In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

Israeli prime minister Benjamin Netanyahu and U.S. president Donald Trump spoke on the phone and, according to Prime Minister Netanyahu, the 2 discussed recognizing the Jordan Valley as Israel’s official eastern border in addition to a defense pact and Iran. (HA, TOI 12/2)

In the West Bank, Israeli forces demolished a shack housing 11 people east of Yatta. 4 Palestinians were arrested during late-night raids in and around Bayt Umar, al-Shuyukh, and Dahaysha refugee camp. In East Jerusalem, Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. In Gaza, Israeli forces opened fire on Palestinian farmland on 2 separate occasions east of Khuza‘a and Khan Yunis; no injuries were reported. Israel’s attorney general Avichai Mendelblit announced that Israeli prime minister Benjamin Netanyahu would be charged with bribery, fraud, and breach of trust in the corruption cases 1000, 2000, and 4000. (HA, HA, NYT 11/21; CNN 11/22)

107 members of U.S. congress signed a letter sent to Secretary of State Mike Pompeo criticizing the decision to no longer consider Israeli settlements illegal under international law, announced on 11/18. The letter was initiated by Andy Levin (D-MI) and expressed “strong disagreement with the State Department’s decision to reverse decades of bipartisan U.S. policy on Israeli settlements in the occupied West Bank.” The members of congress further warned that the U.S. administration’s policies have “discredited the United States as an honest broker between Israel and the Palestinian Authority.” (HA 11/23)

The Netherlands announced that it will stop paying $1.5 million yearly in aid to the PA because of the stipends the PA pays to families of Palestinian prisoners and families of Palestinians killed by Israel. Israel frames these payments as “terrorist salaries.” The head of the Palestinian Prisoners’ Association said, “From a Palestinian perspective, the payments are meant to assist the families of Palestinians who are imprisoned by Israel for various political charges.” Pro-Israel lobbies in the Netherlands have tried to persuade the country from contributing to the PA. In the West Bank, Israeli forces demolished 2 houses in al-‘Arub refugee camp. 10 Palestinians were arrested during house raids in and around Ramallah, Hebron, and Jenin. Israel said it had intercepted 4 missiles launched from Syria at the Israeli-occupied Golan Heights. Israel subsequently hit more than 20 targets in Syria, killing 23 people, according to the British-based Syrian Observatory for Human Rights. (AJ, HA 11/19; AJ, HA 11/20; HA 11/22)

In a significant departure from previous votes at the UN, Canada voted for a resolution supporting Palestinians’ right to self-determination. Canada has since 2006 voted with Israel and the U.S. or abstained on issues pertaining to Palestine. A Canadian official told Canadian media that the country was sending a message to the U.S. that it does not agree with the U.S. change of policy in stating that it no longer considers Israeli settlements illegal under international law as announced by U.S. secretary of state Mike Pompeo on 11/18. In the West Bank, 1 Palestinian was shot in his foot by Israeli forces using live ammunition near the separation wall southwest of Jenin. 11 Palestinians were arrested during raids in and around Halhul, al-‘Arub refugee camp, Bayt Awa, Ramallah, ‘Urif, and Tubas. U.S. secretary of state Mike Pompeo announced that the U.S. no longer considers Israeli settlements illegal under international law. Secretary Pompeo explained that the Trump administration called the notion that settlements are illegal under international law a distraction and said the issue should be addressed in Israeli courts. Pompeo’s announcement received sharp criticism and condemnation from several countries and international organizations. PA prime minister Mohammad Shtyyeh called it “a mockery of international law and resolutions that criminalize Israeli settlements and prohibit the occupying power from transferring its civilian population into occupied territory.” (AJ, Amnesty, CNN, EU, HA, HA, NYT 11/18; AJ, BBC, HA, WAFA, WAFA, WAFA 11/19)

In the West Bank, 2 Palestinians were arrested by Israeli forces during late-night raids in and around Abu Dis and Hebron. In East Jerusalem, 3 Palestinians were arrested at the Haram al-Sharif compound. In Israel, a Palestinian citizen of Israel was killed by an unknown perpetrator. His death marks the 25th Palestinian citizen of Israel to be killed inside Israel this year. (HA, WAFA 5/29)

The 2 Trump administration officials leading the Middle East peace team, Jared Kushner and Jason Greenblatt, met with King Mohammed VI of Morocco to discuss June’s Palestinian-Israeli peace summit in Bahrain. Kushner and Greenblatt are scheduled to meet King Abdullah of Jordan on 29 May and Israeli prime minister Benjamin Netanyahu on 30 May. (HA 5/28)

U.S. secretary of state Mike Pompeo told a group of Jewish-American leaders at the Conference of Presidents of Major American Jewish Organizations that the U.S. peace plan might be “unexecutable.” He also told the audience that if Israel starts to annex the West Bank, the U.S would consider “What would be the best ways to achieve the outcomes that we think are in America and Israel’s best interests.” Pompeo’s statements were secretly recorded and published in the Washington Post. In the West Bank, Israeli forces told 98 Palestinians that they would have to evacuate their property in the Jordan Valley in the next 4 weeks during specific time periods on Sundays, Mondays, Tuesdays, and Wednesdays for Israeli military training. Israeli forces also arrested 3 Palestinians during late-night raids in and around Hebron. In East Jerusalem, Israeli forces blocked several streets in Silwan and the Old City, impeding Palestinians from going to mosques to perform prayers. All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 2d day in a row. However, the Kerem Shalom crossing was partially opened for commercial traffic. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. After blocking the transfer of Qatari-funded fuel to Gaza on 5/5, Israeli prime minister Benjamin Netanyahu approved the delivery of fuel to Gaza. (HA, MNA 5/7)

The Qatari government announced that it will send $480 million to Palestinians in the West Bank and Gaza. $300 million is allocated for health and educational programs of the PA and $180 million for urgent humanitarian relief and for electricity in Gaza. (AJ 5/7)

U.S. secretary of state Mike Pompeo skipped a planned trip to Germany to meet German chancellor Angela Merkel to instead travel to Iraq and meet with Iraq’s president Barham Salih and Prime Minister Adil Abdul-Mahdi. Pompeo said he made the trip to Iraq because Iranian forces are “escalating their activity,” stating that Iranian threat of attacks were “very specific.” (AJ 5/8)

In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). Israeli forces demolish a Palestinian home and dismantle 3 Palestinian makeshift residential structures south of Hebron. Unidentified assailants open fire on an Israeli settler bus near Salfit, causing minor damage. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging several. In East Jerusalem, Israeli forces arrest a Muslim worshipper and an Islamic Waqf guard at Haram al-Sharif. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are detained). Approximately 30 armed settlers enter Urif village near Nablus in the evening. They damage equipment at an infrastructure construction site and spark clashes between their IDF escort and Palestinians in the area; 3 Palestinians are injured. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. Representatives of 60 countries, including Israel, convene in Warsaw for a U.S.- and Poland-sponsored conference on security in the Middle East. The conference was initially intended to focus solely on Iran, but has been broadened to focus on other security issues across the region, including the wars in Syria and Yemen, as well as the Palestinian-Israeli conflict. Before getting on a plane to Warsaw, Israeli prime minister Benjamin Netanyahu says, “I think that holding this conference, in which Israel, the U.S., various countries around the world and from the region sit down in one place and discuss one topic—which, in my opinion, is the most important for our national security—is a very important achievement.” Secretary of State Mike Pompeo and Vice President Mike Pence represent the U.S. (REU, YA 2/13)

A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says.
