central Election Commission announces that the 36 West Bank municipalities where voting was postponed from the original 10/20/12 and 11/24/12 elections (see QU 166 and QU 167) due to court decisions, resignation of council members, and other factors will hold local elections on 6/1. The International Monetary Fund warns that the PA’s fiscal situation is ‘‘increasingly precarious’’ and urges action from donors to help reduce the significant budget deficit. The IMF projects a financing gap of about $400 million for 2013 and notes that unemployment increased to almost a quarter of the labor force by the end of 2012. (AFP, REU 3/14)

U.S. Pres. Barack Obama tells Israeli media that Washington considers a nuclear Iran to be a ‘‘red line’’ with all options on the table to stop it. Obama says that U.S. intelligence believes that it would take over a year for Iran to develop a nuclear weapon. (AP 3/14; HA 3/15)
