In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli settlers also vandalized Palestinian property, including water tanks, solar panels, and a vehicle in al-Rakiz and al-Mafqara in the Masafer Yatta area. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. The Ministry of Health in Gaza said at least 10,022 Palestinians have been killed, including 4,100 children and 2,550 women, and 25,408 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 151 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 4 ambulances carrying 17 injured Palestinians entered Egypt through the Rafah crossing. 50 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 175 medical personnel and 34 civil defense workers have been killed by Israel in Gaza since 10/7. The UN said 89 UNRWA staff members have been killed. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The amount Israel earmarked for Gaza was $140 million a month. PA president Mahmoud Abbas spoke with Austrian chancellor Karl Nehammer, calling for an immediate ceasefire. (HA, REU, WAFA, WAFA 11/6)

The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. South Africa recalled its ambassador to Israel, calling Israeli actions in Gaza “genocide.” The deputy speaker of the Bahraini parliament said the parliament wants to cancel the country’s normalization deal with Israel. (AJ, AJ, AP, HA, HA, REU 11/6; HA 11/7; NYT 11/8)

The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. The U.S. insisted the council call for “humanitarian pauses” while other states demanded a call for a “humanitarian ceasefire.” UN secretary-general Antonio Guterres launched a $1.2 billion humanitarian appeal to help 2.7 million Palestinians in Gaza and the West Bank and said Gaza was becoming “a graveyard for children.” (AJ, AP, AX, HA, NYT, UNOCHA, WAFA, WAFA 11/6; AJ, HA 11/7)

U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. U.S. State Department deputy spokesperson Vedant Patal said in response to Netanyahu’s comments that Gaza will remain Palestinian land and that the U.S. does not support reoccupation. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. Von der Leyen also announced that the EU will allocate another $27 million in aid to Gaza. (AJ, AJ, HA, HA 11/6)

Iranian foreign minister Hossein Amir-Abdollahian spoke with Saudi foreign minister Faisal bin Farhan about the situation in Gaza, agreeing to convene an extraordinary summit of the OIC in Saudi Arabia on 11/12. (HA 11/6)

The New York Times reported that the U.S. had told Hezbollah and Iran that it will intervene militarily if they attack Israel. (HA, NYT 11/6)

Haaretz reported that U.S. officials told the newspaper that Secretary Blinken got the impression that Israel does not have a strategy for what to do when its war on Gaza ends. Blinken reportedly broached the question in meetings with Israeli officials on 11/3, receiving the impression that the matter has barely been discussed. (HA 11/6; HA 11/7)

In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. A delegation of EU diplomats visited the Ghaith-Sub Laban family in the Old City of Jerusalem to show their support as the family is threatened by expulsion from their home this month. (QDS, WAFA 6/9)

Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, Israeli undercover forces shot and killed 3 Palestinians, including 2 PA security officers, and injured 2 others, including 1 PA officer near the PA intelligence headquarters in Jenin. Israel said that its anti-terror unit was in Jenin to arrest 2 Islamic Jihad members when they shot the 4 Palestinians; the PA presidency condemned the killing of the 3 Palestinians and the PA prime minister called the Israeli actions an act of state terrorism. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Fawar refugee camp, causing tear-gas related injuries. 8 Palestinians were arrested, including 4 during late-night raids and around Bethlehem, Jaba‘, Silwad, and Izzariya; 4 were arrested at checkpoints near Jenin and Nablus. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting a visit to the Old City by Itamar Ben-Gvir from the Otzma Yehudit (Jewish Power) party at the Damascus Gate plaza, using stun grenades; 30 Palestinians were arrested. Ben-Gvir was banned by Israeli police from marching through the Old City on 6/9. Palestinians also protested against evictions of Palestinians from Batn al-Hawa, outside of an Israeli court holding a hearing on the matter (see below); 3 were arrested. An Israeli court delayed a hearing on an eviction case against 2 Palestinian families in Batn al-Hawa. The hearing was postponed to 8/7. (AJ 6/10)

Israeli defense minister Benny Gantz approved the construction of an elevator at al-Ibrahimi Mosque, which is also a shine for Jewish people, allowing Israeli settlers with walking disabilities to enter the mosque. The approval violates the 1997 Hebron protocol signed by the PA and Israel. (ALM 6/23)

A video from 3/24/2019 surfaced showing Israeli prison guards at the Ketzion Prison in the Negev abusing 55 shackled Palestinian prisoners. The video shows that the prisoners were piled on top of each other and beaten with batons and kicked by the prison guards, even as they lie still on the concrete ground. Former Mossad director Yossi Cohen implied in an interview with Israeli Channel 12 that Israel was behind attacks on Iran’s nuclear facility Natanz and on Iranian scientists. (AP, TOI 6/11)

In an interview with Yedioth Ahronoth, former secretary of state Mike Pompeo said that the sale of U.S. F-35s to the UAE was “crucial” to a normalization deal between the UAE and Israel. (HA, TOI 6/10)

In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. In East Jerusalem, Palestinians protested Israeli-planned evictions of Palestinians in Batn al-Hawa in Silwan. 6 Palestinians were arrested during late-night raids in al-Tur and the Old City, including 1 man for gesturing his middle finger at Israeli police in the Old City. Israel reopened the Erez and Kerem Shalom crossings for humanitarian aid and aid workers. The Kerem Shalom crossing remained closed for exports. Israel also allowed Gaza fishermen to fish up to 6 nautical miles from shore. (HA 5/24; HA, HA 5/25)

PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

Jordan summoned the Israeli ambassador to the country to complain about the detention of 2 Jordanian citizens in Israel and the lack of access for the Jordanian embassy to talk to them. (WAFA 5/25; MEE 6/1)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. In the West Bank, Israeli forces shot and killed 2 Palestinians and critically injured a 3d after claiming that the 3 had opened fire at Israeli soldiers at an Israeli military installation near Jenin; no Israeli was reported injured. Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The High Follow-up Committee for Arab Citizens of Israel called on Palestinians in Israel to support Palestinians in East Jerusalem after the Israeli attacks on worshipers at the Haram al-Sharif compound and on protesters in Shaykh Jarrah. (MEMO, WAFA 5/8)

The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. PA president Mahmoud Abbas condemned the Israeli aggression in Jerusalem, saying he has called on the PA ambassador to the UN to request an emergency session at the UN security council. (WAFA 5/7)

The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)
